11.1. The rule is valid after four years from the date of entry into force of these General rules.

11.2. Rusichi who are in the sovereign service, namely, heads of state enterprises, institutions, organizations or divisions, heads of departments and divisions, judges and prosecutors, Knights, Princes, Boyars, heads of cities and zemstvos cannot have accounts in foreign banks, as well as have for abroad movable and immovable property, incl. shares of foreign companies. Upon discovery of such facts, such a sovereign employee is subject to immediate removal from his post. The rule is valid after five years from the date of entry into force of these General rules.

11.3. In Russia, by decision of the court, confiscation of all movable and immovable, in addition to one apartment or house, property, shares of enterprises, funds to Rusichs and all members of their families is applied for such offenses as especially grave intentional crimes that resulted in the death of two or more Rusichs, for sexual abuse of minors, receiving and giving bribes in especially large amounts, more than five hundred minimum wages. The rule is valid after five years from the date of entry into force of these General rules.

11.4. Non-commercial, non-governmental, charitable, etc. organizations. nature can be financed only by enterprises, organizations registered and operating in the territory of our state, as well as Rusich and the state itself. The rule is valid after three years from the date of entry into force of these General rules.

11.5. It is not allowed to transfer funds, grants to Russia from abroad for the purpose of financing any organizations, not a commercial, public or political nature, creative teams and Rusichi, creative and educational projects, after five years from the date of entry into force of these Basic Rules …

11.6. Any types of gambling, predictions, etc., with the goal of obtaining money, in an amount greater than their investment, bets, with the exception of holding state lotteries, demonstration of genitals or sexual intercourse, as well as various kinds of their images, in any form, sexual intercourse in order to receive monetary remuneration in the state is strictly prohibited, with the exception of one gambling zone, designated geographically and regulated by special rules. As an exception, the use of light drugs is allowed in the gambling zone. Entrance to the gambling zone is allowed to persons who have reached the age of twenty. This rule is in effect from the date of entry into force of these General rules.

11.7. At the expense of sovereign funds, no later than six years from the date of entry into force of these Basic Rules, the gambling zone is fenced off from the rest of the territory of Russia and is guarded by the Department of Internal Affairs by patrolling, in order to prevent unaccounted entry of people into and out of the game zone, as well as the spread of narcotic funds, incl. and smoking mixtures, printed and other products that do not correspond to the sovereign ideology of Russia and public morality. The rule is valid after two years from the date of entry into force of these General rules. Since the creation of the gambling zone, smoking mixtures can only be sold on its territory.

11.10. Beer can be sold only outside the administrative boundaries of settlements and to persons who have reached the age of twenty. The rule is valid after three years from the date of entry into force of these General rules.

11.11. Alcoholic drinks with a strength over sixteen degrees (percent) can be sold only outside the administrative boundaries of settlements and to persons who have reached the age of twenty. The rule is valid after four years from the date of entry into force of these General rules.

11.12. Within the administrative boundaries of settlements, only dry and semi-sweet wines with a strength of no more than sixteen degrees, as well as champagne, can be sold from 2 pm to 9 pm, to persons who have reached the age of eighteen. The rule is valid after four years from the date of entry into force of these General rules.

11.13. Tobacco, cigarettes, cigars and cigarettes can be sold only outside the administrative boundaries of settlements and to persons who have reached the age of eighteen. The rule is valid after four years from the date of entry into force of these General rules.

11.14. The production of genetically modified products, with the exception of targeted production for export in full abroad by state-owned agricultural enterprises, their import into the territory of Russia and their sale in Russia after four years from the date of entry into force of these Basic Rules is prohibited.

11.15. The export of scrap metal outside Russia is prohibited after four years from the date of entry into force of these Basic Rules.

11.16. The adoption, registration of guardianship, children of Russia outside its borders after four years from the date of entry into force of these Basic Rules is prohibited.

11.17. Removal of human organs for any purpose, incl. and for their transplantation outside Russia is prohibited after four years from the date of entry into force of these Basic Rules.
