Such a current generates only a local phenomenon called "magnetic field". The magnetic field can be constant or alternating, it can be low or high frequency, but with all this, it cannot go far beyond the system in the form of an oscillatory circuit and become radio waves!

Because radio waves are generated only by the high-speed movement of electrons, which occurs on the surface of conductors under the influence of Coulomb forces

Why this happens can additionally be explained with the help of another simple experiment. Think back to your high school physics lesson in which you studied electrostatics.

The brush is electrified when rubbed against the hair. If you touch it to a ball of foil, it will acquire an electrostatic charge. Two balls, similarly charged, tend to repel each other.
