9.3. A television company, television channel, radio company, magazine or newspaper with broadcasting or distribution in the territory of Russia, more than the territory of one region, can only be one hundred percent sovereign property. Moreover, the heads of such sovereign companies with broadcasting or dissemination of information throughout the territory of all of Russia are appointed and removed from office by the Tsar of Russia. The heads of state-owned companies with broadcasting or distribution in the territory of one district are appointed and removed by the Knights of Rus. The rule is valid after five years from the date of entry into force of these General rules.

9.4. Non-stately mass media, television, radio, Internet resources, newspapers, magazines and other printed publications can be financed only by enterprises, organizations registered and operating in the territory of the state, as well as Rusichs. The rule is valid after five years from the date of entry into force of these General rules.

9.5. After ten years from the date of entry into force of these Basic Rules, the operation of the Internet in a state is possible only with the use of domestic state resources (servers) located on the territory of Russia, with the exception of the territories of the gambling zone using private resources, servers connected to the global network. 9.7. Advertising of medicines, alcoholic beverages, incl. and beer, tobacco products is prohibited in the state after three years from the date of entry into force of these Basic Rules. Films and other works in which their characters use alcoholic drinks, drugs or smoke cigarettes (tobacco, etc.) can be shown on television only from 9 pm to 6 am.

9.8. Outdoor advertising, with the exception of signs of manufacturing enterprises advertising their products or goods located on buildings belonging to these enterprises, is allowed only outside the administrative boundaries of settlements, no closer than sixteen meters from the edge of a road, railway track, river bank, sea, lake or other natural body of water. The rule is valid after three years from the date of entry into force of these General rules.

9.9. Advertising, direct and covert, on radio and television is permitted from 21:00 to 06:00. An exception is specialized television and radio channels broadcasting only advertising. The rule is valid after three years from the date of entry into force of these General rules.

9.10. The printing of advertisements in any print media is permitted only on the last page of the publication. An exception is specialized printed publications that publish only advertisements. The rule is valid after three years from the date of entry into force of these General rules.
