12.1. The Security Council of Russia, hereinafter SBR, analyzes the present and possible threats to the state and society in the following areas: military, spiritual and physical health of society, economic, ideological, historical and world outlook.

12.2. The RBU forecasts strategic threats to power and society in the next nine months, in the medium term for five years and in the long term for sixteen years, and develops proposals to eliminate the threats or reduce them.

12.3. The proposals of the SBR are binding on the leadership in their activities of all bodies of sovereign and military power.

12.4. The Security Council of Russia ex officio includes:

Tsar, Chairmen of the Government, the Sovereign Council, the Boyar Duma, the Main and Supreme Courts, the Bank of Rus, the Derzhplan, Voivods of Defense, Security, Internal Affairs, Guard of Russia, Foreign Affairs, Emergencies, Foreign Intelligence, Border Guards and the Defense Industry, Chief of the General Staff of the Armed Forces of Russia, Knights, Head of the Academy of Sciences, Heads of sovereign associations RusKosmos, Railways of Rus, RusAvia, Aircraft factories of Rus, Ports of Rus, Shipyards of Rus, RusAtom, United Energy Networks of Rus, RusNefteGaz, RusDobycha, RusAvtoDor, Head of the Militia.

12.5. The RBU holds its meetings on current threats every month, on medium-term threats every nine months, and on long-term ones every three years.

12.6. To ensure the activities of the SBR, a Druzhina is created, both on a permanent basis and temporarily recruited employees, from the best specialists, analysts, thinkers of the leading Academies and Universities of the state, law enforcement agencies and other departments, Design Bureaux, leading enterprises of the state, public organizations and political parties, religious organizations and others, consisting of separate Projects aimed at preventing the threats specified in Article 12.1. and the Center of Interaction coordinating them.

12.7. The Sovereign Council for Planning the Economic and Social Development of Rus, the Derzhplan, analyzing the current state of the economy of Rus and the general trends of economic development or stagnation of the world economy, develops three-year plans for the development of the state, which are the basis for the formation of the Sovereign Budget, as well as long-term nine-year plans for the development of the state for organizing the execution of large infrastructure projects, industries and the development of individual territories of the state.

12.8. The Derzhplan makes proposals to the Bank of Rus and the Sovereign Council on the issue of the ruble based on the actual turnover of goods, works and services for the previous period in Rus, as well as the needs of the State and its economy in funds for development in the next period;

12.9. The Derzhplan plans the volume of purchases of food, clothing and footwear, medicines, spare parts for vehicles and fuel for the Sovereign Reserve in case of war or emergencies;

12.10. Derzhplan plans food, medicine, energy, transport, information, technological security of the state;

12, 11. The State Planning Committee develops proposals on the amount of funding for state purchases according to the needs of state scientific, educational and medical institutions, state authorities;

12.12. Derzhplan develops proposals on the amount of financing for construction at the expense of the state of cosmodromes, airports, river and seaports, power generating stations, high-voltage power transmission lines, railways and highways, bridges, coordinating them with plans for the development of territories and industry;

12.13. Derzhplan develops proposals for the volume of state purchases abroad, aiming them primarily at the purchase of technologies, as well as export volumes, and above all, military and industrial engineering products;
