10.1. Every Rusich has the right to education. Rusichs are guaranteed accessibility to preschool, general and secondary vocational education in state educational institutions and state enterprises without any payment. Each Rusich has the right, on a competitive basis, to enter and receive, without payment, his first higher education in a sovereign educational institution. General education in Russia is compulsory. Parents or persons replacing them ensure that children receive a general education.
10.2. In the system of preschool, primary, general secondary education in Russia, uniform textbooks and teaching methods for children are used.
10.3. Primary school is taught jointly by girls and boys. Their education in the middle grades is carried out separately.
10.4. General secondary education in the state has the goal of developing the creative abilities of children and the ability to spatial modeling, teaching them the ability to analyze and draw independent conclusions, the ability to formulate their thoughts, the formation of an integral worldview of space, nature, society and man. This is achieved through the study, with the conduct of practical classes at various levels, exact subjects, namely, mathematics, physics, chemistry and others. Subjects giving an idea of the environment, namely, astronomy, natural history, biology and others. About society, namely, history, foundations of philosophy, social science, foundations of survival, informatics and others. About morality, namely, the Russian language, Russian literature and other peoples of Russia, the foundations of philosophy, ethics and aesthetics, and others. About creativity, namely, spatial modeling and design, logic, the basics of handicrafts and crafts, the basics of poetry, singing, music, dancing, etc. About physical culture, namely, human physiology, the basics of healthy eating and lifestyle, outdoor games.
10.5. General secondary education in the state has the additional goal of developing students' skills and abilities to work in a team, including group discussion of various issues and making decisions on them, practical polytechnic skills and abilities, teaching basic civil defense skills and basic military training.
10.6. General secondary education in the state is carried out on the basis of educational programs in each direction indicated above. Educational programs are necessarily preliminarily discussed in the professional environment of teachers, professors and scientists, with the involvement of the general public in the discussion of the most controversial points in the programs and finally approved by the Security Council of Russia for a period of sixteen years.
10.7. In the educational program of morality, priority is given to the study of the Russian language, the development of reading and speech skills. An obligatory procedure for children of other peoples of Russia is the study of their native language. The study of foreign languages is carried out, at the request of the parents, additionally, outside the approved educational programs and the main time of study.
