8.1. Zemsky Sobor resolves the following issues:

8.1.1. Considers and approves or rejects the consolidated norms of international law submitted for discussion by the Tsar of Russia;

8.1.2. Considers and approves or rejects amendments and additions to the family, housing and labor codes of rules submitted for discussion by the Tsar of Russia, or the Boyar Duma or at least thirty-three heads of cities and districts.

8.2. Sovereign rules within the above powers of the People's Council are adopted by a majority vote of the total number of chapters, unless otherwise provided by these rules.

8.3. The sovereign rules adopted by the Zemsky Sobor shall be submitted to the Sovereign Council for consideration within five days. Sovereign rules are considered approved by the Sovereign Council if more than half of the total number of Princes and Knights voted for it, or if it has not been considered by the Sovereign Council within sixteen days.

8..4. In the event that the sovereign rules are rejected by the Sovereign Council, the princes and heads can create a conciliation commission to overcome the differences that have arisen, after which the sovereign rules are subject to reconsideration by the Zemsky Sobor at its next meeting next year.

8.5. In case of disagreement of the People's Council with the decision of the Sovereign Council, the sovereign rules are considered adopted if, during the repeated voting, at least two-thirds of the total number of chapters voted for it.

8.6. The following issues must be submitted to the zemstvo nationwide vote with a period of preliminary open discussion within three months:

8.6.1. Installation or transfer of monuments, feasibility and place of installation, demolition of monuments.

8.6.2. Allocation of land plots to enterprises, organizations or Russians, with the aim of organizing the latter, recreation and entertainment of people, by reducing the size of parks, alleys and other public recreation areas.

8.7. The assessment of the activities of communal services, as well as law enforcement agencies in organizing the maintenance of law and order and other issues of local self-government and ensuring the life of the zemstvo should be submitted by the head to a popular vote of the zemstvo on the basis of the collected signatures of zemstvo residents who have the right to vote at the time of collection of signatures, in an amount of at least nine thousand signatures.

8.8. The following issues must be submitted to the regional popular vote with a period of preliminary open discussion within five months:

8.8.1. The beginning of mining in the region, which may have negative environmental consequences for the environment;

8.8.2. Construction of nuclear power plants in the territory of the region;

8.8.3. Places of passage of main gas pipelines, high-voltage transmission lines of electricity, passage of railways and highways, entailing deforestation;

8.8.4. Construction of reservoirs on the territory of the region;

8.8.5. Construction of chemical plants on the territory of the region.

8.9. Other issues of local self-government and ensuring the life of the region must be submitted by the Prince to a nationwide vote of the region on the basis of the collected signatures of the inhabitants of the region who have the right to vote at the time of collection of signatures, in the amount of at least one hundred and sixty thousand signatures.

8.10. The decision at the regional popular vote is considered adopted on all of the above in Articles 8.8. and 8.9. questions, if more than half of the Rusichs who came to the national vote voted for him, who have the right to vote at the time of voting and have permanently resided in the territory of the region since the beginning of the discussion of the issue submitted to the national vote.

8.11. The following issues of state building, the entry of Rus into international organizations, blocs, collective security systems, associations, unions, confederations, or a federation of another state, must be submitted to a nationwide sovereign vote, with a period of preliminary open discussion within nine months.

8.12. A decision by a popular vote is considered to have been made on all of the above in Article 8.11. questions, if more than half of the Rusichs who came to the nationwide vote, who have the right to vote at the time of voting, voted for him, with the exception of joining the confederation, two-thirds of the votes are required, and joining the federation of another state is three-quarters of the votes.

8.13. In settlements with a population of less than twenty one thousand inhabitants, communities are created, all issues of local self-government and life support in which are decided by a general meeting of adult Russians living in the community by a simple majority of votes. The decisions of the community are considered competent if the Russians came to the gathering, in an amount of at least one sixteenth of the total population of the community. To organize the current activities of the community, a community leader is elected from among the Russians living in the community who have reached thirty-three years of age and not older than seventy at the time of election.
