The first state TV channel of Russia in the last days of March told the world and the Russians two big news:

Russia begins to build a new atomic icebreaker "LIDER" at a cost of 98.6 billion rubles, which will serve the NORTH SEA ROUTE year-round

As it turned out, the current situation in Russia in the field of the extraction of marine biological resources is close to that which was under Peter I.

This very secret disclosed directly from the First State TV Channel of Russia Nikolai Petrovich Nikolaev, Deputy of the State Duma of the Federal Assembly of the Russian Federation, coordinator of the Center of the All-Russian People's Front for independent monitoring of the execution of decrees of the President of the Russian Federation "People's Expertise", Chairman of the State Duma Committee on Natural Resources, Property and Land Relations.

Speaking on 01.04.2019 to the deputies of the State Duma of the Federal Assembly of the Russian Federation at a meeting of the Committee on Natural Resources, Nikolai Nikolaev also said:

I personally liked the speech of the representative of the Murmansk region Alexei Borisovich Weller at the same meeting of the Committee on Natural Resources, who said:

This is actually the answer to the words of Nikolai Petrovich Nikolaev, Chairman of the State Duma Committee on Natural Resources: "I don't know what the reasons were before many years ago, but the practice has developed that has developed: the state gets practically nothing from this business!"

The whole trick is that many years ago, some in the Government of the Russian Federation considered that his personal pocket is more important than the state budget, so the practice has developed that the state of Russia has received practically nothing from this business all these years! Our state, probably, would continue to receive nothing from catching a crab, and some would continue to say on any occasion: "there is no money, but you hold on there!.." if Putin suddenly didn’t need a new atomic icebreaker "LIDER" for the Northern Sea Route!

I would like to tell you how I myself, being a seaman in the past, "participated" in the crab business, which was carried out by the Karelian Fishing Company ("KRK"), and what I personally saw and know.

On November 14, 2004, by order No. 126, I was transferred to the position of assistant captain for radio electronics of the small transport ship M-0592 "Nevsky", with an unlimited navigation area and adapted for the carriage of goods weighing up to 300 tons.

Unfortunately, not a single photograph of the "Nevsky" has survived, 15 years have passed, but in order for the reader to have an idea of the size of the "iron bast shoe" floating on the water, look at the fishing vessel "Nikolsky", of the same company. The length of "Nevsky" and "Nikolsky" is the same - 54 meters.

The captain of the vessel M-0592 "Nevsky" Nikolay Plotnikov received a task at the office: to arrive at the point of fishing for crab (in the Barents Sea), there to remove from the ships of our company finished products ("boiled-frozen tentacles of Kamchatka crab") in the amount of 147 tons and take to Canada, to the port of Bayside.

This is a journey from a point A exactly V in the middle of winter in wild storms was worth it. After all, we were entrusted to transport a cargo of Kamchatka crab weighing 147 tons worth 2,940,000 US dollars, moreover, on an old ship, the residual value of which was more than ten times less than this amount!

We had satellite telephone communications on board, and various bosses regularly called Captain Plotnikov from the office and said how worried and worried they were about us. It is clear that they were worried about us insofar as, the main thing is that we at least get there and safely hand over the cargo.

As a radio operator (assistant to the captain for radio electronics), I regularly received weather reports several times a day so that the captain and navigator could understand through what weather conditions we have to make our way to the distant Canadian port of Bayside.

A sample weather map that seafarers receive from shore by radio.

And I must say, the weather did not want to pamper us at that time. On the weather maps along the entire route there was a storm (in winter in the North Atlantic it cannot be otherwise!), And in a number of places the wave height reached 8, 10 and even 11 meters! Sometimes (depending on the weather situation) I signed my comments in the corner of the maps in pencil and small letters: "horror!" or "… oops!" And captain NN Plotnikov later reprimanded me that I "attract devils!"

I must say that for this project 502EM vessel, built in Kiev during the Soviet era at the Leninskaya Kuznitsa shipyard, all storms were overcome. But the people, the crew, the bad weather, of course, was very exhausting.

Why did we get there to this Canadian port of Bayside almost 6 thousand kilometers away?

Office managers studied the global crab market and found that in Canada, buyers give the best price for it. They agreed to buy boiled-frozen tentacles of the Kamchatka crab from the Karelian Fishing Company OJSC at a price of $ 20 a kilogram, with the expectation that they themselves would sell our goods in the USA for $ 40 a kilogram. Well, since ours were not allowed to enter the American market directly, they agreed to this scheme. And the price of $ 20 per kilogram of crab was simply cosmic for our employers.

In about three weeks we still reached the port of Bayside, the ship moored at a concrete berth, and all the sailors free from watch were piled ashore. There was a "mission" nearby, which served as a "sailors' club" at the same time, where you could spend time, use the Internet to email or call your family and friends. I also went there, spent three hours in the "mission", or maybe more, and when I began to return back, I saw the same berth, but I did not see the ship standing by it!

What nonsense ?! - the thought flashed then. The question was resolved by itself when I came closer. For the first time I learned and saw live that in Canada the ebb and flow reaches 8 meters or more !!! Our little ship, 54 meters long, all went down under the pier right up to the mast! We had to go down a vertical metal ladder, prudently installed by Canadian builders directly into the structure of the pier.

This is what left the most vivid impressions on me then. We also returned safely, each earning a little more than $ 1,000 for this flight.

This is me on the captain's bridge.

This, again, was 2004.

And now the chairman of the Committee on Natural Resources, deputy of the State Duma of the Russian Federation Nikolai Nikolaev brought to the people the information that the President of Russia personally attended to. “I don’t know,” Nikolayev said, “what the reasons were before many years ago, but the practice has developed that has developed: the state gets practically nothing from this business! Practically nothing!”

It turns out that the Russian government has been creating conditions for 15 years that allow a special class of "businessmen" to steal huge amounts of money from the state, which could be used to build a new nuclear icebreaker "LIDER" 4-5 years ago.

And what is more insulting. In the Murmansk region, Kamchatka crab is caught along the entire coast of the Kola Peninsula. For our northern sea, he is like a locust for the Kuban. It must be caught according to the principle: the more, the better. But the local population living on the coast is strictly forbidden to catch a crab! This is supposedly the property of the state! This is a very expensive state biological resource!

And in fact, if the state has nothing from the crab, then whose interests are served by the Bioresources Inspectorate and those power structures that catch and judge private traders who are trying to secretly catch this delicacy for themselves? Do they serve thieves and crooks of a state scale ?!

Here is the information for 2017:

"The feds don't let northerners catch crabs"

In ZATO (closed territorial unit) of the Ostrovnoy Murmansk region, the population puts the "crab question" squarely. ZATO deputies submitted to the regional Duma an initiative to amend the fishing rules for the Northern Fishery Basin: people say that the existing fishing procedure, or rather the ban on catching crabs, deprives the residents of the village of income and, in fact, food: a motor ship with food does not come every day. Meanwhile, a lot of crabs are breeding, their livestock is growing. But it is not the first year for some strange reason that the federal authorities hold a moratorium on fishing for crab for individuals - while in neighboring Norway this fishing is allowed, moreover, it is encouraged: after all, if there are a lot of crabs in the reservoir, they eat the fish.

This problem has been discussed for several years, and the so-called “federal” media, including the official “Rossiyskaya Gazeta” (in 2015), paid attention to it. During this time, the valiant fish protection detained many crab catchers, tons of crabs were destroyed as "smuggled" ones.

And so on.

A fine of 100 thousand for catching crabs

Back in June 2015, a resident of the village of Vidyaevo, Murmansk region, citizen H., together with four friends, illegally caught 231 specimens of Kamchatka crab in the Rybachy peninsula of the Pechenga region.

In relation to his accomplices, the Pechenga District Court has already issued court decisions in this case. And the fifth member of the criminal group, during the detention by the officers of the border department of the FSB of Russia, fled from the scene of the crime in an unknown direction, and was on the wanted list for a long time.

"The illegal actions of the accused caused damage to the aquatic biological resources of the Russian Federation, which in monetary terms amounted to more than 192 thousand rubles.", - reports the Prosecutor's Office of the Pechenga region.

During the trial, the lawyer filed a motion to release the defendant from criminal liability with a court fine. In view of the fact that Kh. Had already been tried for committing a similar crime, taking into account the opinion of the public prosecutor, the court rejected the defense lawyer's motion.

Pechenga District Court, the defendant was convicted of a crime under Part 3 of Art. 256 of the Criminal Code of the Russian Federation (illegal extraction (catch) of aquatic biological resources, committed with causing major damage, using a self-propelled floating vehicle, by a group of persons by prior conspiracy).

The defendant was convicted. Citizen X. was sentenced to a fine of 100 thousand rubles.

I wonder how and according to what tables the Prosecutor's Office of the Pechenga region calculated the damage that our state suffered from poaching by citizen X., who, as part of a group of crab-catchers, caught 231 crabs in the Rybachiy Peninsula region?

Well, if the state until April 2019, from the catch of many thousands of tons of this very crab, called the "biological resource of the Russian Federation", had nothing, as the chairman of the Committee on Natural Resources Nikolai Nikolaev said, only "money dust", then what the real damage was caused by a poacher who caught two hundred of these crabs?

This is a big question!

I hope that now in this "thieves' business" order will be restored, and Russia, with the money raised from the sale of crab quotas, will build a new nuclear icebreaker "LIDER" for its glory, which will allow our country and our citizens to earn other money, with cargo transportation on the NORTHERN SEA ROUTE!
