In 2016, the strategic direction of US foreign policy will be the completion of negotiations on the Transatlantic Trade and Investment Partnership (TATIP). According to media reports, the agreement provides for the creation of a free trade zone with the participation of the United States and the countries of the European Union.

These states account for 60% of world GDP and 33% of world trade.

In addition, the task is to bring into effect (ratify) the agreement on the Trans-Pacific Partnership (TPP), which was signed in October 2015 in Atlanta (USA) by 12 states. TPP countries account for an estimated 40% of world trade.

Both agreements involve the United States, whose share in world trade is estimated at about 10%. Thus, if both agreements enter into force, the two transoceanic partnerships will control 73% of world trade. Precisely speaking, trade will be controlled by the United States.

It would seem that an institution called the World Trade Organization (WTO) has already been created to ensure free trade. There are 162 states in the WTO today. From the very beginning, this organization was designed in such a way that the decisive voice on key issues remained with the Western countries. USA, Western Europe, Japan, Canada, Australia liberalized world trade in the interests of their transnational corporations (TNCs) … However, in recent years, this has become increasingly difficult.

Negotiations have been going on since 2001. Developing countries are trying to facilitate the access of their goods (primarily agricultural) to the markets of Western states, but no progress has been achieved in the negotiations over a decade and a half. It is increasingly difficult for Washington and its allies to promote their business interests in the world markets for goods and services.

Since 2012, Washington has begun to create alternative WTO sites in the form of two transoceanic partnerships, meaning that America will determine the rules of the game on these sites, and the WTO will imperceptibly turn into a shell without content. By making such a maneuver, Washington expects to: 1) restore its control over world trade; 2) economically weaken Russia, China and other BRICS countries, leaving them in trade isolation.

It is commonly said that the two partnerships promoted by the United States will allow it to establish effective control over world trade. Not certainly in that way. Three clarifications are required here.

First. The initiator of both projects is indeed the United States as a state, but this state acts in the interests of transnational corporations (TNCs) and transnational banks (TNBs), which ultimately will control world trade … And the US state will wither away or, like the WTO, will turn into a shell without content.

Second. TNK and TNB will control not only trade, but also the economy, social life and politics of all countries involved in these partnerships. States involved in TATIP and TPP will lose most of their sovereign prerogatives.

Third. In addition to the two transoceanic partnerships, the concept also includes a third element, which is rarely mentioned. This is the Trade In Services Agreement (TISA).

It is assumed that all countries that sign the TATIP and TPP agreements will join the STU. If TATIP and TTP are presented in the form of a kind of Trojan horses, then The Trade in Services Agreement looks like a weapon of ultimate victory. By "final victory" is meant the complete elimination of sovereign states.

A year and a half ago, no one had heard of STU. Information about the forthcoming agreement appeared in the summer of 2014 on the Wikileaks website. From this information it followed that the preparation of the STU began in 2012, the initiators of the agreement were the United States and Australia. Gradually, the circle of participants in the negotiations expanded. At the time of the information leak, 50 states (including 28 EU members) were involved in the negotiations. Their total share in world trade in services is approaching 70%.

The preparation of the STU has three key features.

First, negotiations on the STU are being conducted outside the WTO. Within the framework of the WTO, as you know, the General Agreement on Trade in Services - GATS - is in force. Considering that there are a lot of unresolved problems in the field of international trade in services, it would be logical to solve them by finalizing the GATS. However, the United States and its allies decided that they felt cramped within the WTO, they organized a parallel negotiating platform. In fact, this is destroying an organization that has a history of almost 70 years (GATT originated in 1947).

Secondly, Russia, China, India, Brazil, South Africa are stubbornly not invited to discuss the STU project. They were not even officially notified of the existence of such a project. In fact, this is the policy of their isolation. That is, STU is aimed not at cooperation, but at confrontation. No wonder Barack Obama says that America cannot allow countries like China to write the rules of the global economy. Like, these rules should be written by the United States.

Thirdly, until the summer of 2014, the STU was developed in secrecy. Moreover, if the agreement is signed, its contents will remain secret for another five years. If the signing does not take place, then all the same for five years on the materials of the negotiations will remain classified "secret". The democracy games are over.

On behalf of the EU, the negotiations on the ETS were led by the European Commission (EC) without agreement with EU member states and the European Parliament … Until mid-2014, the European Parliament was not at all aware of the STU negotiations. However, in the summer of 2014, the International Trade Committee (INTA) began to take an interest in the negotiation process due to serious concerns that arose after the publication of Wikileaks. MEP Viviane Reading has been appointed Rapporteur for the STU.

At a press conference on January 13, 2015, she complained about the complete lack of transparency in the negotiation process and noted that transparency is a key condition, and that it is necessary to ensure the participation of the European Parliament, social partners and non-governmental organizations in this process. Nevertheless, in March 2015, under pressure from the public, the EU member states officially delegated the authority to negotiate the STU to the EC.

Negotiations are underway in Geneva. They formally began in March 2013. Fifteen rounds of negotiations have already taken place, the last one took place in December 2015, the next 16 round is scheduled for February 2016. The co-chairs of these meetings are alternately the USA, EU and Australia. Now, after each round of negotiations, memorandums and press releases have been published, but these are empty pieces of paper with no content.

Let's list the main features of the STU.

First, the STU stipulates that the rules of the game in the service markets from the moment the agreement comes into effect will be determined not by national states, but by some supranational institutions. States lose the right to enact any laws and regulations that worsen the conditions for doing business in the service markets.

Secondly, the regulation stipulated by the STU affects not only the commercial services market (transport, tourism, hotel business, communications, consumer services, etc.), but also the most important functions of the state. In STU terms, these are “state services”.

Thirdly, the STU provides that the state should gradually abandon the provision of services to the population, transferring this type of activity to private business.(Editor's note - which is already being introduced in Russia)

Here I will allow myself a digression. If you accustom the people to the concept of "state services" (the first step), then you can take the next step: to convince people that these "services" should be paid. Then the third step will be to instill in people the idea that "services" do not have to be provided by the state; private business will do it cheaper and better. And then the private business will "effectively" be engaged in the provision of housing and communal services, medical, educational and other services to the population. Everyone knows how it looks in practice.

Fourthly, STU demands to fully open the national “services” market, where TNKs and TNBs will come. As a result, the state as a sphere of "general public interests" will have to wither away.

Experts who have studied the working documents of the negotiations on the STU ("leaks" occur, despite all the precautions taken by the organizers of the negotiations), provide the following details.

First of all STU destroys the social functions of the state(education, health care, utilities), which will go to supranational structures. Further state regulation of the financial sector of the economy will be eliminated … First of all, these are insurance and banks. They should also be regulated by supranational bodies. The STU provides for further liberalization of financial markets (despite the fact that the financial crisis of 2007-2009 showed that this should not be done). A critical part of the coming financial reform (and global governance in general) is transfer of money circulation completely into non-cash form … This makes it easier to manage the process of “consumption of services” by citizens. It will be very easy to disconnect unwanted citizens from the “services” system.

Finally, special attention is paid to the field of information services (media, Internet, libraries). The STU provides for the establishment of strict control over the population with the help of information and communication technologies, which will allow monitoring the compliance of citizens with the standards established by supranational institutions (the world government).

TISA is a state privatization project in terms of social, financial and information services. It is not millions and billions of people who will benefit from this project, but the families of the world oligarchy who are building a planetary concentration camp called “global governance”.
