14.1 In Russia, the rights and freedoms of Rusich are recognized and guaranteed in accordance with these Basic Rules.

14.2. The basic rights and freedoms of Rusich are inalienable and belong to each Rusich - at the birth of any child on the territory of Russia, or abroad, if at least one of his parents is Rusich.

14.3 The exercise of the rights and freedoms of Rusich should not violate the rights and freedoms of other Rusichs.

14.4. Rusich's rights and freedoms are directly applicable. They determine the meaning, content and application of the rules, the activities of sovereign power, local self-government and are provided with justice.

14.5. Each Rusich is guaranteed freedom of religion.

14.6. Power guarantees the equality of rights and freedoms of Rusich regardless of nationality, language, origin, property and official status, place of residence, attitude to religion, beliefs, membership in public associations. Rusichi, men and women, have equal rights, liberties and opportunities for their implementation, with the exception of the right to be elected to the post of Tsar of Russia.

14.7. Each Rusich has the right to move freely, choose a place of stay, work and residence throughout the territory of Russia. Each Rusich has the right to travel outside Russia and return to it.

14.8. Rusich can independently exercise his rights and obligations from the age of eighteen. Rusich cannot have citizenship of a foreign state.

14.9. Rusichi have the right to elect and be elected to state power bodies and local self-government bodies, when they reach the age of thirty-three and before reaching seventy-seven years, they have one or more children and are in a family (legalized relationship) union at the time of participation in the elections. When elected to the post of Tsar and to the bodies of sovereign representative power, the above age and other restrictions are additionally applied. Have no right to elect and be elected Rusichi, recognized by the court as incompetent, as well as held in places of deprivation of liberty by a court verdict. When elected or appointed to representative bodies of power, other restrictions are additionally applied, including on the presence of a criminal record.

14.10. Rusichi with electoral rights have the right to purchase, possession, storage in their detached house, housing and use for the defense of themselves and their family members, from illegal penetration of other people or animals into their home by firearms, incl. rifled and edged weapons.

14.11. Each Rusich has the right to health protection and medical assistance. Medical assistance in state health institutions is provided to Rusichs without payment from the state budget, insurance premiums, and other receipts, with the exception of dentistry, cosmetology, plastic surgery, and internal organ transplantation. Each Rusich is guaranteed social security upon reaching the age of sixty, in case of illness, disability, loss of a breadwinner, for raising children and in other cases established by the sovereign rules. Sovereign pensions and social benefits are established by sovereign rules. The state encourages voluntary social insurance, the creation of additional forms of social security and charity.

14.12. Each Rusich has the right to freedom and personal security. Arrest of Rusich, detention and detention are allowed only by a court decision. Until the judgment, Rusich may be detained for a period not exceeding thirty-three hours.

14.13. None of the Rusichi should be subjected to torture, violence, other cruel or degrading treatment or punishment. No one from the Rusichi can be subjected to medical, scientific or other experiments without their voluntary consent.

14.14. Each Rusich has the right to privacy, personal and family secrets, protection of his honor and his good name. Each Rusich has the right to privacy of correspondence on paper, telephone conversations, postal and telegraph messages. Limitation of this right is allowed only on the basis of a court decision. Collection, storage, use of information about the private life of Rusichs without a court decision and distribution without his consent are not allowed.

14.15. Rusich's dwelling is inviolable. No one has the right to enter Rusich's dwelling against the will of the Rusichs living in it, except in cases established by the sovereign rules, or on the basis of a court decision, and only from six in the morning until twenty-one in the evening.

14.16. Each Rusich has the right to own property, own, use and dispose of it both individually and jointly with other persons. The right to sovereign, collective, family, private and other property is protected by the state. The Rusichi have the right to have land in family ownership. The conditions and procedure for the use of land are determined on the basis of special rules. None of the Rusichi can be deprived of their property except by a court decision. Compulsory alienation of property for sovereign needs in peacetime can be carried out only on condition of prior and equivalent compensation. The inheritance rights of the Rusichs are guaranteed.

14.17. Every Rusich has the right to rest. A working Rusich under an employment contract is guaranteed a working time established by special rules of no more than eight hours a day, two days off a week, holidays, paid leave of at least twenty one days for Rusich's work for every twelve months.

14.18. Motherhood, fatherhood and childhood, the family are under the protection of the state. A mother or father is entitled to parental leave after birth for three years with the payment of a monthly allowance in the amount of half of the average earnings of one parent who took leave for the previous five years, but not less than two-thirds and not more than three values of the minimum wage in force at the time of each payment. The maintenance of children in preschool institutions is carried out at the expense of the state budget.

14.19. Every Rusich has the right to housing. None of the Rusichi can be arbitrarily deprived of his home. Rusichi who created a family union and at the age of eighteen to thirty-three years and kept the family union until the full payment or repayment of the loan, have the right to a sovereign loan without interest in order to buy an apartment with a total area of no more than one hundred square meters, or build their own house, with the allocation of a land plot in the amount of ten acres of land without any payment, the supply of electricity and natural gas to the boundaries of the site at a state expense, with a total area of no more than one hundred and forty-four square meters, with a maturity of sixteen years, and, at the birth of the first child, the loan is extinguished at the expense of the state budget in the amount of 9% on account of the nearest payments, at the birth of a second child in the amount of another 16%, the third 21%, the fourth 16%, the fifth 9%, in the presence of an apartment (with a formalized title of ownership), a house or actually going, or completed its construction.

14.20. Sovereign authorities and local government bodies encourage housing construction, create conditions for the implementation of the Rusichs' right to housing. The poor, other Rusichs specified in the sovereign rules and in need of housing, it is provided for rent for an affordable fee from the sovereign and other housing funds in accordance with the established sovereign rules

14.21. The state sets state standards for the production of consumer goods and technical products, for the safe operation of equipment, for fire safety, for the safety of services provided and work performed, as well as educational and medical standards, supports various forms of education and self-education.

14.22. Each Rusich has the right to determine his nationality, and the sovereign authorities are obliged to indicate it only in the child's birth certificate. Each Rusich has the right to use his native language, to freely choose the language of communication, education, training and creativity.

14.23. Each Rusich is obliged to pay the established sovereign taxes and fees. Rules that worsen the position of taxpayers are not retroactive.

14.24. Every Rusich is guaranteed freedom of speech. But propaganda or agitation inciting social, national or religious hatred and enmity is not allowed. Promotion of social, national, religious or linguistic superiority is prohibited.

14.25. Sovereign authorities and local self-government bodies, their officials are obliged to provide each Rusich with the opportunity to familiarize himself with documents and materials directly affecting his rights and freedoms, unless otherwise provided by the sovereign rules.

14.26. The Rusichi have the right, in accordance with special rules for holding meetings, to gather peacefully without weapons, to hold meetings, rallies and demonstrations, processions and pickets. Rusichi have the right to apply personally, as well as to send individual and collective appeals to state bodies and local self-government bodies. The right of the Rusichi to individual and collective labor disputes is recognized using the methods for resolving them established by special rules, including the right to strike, with the exception of enterprises and organizations engaged in ensuring the operation of the housing stock, institutions and enterprises that ensure the safety and defense of the state and the health of citizens, the subway, the sovereign air and rail transport. Each Rusich has the right to associations, including the right to form trade unions to protect their interests. The liberty of the activities of public associations is guaranteed.

14.27. The Rusichi have the right to participate in the management of the affairs of the state both directly and through their representatives. Rusichi have equal access to sovereign service. Rusichi have the right to participate in the administration of justice.

14.28. Each Rusich has the right to freely use his abilities and property for entrepreneurial and other economic or creative activities not prohibited by the sovereign rules. Each Rusich has the right to freely dispose of his abilities for work, to choose his type of activity and profession.

14.29. Each Rusich has the right to work in conditions that meet the requirements of safety and hygiene, to remuneration for work without any discrimination and not lower than the minimum wage established by special rules, as well as the right to protection from unemployment.

14.30. Taking care of children, their upbringing is an equal right and responsibility of their parents. Able-bodied children who have reached the age of eighteen must take care of their disabled parents. State interference in the upbringing and care of children under seven years of age in the family is prohibited, except in cases of direct threat to the safety or health of children.

14.31. In Russia, the sovereign programs for the protection and strengthening of human health are financed, measures are taken to develop the sovereign health system, activities that promote human health, the development of physical culture and sports, and the promotion of a healthy lifestyle, environmental and sanitary-epidemiological well-being are encouraged.

14.32. Each Rusich has the right to a favorable environment, reliable information about its condition and to compensation for damage caused to his health or property by an environmental offense. Concealment by officials of facts and circumstances that pose a threat to the life and health of people entails responsibility in accordance with sovereign rules.

14.33. Each Rusich is guaranteed the will of literary, artistic, scientific, technical and other types of creativity, teaching, not aimed at undermining the security and defense of the state, public morality and order, inciting hatred of Rusich on any basis. Intellectual property is protected by the power.

14.34. Each Rusich has the right to take part in cultural life and use cultural institutions, to have access to cultural values. Each Rusich is obliged to take care of the preservation of its historical and cultural heritage, to protect the monuments of antiquity and culture.

14.35. The rights of victims of crime and abuse of power are protected by sovereign rules. The Power provides victims with access to justice and compensation for damage caused. Each Rusich has the right to compensation by the state for damage caused by illegal actions (or inaction) of the state authorities or their officials.

14.36. Rules establishing or aggravating the responsibility of the Rusichi do not have retroactive effect. None of the Rusichi can be held responsible for an act that at the time of its commission was not recognized as an offense. If, after committing an offense, liability for it is eliminated or mitigated, the new rules apply. The state should not issue sovereign rules canceling or diminishing the rights and freedoms of the Rusichi.

14.37. The rights and freedoms of Rusich can be limited by sovereign rules only to the extent necessary in order to protect the foundations of the sovereign system and sovereign ideology, public morality, health, rights and legitimate interests of other Rusichs, to ensure the defense and security of the state. In a state of emergency, in order to ensure the security of the Rusichi and protect the sovereign system, in accordance with the Basic Rules of Russia, separate restrictions on the rights and freedoms of citizens of Russia may be established, indicating the limits and duration of their validity. A state of emergency throughout the territory of Russia and in its individual localities may be introduced if there are circumstances and in the manner established by special sovereign rules.

14.38. Defense of the Fatherland is a sacred duty and an honorable duty of every Rusich. Rusichi carry out military service in accordance with the rules of Rus. The conscription of a male Rusich for military service in peacetime is carried out for eighteen months, during the period of Rusich's age from twenty-one to thirty-three years, provided that he does not have a child under three years old. Rusich's call for retraining can be no more than once every five years and for a period of no more than three months and until Rusich reaches fifty-five years. Rusich, in the event that military service contradicts his beliefs or religion, as well as in other cases established by the sovereign rules, he has the right to replace it with an alternative civil service with a three-year term of service. During the introduction of martial law in the power, the mobilization of male Rusichs and those liable for military service can be carried out females between the ages of eighteen and up to fifty-five years old, moreover, Rusichi who are not subject to mobilization, aged from sixteen to sixty-five years old, who have a desire to defend the Fatherland and the physical ability to do so, can voluntarily join the territorial units of the militia.

14.39. Each Rusich is obliged to preserve nature and the environment, to take good care of the natural resources of Russia.

14.40. Rusich cannot be expelled from Russia or extradited to another state. Russia guarantees its citizens protection and patronage outside its borders.

14.41. Russia provides political asylum to foreign citizens and stateless persons in accordance with special rules. In Russia, it is not allowed to extradite to other states persons persecuted for political convictions, as well as for actions (or inaction) that are not recognized as a crime in Russia.
