On May 11, a report by the government of the Russian Federation took place in the State Duma of the Russian Federation. The report was made by the Chairman of the RF Government D. A. Medvedev. The document was written in the genre of "radical optimism". Here's an indicative snippet:

“It was six years of conquering new peaks … In six years we have covered the path on which many countries have spent decades - and in conditions when no one pressed them, when they were in a free, calm state, when no one tried with the help of sanctions, restrictions deliberately slow down their development. All of this was not easy. Once again, I want to say, we did it. None of us doubted this. It is with this attitude that our country is entering a new period of its development."

Expert assessments

All yesterday and the day before yesterday, my attention was focused on Syria, on the international agenda. I only caught a glimpse, out of the corner of my eye, that the chairman of the government spoke in the Duma. I read the transcript of the report today. Probably, I am not the only one who stopped leaning on TV screens when Dmitry Anatolyevich Medvedev or someone like him rises to the rostrum of the State Duma. It seems to me that for the majority of readers (to say the least - for the majority of citizens), everything is roughly clear with the government and with what its chairman announces at crucial moments. Therefore, it seems to me not entirely correct to analyze verbatim and thesis what was heard from the prime minister, and the accusations that were later addressed to Medvedev, to try to discover in this some kind of intrigue, some kind of food for analysis, because there is no such food. And she has been gone for a very long time.

The only thing that is really a question now and retains at least some intrigue in relation to this government and its chairman: will the government and the vector indicated by the previous government be preserved? Will it be reissued (reassigned if you want) and how will the country move further after the expected appointments are completed in May?

Here is my feeling: judging by what was heard from the podium and judging by the way it was commented on, no changes should be expected. We will continue our absolutely idiotic, schizophrenic, suicidal policy of balancing on several chairs at once. We will continue to try to conduct, at least externally, at least somewhat formally independent policy in the field of international relations. And we will continue to do our best to build our home version of capitalism in the American way in internal affairs.

If this is so, if my predictions are correct, if the Earth does not hit its axis, nothing extraordinary will happen, then, of course, this should become another cold, sobering shower for those who still believe that we have some kind of confrontation forces - good and evil - in power. That there are vile liberals who have occupied the House of Government, and there are patriots opposing them, who are tied hand and foot and cannot in any way change the course of our train, which is moving at full steam into the same liberal-capitalist abyss. It was necessary a long time ago to realize, especially before any parliamentary and presidential elections, that this contradiction is contrived, artificial, it does not exist, that the real master of the situation is not one or another disgusting-looking official, shabby or bald, who speaks beautiful or not beautiful speeches - not at all. Capital is the master of the situation. And officials are actors who are supported by capital and perform the score that capital orders. And how inglorious and humiliating behavior, say, our today's diplomacy or our today's economists, the ministry responsible for the so-called "economic development" behaves, is not the position of a specific Oreshkin, not a specific Medvedev, not a specific Lavrov or anyone else. This is the position of the Russian capital formed after 1991 (comprador capital and national capital, which in reality are not too different). This capital wants to preserve what it acquired in the 90s, everything that was privatized, everything that was turned into joint stock companies. The company has been spread out in its pockets and brought to international stock exchanges. He wants to preserve all this, but at the same time, understanding all the appetites and all the gluttony of our international partners, he does not want to really quarrel with these international partners. That is, he wants to come to an agreement. It is for this that capital needs everything it has. He does not need an army to defend a country or to defend some peoples or interests, understood narrowly or broadly - he needs an army as a negotiating tool, as a way to reach compromises with stronger, more vicious foreign capital. He does not need education in order to develop some skills in young people, to conquer space or open some new horizons - not at all. He needs education in order to serve the state, which is understood as a commodity niche, occupied by capital, which is comfortable for him. And education will be such as it is profitable for capital to have it. And everything else too - the deputies, the State Duma, politicians, and television - will be the way capital sees them.

Therefore, I propose not to focus on individuals, pleasant or unpleasant, who end up on the TV, on the rostrum or chairs of the State Duma, but first of all to talk about the evolution of our capitalism itself and what this evolution can lead not only to him, but also to us.

Some moments of this evolution, some elements of the future were outlined for us by Medvedev. From the answers to the questions about the retirement age, the income tax, the pumping of the American economy with our petrodollars, much becomes clear. When the phrase "progressive tax" is pronounced, the ears of the members of the government immediately stand up. You see: everyone was immediately ordered to relax, and in such a dismissive tone, in such a dismissive manner, which speaks of such an absolute confidence of the invited person in his invulnerability. Remember, the Magomedov brothers were arrested some time ago, and there was a wave of rumors in the expert community: maybe in the spring there will be rearrangements and changes. Not! World war - do not care, mobilization scenario - fear God! Everything is in place, everything is the same, everything will be the same as before. They wanted to keep the retirement age - here's an increase in the retirement age! We wanted a progressive income tax - here's an increased flat income tax and a bunch of other taxes. There will also be an air tax, as in Gianni Rodari's fairy tale about Cipollino - everything is developing in this vein. Were you hoping for a "left turn"? In vain they hoped that everything is stable, everything is fine.

The only thing that reassures me is that this "stability" seems to me somewhat presumptuous, it seems to me imaginary, it reminds the stability and stability of the cabinet of ministers of Nicholas II. Such a sublime, airy mood with which the head of the current government came to the deputies on the carpet (although it is not clear who was on the carpet with whom, what kind of relationship between the actors of this performance - subordinate or equal?), But nevertheless, this complacent mood suggests that the danger is not felt by the inhabitants of our imperious Olympus, they are absolutely incapable of drawing historical parallels, they see nothing to do with what the country was going through 100 years ago. invisible, intangible will - which is dictated by capital to all its employees, up to the highest officials of the state.

Our highest oligarchy falls under the sanctions, and suddenly our bankers begin to cry in interviews: “We would like it to be the last American sanctions, it is very regrettable to be on such a list and this is a deep delusion, and we believe that someday friendship between our peoples (or, more correctly, between the capitalists of the United States and Russia - KS) will be restored. This speaks of how capital feels, how capital looks at things. And the way he looks at things - so do the officials. Therefore, the fact that the most pressing issues for the people are so demonstratively rejected, the most overripe problems continue to be resolved in a liberal-killing key, does not mean that Oreshkin is bad and Nabiullina is an evil witch. No. This suggests that everyone is in their place and does what the logic of circumstances tells him to do. Everyone is in a sense dependent on the will dictated to him. But the problem is that this will, this logic of the country's development (if it is possible to use the word “development” here at all) is contrary to the vital interests of the majority of the population. And sooner or later this contradiction will be revealed. The question is - when and at what cost?

And how to assess the amazing, unprecedented end of Medvedev's meeting with the deputies? I am reading the end of Medvedev's speech: “Dear colleagues, I always, when completing a report for six years, answered my comrades, colleagues, opponents, leaders of factions, commented on the most vivid, sincere and poignant speeches. They are really bright, sharp and interesting. I won't do that today.” Dot. What it is? He has nothing to say - or is it a mockery?

Rather, the second. There is absolute confidence that this is how you can answer. This is Medvedev's attempt to explain to people who sincerely, vividly and emotionally asked him questions that they should not forget about their place, that everything is under control, you can keep your questions to yourself, if there is a great need to hear something - refer to last year's transcript … Therefore, mockery is perhaps the appropriate word. Maybe someone saw in this an extravagant way of reducing the discussion to the fact that we are constantly repeated: "This is not the place and not the time to debate, and besides, now the Fatherland is in danger." The government is likely to be very busy looking for resources and opportunities to help the largest private oligarchic companies.

Considering what is happening now in the Middle East, the incessant daily shelling of Donetsk and so on - how can these people be trusted with anything? What kind of unity can we talk with these people in organizing the front, defense, rear, culture of the defending state, mass consciousness, public consciousness? How in general is it possible to eat with them from the same pot, at least in some way to close ranks with them? This, in my opinion, is the main tragedy of our situation.

From the filing of the liberal government, we know that all the sins, all the problems, all the insurmountable difficulties that the countless, replacing cabinets of reformers have been facing since 1991, have one and the same reason: this is all inherited from the Soviet totalitarian Gulag's past. Everything that we fail - the poverty of the workers, and the falling planes, and the burning shopping centers, and the satellites that do not go into orbit, and the wild, insane examples of man-to-man attitude when a husband throws himself at his wife with an ax, and a crowd of madmen schoolchildren kicks a disabled person - all this is a consequence of the 70th anniversary of our Soviet development. The Soviet Union is to blame for all these troubles. And, probably, if we develop this logic, then we just need to finally get rid of the totalitarian Soviet legacy. To hang in all cities and villages, on all streets and intersections, commemorative plaques to Solzhenitsyn and the like, rename the streets, finally close and send the Mausoleum with all its contents to hell. And then, I think, everything that the ministers and the chief of them in the State Duma report on, will no longer cause absolutely no objections. First of all, there is no skepticism, because there will be nothing to compare with, in the people's memory there will be no memories that life once here, in our latitudes, was different.

In order to perceive all the rosy forecasts with numbers in hand and somehow dispel this incense smoking in every corner, our person must be sufficiently developed to be able to distinguish numbers from each other. But our educational reform and our moronic, absolutely degenerated cultural life contribute to the exact opposite. They help people with open mouths (even if their own pockets are turned out, if they are robbed, cleaned and thrown out of their jobs) still continue to hope for a miracle until the last minute, hope for this miracle, listen to these magic numbers and listen about the fact that in the Soviet Union they produced only galoshes and nothing else, and did not make normal meat, did not raise edible cows.

I think that after hearing all these optimistic speeches, you can call people to only one thing. To ensure that they really, with a ruler, with a compass, with a tape measure in their hands, learn to check everything that they are trying to sell. Without self-education, without referring to those books with which the Soviet state once began, one cannot clear one's brains. I really liked the idea of Nikolai Nikolayevich Gubenko, our famous actor and director, expressed by him in an interview that we plan to publish in the near future on our YouTube channel: it was Russian culture, the great Russian literature that was in many ways the goddaughter of the Soviet state. She allowed him to arise. Because without the books of Pushkin, Gogol, L. N. Tolstoy and A. K. Tolstoy, Saltykov-Shchedrin, Nekrasov, Chekhov, Gorky, Korolenko, Kuprin, without the other greatest names of our literature among the common reader, 75% illiterate before the revolution, I would not wake up a craving for truth, for justice, for putting things in order on their land. The only antidote we have left is the great Russian culture and the great Soviet culture. This, I think, no ministers can take away from us (for now, at least).

P. S. The richest member of the government

In 2017, Deputy Prime Minister Alexander Khloponin earned 291 212 655 rubles.

Almost three billion in total. And almost eight million a day.

In 2016, interestingly, he only earned 9.9 million. That is, the income of Alexander Gennadievich has grown fantastically 293 times.

Moreover, as noted by Interfax, the income of the modest Khloponin is now 1, 3 times higher than the income of all members of the government and their families combined.

Recall that a fifty-three-year-old halachic Jew (at the same time - a Terek Cossack, since he was admitted to the Terek Cossack army on 2010-30-10) has held the post of Deputy Prime Minister for more than eight years. He oversees the government of the North Caucasus, national policy, ecology, mineral resources, timber industry, alcoholic beverages circulation and fire safety.
