The law is about the establishment in the Far East of special "territories of advanced development" (TOR), in which the effect of Russian legislation will be limited, local self-government will be abolished, and which can be transferred to foreigners "on a long-term lease."

It is not difficult to guess that these territories are allocated for "our Chinese partners." It is assumed that the Chinese will come to us, and they will develop our lands for us at their own expense. And we will also receive taxes from all this to the treasury.

Since we are realists and have been following the situation for a long time, we understand what it will actually turn into - a predatory squandering of our minerals, our resources - for the benefit of the neighboring country. We will be left with the scorched and defiled land - as it was already left by the Chinese farmers who savagely exploited the leased fields.

Everything that should have become the property of our descendants will be spent on strengthening China (Korea, etc.), which will pay us some deductions.

What and why?

It is very difficult to answer this question, since according to yet another, third (!) Federal Law 380-FZ, they received a zero rate of tax on mineral extraction, a zero rate of income tax, and a preferential rate of deductions for compulsory social insurance. At the same time, in accordance with a number of exceptions, the created scheme actually replaces the bodies of the Russian government, when the federal, regional authorities and local self-government are limited in their rights to supervise TORs.

From the publications of 2012, we know that the Audit Chamber should have remained the only control body, but inspections could be carried out only with the direct order of the president. In the future, it was planned to transfer all of its licenses to the authorized capital of the project participants - to those appointed by its management.
