Again, then there was criticism due to the fact that the war is being waged in Afghanistan. As a result, we received a war in Chechnya with much greater losses.and some of the former Soviet republics had a much harder time. The amount of blood spilled on the territory of the Soviet Union turned out to be much greater than in Afghanistan. On other points of his program, we see the same thing. After the final coming to power, after the destruction of the USSR at the end of 1991, Yeltsin promised that by the end of 1992 there would be economic growth, an increase in welfare, and as a result, we have not yet fully reached the Soviet level. And in the 90s it was a continuous tragic failure..
Now our people are seeing the light … But there is no need to exaggerate here - the people are very easily suggested and subject to manipulation. We can recall the shameful election campaign of 1995-1996. "vote or you will lose", when from all the media, televisions and radio, almost from irons and washing machines, there were calls to vote for Yeltsin. As a result, yes, our people voted for him in a fairly large number. Now, of course, we know that in fact in 1996 Zyuganov actually won, but this victory would not be very convincing. The gap went by several percent. I think that is why Zyuganov did not dare to challenge the election results - because in reality, very large masses of people in our country were "led" to this deception, to this manipulation.
Well, now, when brainwashing in favor of Yeltsin is practically not carried out, with the exception of attempts by our liberal propaganda, then yes, our people are beginning to see the light.
But against the background of this, the oligarchs continue to rebuild Yeltsin centers and arrange fireworks on his birthday, because today in our country exclusively the right of the strong is valid … If people block the highway or organize a mass rally, then they can make a concession, as was the case with the monetization of benefits for pensioners, when, after mass protests, our government rolled back a little. If there are no such protests, then the government considers it possible to act as it pleases, and spits on the opinion of the people. Therefore, the fact that we are now building the Yeltsin Center comes from the very top of the glorification of this person, it simply happens because the people are silent. Yes, our people on the Internet are outraged, but no real protest actions are taking place.… I think that if in the same Yekaterinburg there were some kind of mass demonstrations - and in fact, not a group of 10 people came out, but thousands came out - then, perhaps, the authorities would have acted differently.

This position was, and Fedorov, as an honest man, said this, the subsequent ministers did not say this, but until the entry into the WTO they followed this line. Therefore, today there is no agriculture or animal husbandry in the country,”says Khasbulatov.

“Not a single victim would have been there. This problem wasn’t worth a damn. Who would you put? Yes, any normal person would work normally - within the limits of the law. There would not have been a difficult problem if it had not been artificially created by irresponsible persons,”the former head of the Armed Forces said.
Dudaev's separatism, according to Khasbulatov, had no support among the population, and he himself was a protege of the special services. The separatists could have simply been strangled with economic sanctions, but Yeltsin and his government actively interfered with this. At the same time, Khasbulatov notes that there are things that he still cannot talk about publicly, and gives only a few examples of the Kremlin's opposition to the national policy of the Armed Forces.
“We agreed with Yeltsin to solve the problem with Dudayev. Very important people from three departments were initiated into this. In the morning, one of the leaders of this three-department group, a big general, reports to me that, they say, everything is going according to plan, I, he says, am going to report to the president. Only Yeltsin and I knew about this group, no one else knew. In the evening, an adjutant runs up to me and says that this man is asking me for an appointment. He was a tall, stately man, dark-skinned, but he walked in pale and said that today he should fly to some country as a military attaché, and the group was disbanded. I call Yeltsin asking what is happening:
“Yes, here and there, Gaidar recognized, started a noise,” - so Yeltsin did not allow this problem to be solved,”Khasbulatov said.
Explaining what measures could have been taken to avoid the conflict, Khasbulatov says that the Supreme Soviet made a decision that until relations with Chechnya are settled, the funding should be closed, but funds were still flowing into the republic. According to him, “the central bankers were twisted by the prime minister, the deputy prime minister, and even the president,” demanding funds for salaries and social security of the republic. Despite the demands of the Supreme Soviet, there was also an oil pipeline through which oil was supplied to Chechnya for refining, which was actively used by Dudayev.
Speaking about the system of dual power in the country that allegedly developed with the collapse of the USSR, which, as some believe, led to the shooting of the White House, Khasbulatov does not deny that the legislative branch has indeed fully assumed the functions of government.
“We picked up the authorities and started to work so that the country would not disintegrate. What are you talking about, who had the tug? There was no one to drag. When a rope is pulled over, there are opposing forces. There was no strength, the straw was rotten. Yeltsin did not understand anything, he only gave orders, called from above: he heard with one ear, and flew into the other. To ask him what it was about - he did not understand anything, except for personnel matters, here, according to the old party habit, he kept everything in his hands, and he did not want to understand the economy and other matters,”Khasbulatov says.
The government of Gaidar Khasbulatov characterizes as follows:
“The Gaidarites are very big liars. I have never met such liars, political opponents, at different political moments, as Gaidarites."
Summing up the results of his activities in the post of the Supreme Council, Khasbulatov states that the policy of the Supreme Soviet, which at that time had rather broad powers, was aimed at building "normal capitalism."
“The real reformer who built normal capitalism in the interests of the people was the Supreme Soviet. If we were not disturbed by these people who came and called themselves some kind of "kamikaze", but suddenly they become millionaires, these "kamikaze", none of them is thrown out of the window, as you understand … If they did not interfere, we would have a completely different environment. Why Putin had to rake these "Augean stables", why he still faces problems, because the initial development of capitalism was set incorrectly, a parasitic direction, when you can get rich not by your work and abilities, but through "privatization", at the expense of state property and this, unfortunately, is now at the genetic level in these first capitalists,”says Ruslan Khasbulatov.
