The list also included the US government through the National Institute of Child Health and Human Development, which is part of the US National Institutes of Health (NIH). The vaccine was produced by the Canadian company "Connaught Laboratories Ltd." and Australian Intervex NCL Laboratories. Connaught, one of the largest vaccine manufacturers in the world, was part of the French pharmaceutical group Ron Poulenc. Among other research projects, Connaught has been involved in the production of a genetically engineered version of the Human Immunodeficiency Virus (HIV).

Population decline and plant genetic engineering were apparently part of the same overall strategy: a significant reduction in the world's population.
