2.1. In Russia, sovereign, private and other forms of property are recognized and protected in an equal manner.

2.5. 2.7. To manage the main sovereign property, the following sovereign associations are created.

RusAvia, which includes all civil airfields and the air traffic control system in the state, as well as a fleet of aircraft that provide the most necessary air transportation within Russia, Railways of Russia, which includes all railway lines of communication, bridges and tunnels and rolling stock, incl. control systems for its movement and repair, Ports of Rus, which includes all sea and river ports of Rus, The United Energy Networks of Russia, which includes all high-voltage transmission lines of electricity, transformer stations, thermal and hydroelectric power plants, as well as a system for controlling the flow of electricity in the state, RusAvtoDor, which carries out the construction and operation of all road bridges and tunnels, state highways between the regional administrative centers, RusAtom, which includes all nuclear power plants, which carries out their design, construction, operation, supervision, fuel production and storage of spent fuel in Russia and abroad, RusNefteGaz, which includes geological exploration, production, sale and transportation of oil and gas in Russia and their export abroad, Rus Extraction, which includes geological exploration, extraction, sale and transportation to processing enterprises of minerals, incl. precious metals and stones, Aircraft factories of Rus, which includes all design bureaus and aircraft factories that develop, build, sell and repair civil and military aircraft, Rus shipyards, which includes all design bureaus and shipyards that develop, build, sell and repair military and civilian sea and river vessels, RusKosmos, which includes all design bureaus and factories that develop, build, operate and repair spaceports, launch vehicles, satellites, spaceships and stations, as well as their control system

2.8. The issuance of permits, licenses, for the frequencies of radio broadcasting and television broadcasting, the frequency of implementation without wire mobile communications, are under the jurisdiction of the state. Television and radio towers, communication towers, with equipment that allows television and radio broadcasting, as well as wireless communication in the territory of Russia, can be state and private property, with an appropriate license, but with the technical ability for the relevant state organizations to stop broadcasting or communication in certain regions, cities, Russia for the required period, in the presence of a security threat for the state or in order to prevent riots.

2.9. Telephone wire communications, enterprises and networks, wire radio communications can only be state property. 2.10. Implementation on the territory of Russia of domestic aviation and automobile, including city taxis and excluding foreign automobile carriers carrying imported goods to Russia, transportation of goods and passengers, incl. by river and sea transport, can only be produced by Rusichs and enterprises of Russia, as well as state-owned enterprises, on the basis of licenses issued for a period of three years.

2.11. Implementation of international air and road transport of goods and passengers, incl. and by sea vessels can be produced by the sovereign and private enterprises of Russia, on the basis of licenses issued for five years. Moreover, the implementation of maritime navigation by ships belonging to the state, private enterprises of Russia, is possible only under the flag of Russia.

2.12. The sale of medicines produced outside of Russia and imported into its territory is carried out only through state pharmacies and other state medical institutions.

2.13. After seven years from the date of entry into force of these rules, a sovereign monopoly is introduced on the territory of Russia on the production and import of alcohol, tobacco and medicinal products from abroad.

2.14. After seven years from the date of entry into force of these rules, a sovereign monopoly is introduced on the export of natural gas, oil, timber, without processing it into paper, furniture, processed board.
