10.1. Every Rusich has the right to education. Rusichs are guaranteed accessibility to preschool, general and secondary vocational education in state educational institutions and state enterprises without any payment. 10.5. General secondary education in the state has the additional goal of developing students' skills and abilities to work in a team, including group discussion of various issues and making decisions on them, practical polytechnic skills and abilities, teaching basic civil defense skills and basic military training.

10.6. General secondary education in the state is carried out on the basis of educational programs in each direction indicated above. Educational programs are necessarily preliminarily discussed in the professional environment of teachers, professors and scientists, with the involvement of the general public in the discussion of the most controversial points in the programs and finally approved by the Security Council of Russia for a period of sixteen years.

10.7. In the educational program of morality, priority is given to the study of the Russian language, the development of reading and speech skills. An obligatory procedure for children of other peoples of Russia is the study of their native language.
