I think it's not a secret for anyone that the modern pension system in Russia, and indeed any other (democratic, Western, liberal, etc.) country, carries nothing but the degeneration of the peoples of these countries. It is enough to look at the demographic situation in the countries covered by this system. Of course, she is not the only one to blame, but I am convinced that her role is fundamental. I will not consider all its shortcomings, I just do not want to waste on this, a useless occupation, strength and time. The main thing for me is to show what, in my opinion, the real pension system should be in our country, in our Russia. So ….

Why do we need a state pension system at all? Why before, 200-300 years ago, they did just fine without it? I believe that the whole problem has arisen due to the constant increase in the mobility of the population. If in the old days families could live in one place for centuries, then it is natural that the old people were almost always under the supervision and care of the younger generations. Caring for your elderly parents and respect for your elders was one of the main virtues of almost all peoples with rare exceptions. And in our time, with the increased mobility of the population, the state, naturally, must act as an intermediate, financial intermediary or link between children and their parents. Well, now let's move on to the practical points necessary for making this connection.

Let's consider the basic or basic postulates of the new pension system.

1. The pension should be calculated and directly depend on the number of adult children paying the tax established by law to the state (here we mean not specifically the pension tax, but the general, in our case, income tax). The amount of this accrual corresponding to one adult child will be called the “pension share” or, within the framework of this article, simply “share”. The basis for calculating the pension share should be the very fact of payment of the tax, and not its value. The pension share should be the same for absolutely all citizens of the state, regardless of their income level, and should be established by law.

2. It is necessary to categorically abandon the concept of retirement age. A citizen must have the legal right to retire after the birth of their first grandchild. Naturally, his pension should be calculated from the presence of adult children who have paid the tax. Regarding the further employment of pensioners: this requires a fairly thorough analysis of economists, taking into account the specific economic situation in the state and the state of the labor market (the range is from a direct ban to financial incentives).

3. Any citizen should have the right, without any explanation from his side, to deny his parent his share. Refusal should not entail any (legal, moral, financial, etc.) consequences for this citizen.

4. In the absence of adult children paying taxes, a citizen should have the right to a minimum living wage. And in the absence of grandchildren, the time of retirement should be determined not by age, but by medical indications (similar to disability).

Now let's consider the main advantages of such a pension system, as I see them.

1. The first postulate gives us the liberation of citizens, I would say, from the bondage of wages. Wherever a person works, he will not need to prove his retirement solvency, all his evidence is on the face, recorded in the passport in the column children. First of all, this is necessary for agricultural workers, individual entrepreneurs, housewives, farmers and others for whom the concept of "wages" often has a purely conventional meaning, or even none at all. Once again, I want to remind you that the pension should directly depend on the number of adult children who pay the tax established by law to the state. That is, if an adult child is supported by the state (nursing homes, psychiatric medical institutions, etc.), is serving time in places of imprisonment or leaving for permanent residence in another country (changing citizenship), then the pension share from such a child will be credited to can not.

2. With this postulate, we provide an opportunity for the continuity of generations, as in the old days, when everyone left for work, and only the old and the small remained in the house, preserving the structure of the transfer of life experience and folk traditions from generation to generation as one of the main elements of upbringing. And there is no need to be afraid that if a person has a grandson at the age of 40, he will immediately run to retire.

3. The most, probably, controversial postulate, I will try to explain it. Any society, from a family to a metropolis, is a very complex self-regulating mechanism with a huge number of direct and reverse connections. This postulate is one of the many feedbacks without which no self-regulation is possible. I hope that it is he who will make many parents think about what they want to raise from their children and who will give them "a piece of bread and a glass of water" in their feeble old age. And I do not think that many children, having matured, will immediately rush to take revenge on their unlucky parents, depriving them of this piece of bread, which, moreover, costs them nothing personally. You need to try very hard to cultivate such self-loathing in your child. Fortunately, I don't think we have many such parents, but the Sword of Damocles should still be.

4. Cases when a citizen does not have children or grandchildren, or both, or the children have refused their parent in their pension share will be considered in another article related to social security (support) of citizens.

Of course, everything that I have written here is just general provisions. The system will require detailed elaboration and adjustment for a long time, but the basic basic postulates should be just that. I read a lot of alternative fiction, where it was told how good our society could be, there is also a lot of other fiction that says how good our society will be, but I have not seen anywhere, any more or less intelligible advice on what concrete actions to achieve this prosperity … I hope this publication will open a cycle in which I will try to consider and propose these very specific actions.
