The Munich speech and the subsequent loud statements of V. V. Putin and indistinct mutters of D. A. Medvedev cause surprise. They confirm the lack of understanding among the duumvirs of the real state of affairs within the country, in the nuclear weapons complex - the basis of state security. Duumvirs are not admitted to reliable information by their own environment.

Problems in the nuclear weapons complex arose shortly after the collapse of the USSR.

The new "democratic" regime began an active trade in all property, incl. security of the state. This was the beginning of the US penetration into the "holy of holies" - the nuclear weapons complex (NWC) of Russia.

The purpose of the implementation is the decomposition of the top of the enterprises and organizations of the complex with dollar handouts, the implementation of complete control over the nuclear weapons (NW) of Russia, the fragmentation of Russia into protectorates.

To date, they have succeeded a lot. Much, but not all.

The top of the complex, laid out by "Uncle Sam's thirty pieces of silver," began its own game, no longer controlled by anyone except its own selfish interests. "Faithful assistants to the party" were retrained into elementary crime bosses, fattened by the theft of unmeasured budget billions, by trade in state secrets, by theft and trade in strategic materials under their control.

I, like the bulk of my colleagues, have experienced this fully for myself.

The development of laser and then nuclear weapons at the All-Union (now All-Russian) Scientific Research Institute of Experimental Physics (VNIIEF) of the RF Ministry of Atomic Energy, now (since 2008) of the State Atomic Energy Corporation Rosatom, I have been dealing with since 1969. At the same time, since the eighties, participated in the work of the commissions of the VNIIEF divisions to counter foreign technical intelligence. At that time, there was a rigid and clear structure of control and protection of state secrets in the nuclear weapons complex, which is the basis of security, territorial integrity and independence of the state. Nuclear weapons were controlled by the Politburo and the Defense Department of the Central Committee of the CPSU. Control was ensured by party organizations of all levels and the KGB.

Information constituting a state secret began to be "dumped" from VNIIEF back in the first half of the nineties.

My attempts to prevent the leakage of classified information led to the fact that I was subjected to severe pressure from my leaders and the security service of VNIIEF, who at that time were establishing close ties with their "colleagues" from the United States. I was forced to leave the institute in early 1995.

He returned to Minatom five years later, at the end of 2000, at the invitation of the first deputy. Minister Ryabeva L. D. (short track record: director of VNIIEF in the mid-seventies, executive officer of the Central Committee of the CPSU, minister of medium machine building of the USSR, deputy prime minister of the last Soviet government, first deputy minister of Minatom, now adviser to S. V. Kirienko).

Ryabev L. D. offered me to deploy, on the basis of one of the Minatom enterprises, as part of the restructuring (conversion) of the nuclear weapons complex, the development, production and implementation of resource and energy-saving heating technologies in the national economy of Russia based on long-wave electric heaters, protected by my patent for an invention.

I received guarantees from the state (by definition) that fraud and theft by partners from the leadership of the nuclear weapons complex, admitted to state secrets, is out of the question.

In fact, it turned out - these are empty guarantees.

At that time, I could not even imagine the degree of decomposition of the leading cadres of the complex, which I had to face later.

The leadership of Minatom suggested that I carry out the implementation of the program for the development of resource and energy-saving technologies on the basis of the serial enterprise FGUP EMZ Avangard (Sarov). Now it is a subdivision of VNIIEF.

At the beginning of 2001, a closed joint-stock company, CJSC SarovLine, was registered.

And only with time came the understanding that I ended up in the "gadyushnik" and FSUE EMZ "Avangard" is one of the "laundries" for the leadership of the Minatom for theft and laundering of budgetary funds.

The result of my "cooperation" with the criminals from the nuclear weapons complex: CJSC "SarovLine" is practically strangled, the company's products are worth about 30 million rubles. blocked by the director of VNIIEF in the warehouses of the institute, plundered and sold with falsified documents.

Director (until 2008) of the Russian Federal Nuclear Center (RFNC) VNIIEF, Academician of the Russian Academy of Sciences Ilkaev R. I. Director of FSUE EMZ Avangard AG Orlov, current director of VNIIEF VE Kostyukov - the thieves.

Passing out for their developments, they exhibited in 2003 the products of SarovLine CJSC at the All-Russian Industrial Fair in Nizhny Novgorod, and the Institute received an honorary diploma from the Minister of Industry I. Klebanov “for outstanding success”. Since 2003 Ilkaev R. I. traded from the warehouses of VNIIEF in the products of SarovLine CJSC with a "broken" trade mark.

This is just one episode in the "multifaceted" activities of R. I. Ilkaev. and his assistants.

Ilkaev R. I. in general, for Russia, the figure is muddy and alien. He was admitted to the management of VNIIEF in violation of Article 22 of the Law “On State Secrets”.

To my question to the first deputy. Minister of Minatom (2004) Borovkov I. V., who allows Ilkaev to violate the laws and orders of the deputy. Minister, he shrugged his shoulders - I don't know.

Officials are afraid to “use the power”, because Ilkaev R. I. "Treated kindly" and is under the auspices of the indiscriminate hierarchs of the Russian Orthodox Church. Under Soviet rule, an ardent atheist-Bolshevik, a fighter against religion and believers, is now awarded the highest church awards "for special merits." The merits are simple: he “siphoned off” the budgetary funds of the state for the needs of the ROC, which was separated from the state. As you know, money doesn't smell. Even for the church.

V. E. Kostyukov following Ilkaev, he continues to trade in stolen goods.

This figure is more than curious.

It is reliably known that V. E. Kostyukov is a Nizhny Novgorod industrialist and entrepreneur, as well as fellow countryman S. V. Kirienko.

Further - it is dull.

According to some sources, he is the author of inventions and scientific works, according to others, he is a co-author of inventions and publications.

And Ilkaev R. I. now scientific director of VNIIEF.

But even this is a trifle in comparison with the scale of the theft of strategic materials and budgetary funds at the enterprises of the industry.

Over the past from the mid-nineties, billions of budgetary funds have been allocated for the purpose of restructuring the nuclear weapons complex, which were "scattered" and then written off.

In 2004, about 370 million rubles were written off from VNIIEF alone.

I have first-hand information and I know the mechanism of theft in detail.

Since 2002, trying to solve the problem of blocking and stealing the products of SarovLine CJSC, I received a firm assurance from the first deputy. Minister Borovkov I. V.: "Let's decide!" And he "decides" to the present time, but already in the positions of the highest official of the Government of the Russian Federation - deputy. the head of the government apparatus and the head of the military-industrial complex apparatus.

Kamenskikh I. M., deputy. gene. director of "Rosatom", "proved" to me like two or two that he is not able to influence his subordinate (director of VNIIEF) - "I did not appoint him" - and the corporation is not the legal successor of Minatom, i.e. is not responsible for extreme situations in NWC.

Having taken on trust the assurances of the duumvirs about the fight against theft and corruption in the highest echelons of power, I "knocked off the thresholds" of the front entrances of all (four) branches of government.

I addressed the President (2003, 2006, 2010), members of the Security Council N. Patrushev, R. Nurgaliev, Chairman of the Security Committee of the State Duma V. Vasiliev.

The appeals were blocked by officials of various levels and did not reach the addressees.

In 2005, the former Minister of Defense, member of the State Duma, General of the Army IN Rodionov also addressed the President on this issue. The "Kremlin guys" classified information from the President and from the citizens of Russia.

My appeals on the "vertical of power" through plenipotentiary representatives: I. Klebanov and A. Konovalov - suffered the same fate.

In the central reception room of the leader of the ruling party on May 18, 2011, I was received by the State Duma deputy from United Russia A. Zavgaev.

A. Zavgaev promised on oath that he would hand over the package of documents personally to S. B. Ivanov, and … he deceived. He "threw" the documents to those who were not involved, to the Federal Service for Ecological, Technological and Nuclear Supervision, where the information for the duumvirs was quietly buried.

The entourage continues to keep the duumvirs in "happy ignorance", as, in his time, Gorbachev in Foros.

Of the top officials who know and keep quiet: I. V. Borovkov. - "right hand" S. Ivanov, O. V. Khramov - former head of the FSB Directorate for the Nizhny Novgorod Region, V. V. Volodin - Parteigenosse and deputy. Prime Minister.

In February 2012, he handed over the documents from hand to hand personally to D. O. Rogozin. Instead of an answer - silence.

Prosecutor's Office. Information "stuck" at the level of deputy. Prosecutor General for the Volga Federal District. The institution of criminal proceedings against the crime was denied.

He tried to "reach out" to the President through the "fourth estate" - the Russian media.

Useless.

June 2007. Prepared materials for publication in Pravda. The leader of the "communists" G. A. Zyuganov celebrated a coward, refused to publish.

October 2011 "Democrat of the first wave" Uglanov A. I. invited me to prepare a publication for "Arguments of the Week". I got acquainted with the materials and immediately became hysterical: "You want to ruin my business !!!"

The coolest guys from the media M. Leontiev and V. Solovyov at a personal meeting shrugged their shoulders embarrassedly: “What can we …” They didn’t even let me on the threshold of Novaya Gazeta, although twice “Shchekochikhin’s department” invited me to a meeting.

Do the leaders of the USA, Great Britain and Germany know the real state of affairs in the Russian nuclear weapons complex? Undoubtedly. They are better informed in this matter than the duumvirs.

The USA continues to decompose the top of the NWC through grants and "rule" in the complex since the beginning of the nineties through TACIS, ISTC and other organizations. "Uncle Sam" carefully controls the process of destruction of Russian nuclear weapons. The controller, represented by the US Secretary of Energy, made another "visit" to RFNC VNIIEF last summer.

"United Russia" is silent and "appears" on financial injections from abroad only to non-governmental organizations.

Looking at a senior partner, in the interests of its own intelligence, the United Kingdom also rules through the Global Partnership program - the elimination of weapons of mass destruction (WMD) in the countries of the former USSR. At a time when Russian officials, portraying the poverty of the state, took away budget billions, Britain, “believing” in the poverty of a nuclear power and playing on the fears of Russia's neighbors, “put together” a herd of small donor countries to finance the elimination of WMD in Russia. The British government invested $ 750 million in the program and thoroughly "plucked" the rest of the donor countries. Even New Zealand was forced to fork out.

An interesting scheme of global fraud has been created and is functioning: the money of a Russian taxpayer, stolen by criminals from the budget and necessary to carry out work in Russia, is "replaced" by money from the pocket of the British taxpayer and donor countries. Those. the British taxpayer and donor countries are paying out of their own pockets for the purchase of real estate in London by the Russian crime.

The "most liberal" media in the world - the British - refused to publicize and put under public control the problem with nuclear weapons in Russia.

The chief correspondent of the bureau of the German agency DPA recommended that I contact the Russian media.

And I believe George W. Bush when, after the events of September 11, he said that he did not have reliable information about the impending terrorist attacks and he could not react properly.

It cost thousands of lives.

In Russia, the bill will go to the millions.

The last bell rang for us at the Strategic Missile Forces base in the town of Yasnoye, Orenburg Region. in January 2008. During routine maintenance with a thermonuclear charge from the SS-18 "Satan" multiple-charge warhead (according to NATO classification), an accident occurred due to unprofessional personnel actions. The disaster did not follow by a fluke. Apparently, the Almighty took pity on the unfortunate Russia this time. As the press writes, one warhead is enough to turn an American state like Florida into a desert. But in the immediate vicinity of the emergency charge were two more warheads in full gear.

Are the duumvirs aware of this incident?

Hardly.

The leadership of the 12th Main Directorate of the Ministry of Defense carefully concealed the fact of the accident from the Supreme Commander-in-Chief.

And this is no longer surprising, since “Effective managers” have long been manipulating the minds of duumvirs, slipping misinformation on them instead of reliable information.

Summer 2010 Heat. Fires are approaching storage facilities, warehouses with explosives, nuclear weapons components at RFNC VNIIEF.

04.08.10, in front of millions of TV viewers, honestly looking into the eyes of the Supreme Commander-in-Chief, S. V. Kirienko. at the suggestion of V. E. Kostyukov smartly reported on the successful completion of the evacuation of nuclear weapons components from the territory of RFNC VNIIEF. Those. in front of millions of viewers, he committed an official forgery, reporting deliberately false information (Article 292 of the Criminal Code of the Russian Federation).

In fact, there was no evacuation. Explosives, nuclear materials, components of nuclear weapons were moved from the fire zone to other shelters and storage facilities, but the territory of RFNC VNIIEF did not leave.

Even the most seedy regimes are in dire need of reliable information in order to retain power.

Some say that the duumvirs are aware of what is happening and that the liquidation of the Russian state is going on deliberately.

I do not think so.

Otherwise it is called simply - treason.
