While developed democratic countries have abandoned the introduction of unified end-to-end personal identifiers and the creation of unified databases, Russia is in full swing along a different path: 1) the creation of a single database of the Ministry of Health for all children (which is part of a single electronic database for all residents of Russia); 2) the law on biometric identification of citizens was signed by the president on the eve of the new 2018.

Today, children's medical records are being digitized, and the results of all medical examinations - all this will be entered into a single electronic database.

So from January 1, 2018, the order of the Ministry of Health No. 514n, "On the Procedure for conducting preventive medical examinations of minors" comes into force.

What is so remarkable about this order?

And the fact that data about each child, about his health, the dynamics of development will be entered into a single electronic database. Also, all the data of children's medical examinations will be transferred without fail to the school where the child is studying. All this will be done bypassing the parents, and without their consent. And in the case of a preventive examination in a paid clinic, a copy of the medical card will be transferred to the state polyclinic.

The order is also interesting because now for medical intervention (ultrasound, X-ray, immunological studies, etc.), the presence of parents is no longer required, written permission is enough.

The order itself violates a huge number of laws of the Russian Federation and the Constitution of the Russian Federation. For example, the Federal Law of November 21, 2011 N 323-FZ, it enshrines the principle of medical confidentiality (Article 13). Federal Law of the Russian Federation of July 27, 2006 N 152-FZ "On Personal Data", etc. Violates Art. 2, part 1 of article 23 and part 1 of article 24 of the Constitution of the Russian Federation, etc.

It is worth noting that the order comes into force on January 1, 2018, and the juvenile "Decade of Childhood" comes into force on the same day. It is not difficult to guess that a single database for all children is needed primarily by officials, because it creates conditions for the collection and dissemination of data about the child among the subjects of interdepartmental interaction (polyclinic, kindergarten, school, guardianship authorities, etc.) family intervention.

To pick up a child, you still need some kind of "evidence" base. And the more it is, the better for juveniles. Well, the name of the Internet portal itself on which information about children will be posted sounds promising ORPH. ROSMINZDRAV. RU (clause 2 of Appendix No. 3 to the Order). BIOMETRIC IDENTIFICATION LAW OF CITIZENS

On New Year's Eve, President Putin signed a draft law against which the Russian patriotic community fought fiercely. The very name of the law was chosen cunningly and does not correspond to the content: "On Amendments to the Federal Law" On Counteracting the Legalization (Laundering) of Criminally Obtained Incomes and the Financing of Terrorism."

The new bill creates a unified electronic database of biometric data of Russian citizens for the banking system, which is linked with government authorities (with the sphere of providing public services) and other organizations, with the transfer of extensive powers to the Government and ministries.

Control and supervision over the operation of the system will be carried out by the FSB, SVR and the Central Bank of the Russian Federation. Here I would like to note that the Central Bank does not obey the Russian authorities, but obeys the international financial structures of the World Government - the World Bank and the IMF. In the initial version of the draft law, only potential clients of commercial banks-usurers were mentioned. Now this includes "government agencies, banks and other organizations" that "have the right to confirm the accuracy of information."

As the chairman of the Duma committee on the financial market Anatoly Aksakov noted, "after successful implementation in the banking sector, the remote identification mechanism can be extended to many other sectors of the economy (government, insurance, pension, microfinance and other types of services)."

That is, we are actually talking about the gradual spread of the system's action to all spheres of human life. Wherever a person turns, everywhere he must present his biometric data. If you want to work, study, perform any socially significant actions - give the full disposal of the anonymous operators of the system detailed data on your individual physical and physiological characteristics contained in the unique characteristics of your body.

The composition of human biometric parameters used by the system will be "determined by the government of the Russian Federation." At the moment, neither the procedure for this very identification, nor the list of organizations that will be able to carry it out, nor even the set of biometric data of Russians necessary for identification have been determined. The law will come into force in six months, but it is already clear that it leaves no loopholes for refusing to submit biometrics or alternative options for working with government agencies, usurers (banks) and other mysterious "other organizations."

"Registration in the ESIA and the Unified Biometric System for an individual is free of charge and is carried out on a voluntary basis, with his consent," emphasizes Aksakov. But it is clear that this will be voluntarily-compulsory, if a person refuses to provide his biometric data, then he will be denied the receipt of certain state. services, loans, etc.

Biometric parameters can be: fingerprints, an image of a face, a drawing of blood vessels in the retina (an image of blood vessels in the fundus) or the structure of the iris, an image of a hand, palm, finger, ear, etc. So far, they talk about the use of two biometric parameters of a person, but at any time the list can be expanded …

According to Aksakov, “an individual will need to come once to any bank that has the right to register individuals in the ESIA and EBS. The bank will identify a natural person in person and register him in the Unified identification and authentication system, (in the absence of an account in this system) will take biometric samples (face and voice) and send them to the EBS”.

It has already been said more than once that the collection of biometric parameters of a person for placing them in databases for subsequent automatic identification and authentication directly violates a number of constitutional norms (Articles 2, 3, 7, 15, 17, 18, 21, 22, 23, 24, 28, 29, 32, 33, 45, 51, 55 of the Constitution of the Russian Federation). These rights and freedoms are not subject to restrictions even in a state of emergency (paragraph 3 of Article 56 of the Constitution of the Russian Federation). Thus, the introduction of electronic biometric registration of citizens is an action aimed at the complete elimination of constitutional rights and freedoms of citizens, which are the basic component of the foundations of the constitutional system of the Russian Federation.

The case is unprecedented - Russia may turn out to be the first country in the world where all communication of individuals and legal entities with the state and banks will be possible only after receiving biometric samples of residents of the state.

It is surprising that the federal media are unanimously outraged by the imposition of biometric control by the Kiev junta on the border with Russia, but all the analytical skills of regular “patriotic journalists” instantly evaporate when trying to analyze similar events in their own country.

And it is worth recalling that biometrics is the last stage before the transition to technologies for directly applying an identification code to the human body. For these purposes, there are so-called "human barcodes" - identification microchips implanted in the human body, as well as other marks, visible and invisible, applied to the body and are inseparable from it.
