Surprisingly, such an answer was clearly not expected within the walls of the Kremlin, although it is calculated quite easily. A day after the arrest of Furgal, I voiced my position - wait for the consolidation of the protest. And now … what a "surprising" thing, the "unexpected" happened. It has been written many times on the pages of the portal that it is necessary to supplement the existing methods of analysis with modern methodological solutions, otherwise errors will begin to affect the social system critically.

Here, unfortunately, we have to talk about the Kremlin’s mistake. Although one cannot exclude the option when someone, in his great desire to use the moment and serve the Fatherland, out of purely bright motives, decided to resolve the issue with the scoundrel Furgal head-on. Although this is hard to believe. To uselessly get involved in such a noisy business … As a result, Putin was thrown into a very serious pig. This is undermining the rating and launching destabilization in the Trans-Urals and a blow towards the atomization of the regions against Moscow. This topic will of course and joyfully be picked up by all the "bookmarks" of the West in Russia. Still, there is an influential social elite consolidated layer interested in changing the power in the country and even in the atomization of the regions from Moscow. What to do now? To give back is to be defeated in the medium term. The Kremlin will not do this, no matter what crowds come out in Khabarovsk. It should also be noted that the elite quickly found a weak spot in the country's social stability - the attitude towards Moscow as a city spoiled by finances, which is widespread in the Trans-Urals. It is this theme that is now being carried by the masses who do not understand what is happening in reality in Khabarovsk. This is how they are raised to protest: "You are working here, and which Moscow ones … decide everything for you. We will not give up an inch of ours to these parasites." Of course, behind this is the desire not only of frightened local, and not only local, elites to protect themselves from the train of old sins, but also a great desire of the West to help our citizens hang the Maidan noose around their necks. To the delight of the West and to the misfortune of citizens. Do they understand this in Khabarovsk? No. That speaks about the common mental problems of our population with Ukraine, who do not really understand what kind of game they are actually being dragged into and who they are actually defending in the end. Certainly not myself and close. They themselves want to hang a yoke and a stigma to boot. Is this exactly what the residents of Khabarovsk want? It's really hard to imagine them as suckers in the pans of the Maidan, but you can't throw out the words from the song…. If they are driven into the dark, and this is so, then they are objects of the process and do not jump for what they have drawn for themselves. This is the kind of zagagulina you understand. Typical for the entire post-Soviet space. This is about the best education …

However, back to the Kremlin. What should he do in such conditions. How to solve a problem that did not exist yesterday and that arose solely due to insufficient study of the situation. It is impossible to surrender, this will give rise to a wave of further protests with the expansion of geography, there are many who want to receive the right of indulgence from Moscow. Naturally, which of the local elites will give up freedom from control. Ignoring it, in the hope that it will resolve itself, will also not work for a long time, it will be perceived as weakness, as confusion. Crush? It is possible, but not. Then the entire building of governance based on balances will collapse and a transition to the classic authoritarian model will take place, to the delight of the security forces. Massive repressions will be required, which Putin clearly does not want because he understands their real cost.

It remains to show the nature of the protests, to publicly reveal the reasons for them, involving the propaganda mastodons for this. It is necessary to show the masses what they really subscribe to. When they know the true nature of those who lead them out and agitate, their urge to jump will diminish. The elite should be shown the exclusivity of the process. Furgal was the first to point out the violation of the social contract. Show the enormity of his actions. If this was not the case, well then it will be difficult, but you can….

As a result, the Kremlin must draw conclusions for itself, it cannot turn its nose further and pretend that there is no big gap in the methodological assessments of the ongoing processes, begin to engage in soft power, monitor bifurcation points in the system, establish work with positive feedback, form work on the signals of the system until manifestations of processes. We offer all this many times through different channels … the further we drag, the deeper the problems.

Of course, the problem with Furgal could have been solved differently. It was enough to take him not for past affairs, but for current affairs, and only then attach old affairs to him with a steam locomotive. Nobody would have come out to protest in this case, since the social contract within the elite would not have been violated. The elite would have accepted this calmly, as they had previously accepted such events. And now the Kremlin has a lot of work to do on mistakes and it needs to be done taking into account the analysis of the bifurcation points of social processes, otherwise, again, decisions which will have to be resolved afterwards. How long can one step on this rake of Chernomyrdin, they wanted the best, they got it as always.

It has already been written more than once that most of the problems in our social system, since 1917, we have created ourselves, due to our insufficient attention to the processes, due to ignoring objective signals from society, due to the lack of quality monitoring in the system. External players only fit into our mistakes using them for our self-destruction. So it was in 1917, so it was in 1991 and it will be so until the time when we take up the mind in an adult.

The population will also have enough to play on the side of all sorts of rogues. It’s easy to become a goof, it’s enough not to understand the true nature of goals and objectives. Then it will be excruciatingly painful, but it will be too late. Residents of Khabarovsk who gallop in the squares need to remember this. I am sure the Siberians have enough wisdom to throw away all this foam and not become objects in this dark game. The wise and courageous people of Siberian Russia have always been conservative on the good. He does not need these games and players …, quietly rummaging through their pockets … But at what cost for yourself and for the country …

When they are now discussing the criminal case of Furgal, for some reason, many are sure that this is a struggle between the ruling party and its competitors. Like, since Furgal was from the Liberal Democratic Party, so he flew in.

2. Pavel Konkov. The ex-head of the Ivanovo region was imprisoned in the spring of 2019. Russian investigators suspected the former head of the region of illegal development of seven hundred million rubles.

As part of the office work, the circle of accused persons was replenished with eminent entrepreneurs, including Dmitry Grishin, director of the Ivanovsky Broiler poultry farm. On May 6, 2020, the investigation announced the transfer of Pavel Konkov's case to the court.

4. Leonid Markelov. The retired leader of the Republic of Mari El was dismissed by the president in the spring of 2017. A week later, investigators opened criminal proceedings against Markelov over a couple of episodes of bribery. The total amount of money received illegally is 235,000,000 rubles.

At the same time, Markelov is charged with abuse of power and illegal possession of cartridges. The hearing in the case of the ex-official began in the spring of 2019. Markelov does not admit guilt.

5. Alexander Soloviev. The investigating authorities opened criminal proceedings against the head of Udmurtia in the spring of 2017. The owner of the Kremlin dismissed the official from his post due to a loss of confidence, after which Alexander Soloviev was taken into custody. The former governor is accused of bribery in the construction of bridges.

In August 2017, house arrest was chosen as a temporary isolation measure. In winter, the office work was completed - the papers were transferred to the court. Soloviev does not consider himself guilty.

6. Mikhail Yurevich. The official ran the Chelyabinsk region. In the spring of 2017, the prosecutor's office accused the ex-governor of bribery. As the prosecutors emphasize, they know that Mikhail Yurevich regularly received substantial sums from the head of the regional health ministry, Vitaly Teslenko.

The former head of the region completely denies the blame. There is information that - as the mayor of Chelyabinsk - Yurevich received a large bribe from city entrepreneurs for some kind of patronage. The accused did not appear during the interrogation, referring to living in Israel. He was put on the international wanted list.

7. Nikita Belykh. The ex-head of the Kirov region was detained in the hot summer of 2016 at the time of the embezzlement of a large bribe in a Moscow restaurant. Whites were convicted on two counts - the total amount of illegally obtained funds was 600,000 euros.

In February 2018, the ex-head of the region was sentenced to eight years in prison and a fine of 42,000,000 rubles. The appeals prevented lawyers from commuting the sentence. Nikita Belykh is serving time near Ryazan.

8. Vyacheslav Gaizer. In the fall of 2015, investigators managed to suppress the activities of a bandit group under the control of the then current leader of the Komi Republic. The criminals committed grave crimes, trying to appropriate state property.

Vyacheslav Geyser and his closest subordinates were accused of a number of various crimes. In the summer of 2019, the former official was sentenced to eleven years in prison and a fine of 160,000,000 rubles. The investigation did not satisfy the verdict, because the article on the organization of a criminal community was deleted from the final verdict.

9. Vladimir Torlopov. He headed the Komi Republic for about nine years - until 2010. Vyacheslav Geyser replaced him as governor.

In the fall of 2016, the investigation accused Torlopov of organizing a criminal group, as well as fraud and abuse of office. In the summer of 2019, he was sentenced to six and a half years in prison and paid a relatively small fine of 500,000 rubles.

10. Nikolay Denin. In the spring of 2015, the ex-head of the Bryansk region came to the attention of investigators, who accused him of abuse of office. At the time of the opening of office work, Denin was retired. Pursuing selfish goals, the official allocated almost 22 million rubles to the controlled poultry farm "Snezhka".

In the fall of 2015, the court sentenced the ex-head of the region to four years in prison and compensation for material damage. Nikolai Denin has repeatedly submitted a pardon for early release. His term was canceled only in 2018 - after the full amount of damage was paid.

11. Alexander Khoroshavin. The ex-governor of the Sakhalin region was arrested in early March 2015. The functionaries of his gang were also imprisoned. The defendants were accused of numerous corruption episodes. The total amount of bribes amounted to 522,000,000 rubles.

In February 2017, a South Sakhalin court handed down a harsh verdict - thirteen years in prison and a half-billion fine. Khoroshavin's story is not over. He became a defendant in another criminal proceedings - the proceedings will begin in August 2020.

12. Vasily Yurchenko. In the spring of 2014, the ex-head of the Novosibirsk region was removed from office due to the loss of the president's confidence. Then he became a defendant in criminal proceedings for negligence.

Later, the preliminary accusation was dropped, re-qualifying him as exceeding his authority - Yurchenko got involved in shady construction and land schemes. In the fall of 2017, the court sentenced the retired official to a suspended sentence of three years.

13. Vyacheslav Dudka. The ex-head of the Tula region was involved in criminal proceedings in the fall of 2011. He was accused of bribery. Dudka appropriated 40,000,000 rubles in exchange for the provision of land for the construction of a hypermarket.

In the summer of 2013, the court sentenced the former official to nine and a half years in prison and a fine of 900,000 rubles. As it became known to journalists, Vyacheslav Dudka left the prison walls ahead of schedule - in the summer of 2018.
