Health Minister Veronika Skvortsova confirmed that the relevant law has been prepared by the Ministry of Health. The prime minister addressed her with a question: "If the law has been prepared, then is everyone ready to support it?" Having received an affirmative answer, Medvedev said: "We will accept."

In this case, we are talking about posthumous donation, in which the donor was diagnosed with brain death at the time of organ donation, but he must still be fundamentally alive, and organs for transplantation are taken from him with a preserved heartbeat and artificial lung ventilation.

Everything that Mamontov voiced in 2003 as a crime is now legalized and introduced, in part by Federal Law No. 323, and other legislative initiatives.

In particular:

Human death as brain death - previously in minors and incapacitated after the adoption of the Federal Law "On transplantation" in 1992, it was forbidden to remove organs, since under the existing presumption of consent, everyone is considered to agree to be donors and are considered potential donors, if they do not write a refusal to consider them as donors in advance. This refusal, at the time of the removal of organs from a person, can be announced by relatives, but no one is obliged to inform them.

A coordinating center for organ donation for cities and a single one for Russia is being formed. The position of a transplant coordinator is planned for polyclinics and hospitals, who will study medical records in advance and identify and track potential donors

It is planned to pay them at the expense of taxpayers.

Transplant teams may not be from state clinics, but individual private entrepreneurs who are financially interested in obtaining donor organs through their removal. This can take place not only in strictly defined state clinics equipped with special equipment for recording brain death by instrumental means (tomography, etc.), but can also be simply ascertained clinically, by a medical examination without instrumental studies, EEG, etc., which were previously necessary conduct.

The medical team consists of two people who determine brain death or other conditions in which the removal of organs is allowed (the list of these conditions is expanding in which organs can be removed from a patient without permission. he breathes with the help of mechanical ventilation).

Previously, there was supposed to be a forensic medical expert. Now this is a resuscitator or a neurologist called or working, say, at an organ donation center. They are specially officially paid extra for diagnosing brain death, in which organs can be removed from a patient.

If in other countries it is impossible for transplantologists to intervene in diagnosing brain death, we now have it and even pay extra money from the budget.

Information that may be important to transplantologists in order to interest them in relation to a potential donor is in the accessible network - medical data about children in many documents. A data bank is being created.

Drugs, such as arduan, leading to muscle relaxation, in which the patient's tendon reflexes disappear, on the basis of which a temporary diagnosis of brain death can be made, quickly disintegrate and then are not fixed in the blood.

This can be used by corrupt officials to prepare a person for murder in order to remove donor organs and their subsequent sale, if the person himself does not really die.

Information about the health of a person (especially a child) in the public domain can also be potentially dangerous to his life and health, since for money, corrupt officials can use shady schemes to order such donors for commercial gain, which puts a person in a life and health hazard.

Ambulance workers also want to oblige to inform transplant coordinators about potential donors. At the same time, the resuscitation time for newborns was reduced from 30 (20) minutes to 10 minutes. This is all the more strange, since it is generally known that children have more developed compensatory systems and they can be without air longer than adults without any disturbances from the central nervous system.

Often there are cases of people coming out of a deep coma, as well as the revival of those who did not breathe for more than 15 minutes (stayed without air).

Now women in childbirth and dead newborns up to a year will be autopsy and postmortem examination. This will allow corrupt pathologists and doctors to conceal the fact of the seizure of the ogans.

The signs that portray juvenile death as brain death have not been discussed by the professional medical community and have not received approval. There was only a government order signed by D Medvedev on the approval of the brain death protocol for minors. This protocol was empty and was signed without any death criteria prescribed in it.

But for more than 20 years, the medical community has been against the recognition that it is possible to consider minors as donors and to approve any criteria.

The transplant specialists themselves have developed these criteria.

At the same time, the observation time for the patient was reduced from 3 days to 2 - 3 hours.
