The sensational draft Law "On the Prevention of Domestic Violence in the Russian Federation" is the final verdict on the meaning of family relations. It stands in a series of measures aimed at destroying our traditional way of life, undermining value guidelines, breaking the mentality. Apparently, such a turning point is coming. Attentive observers argue that the bill, first introduced to the State Duma in September 2016, is an implementation of the Istanbul Convention, which promotes homosexuality around the world. This was recently announced not by someone, but by the American sociologist and psychologist Paul Cameron, a fragment of his speech was shown at the all-Russian conference “People's Conservation. How to overcome the demographic crisis”, held at the Public Chamber of the Russian Federation. It is reported that all conference participants supported this position and agreed that the bill is anti-family and anti-demographic.

The full title of the document, adopted on May 11, 2011 in Istanbul, is the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence. The Convention has not been ratified by Great Britain, Hungary, Czech Republic, Slovakia, Bulgaria, Latvia, Lithuania, Armenia. And Russia and Belarus did not sign at all.

The text of the convention says that it, in particular, protects the so-called "sexual orientation" and "gender identity" and introduces vague concepts of "psychological violence", "economic violence". It seeks to “incorporate gender perspectives … into equality policies”, ensure “non-stereotypical gender roles” and “build on a gender-based understanding of violence”.

Analysts note that the Istanbul Convention is a logical continuation of the 1994 Cairo program - action to reduce the birth rate in the world.

The lobbyist of the Russian bill, Igor Trunov, believes that "we are keeping pace with the civilized world … 51 sex are officially registered in England … society is drifting in this direction."

Research journalist Maxim Karev, for his part, draws attention to the fact that the key fighters against “domestic violence” in the Russian Federation came out of the environment that organized “swamp protests” at the turn of 2011-2012. Thus, Anna Rivina is the director and founder of the project “Violence. no”, trained in the Lithuanian camp of“color revolutions”, connected with Sergei Udaltsov and Leonid Razvozzhaev, convicted in the“swamp case”. Alena Popova worked closely - right up to joint participation in the preparation of the opposition in summer camps - with ex-State Duma deputy Ilya Ponomarev, who is hiding in Ukraine and is associated with the Bandera lobby.

According to the researcher, the Anna Crisis Center, headed by Marina Pisklakova-Parker, was directly involved in the development of the draft law on domestic violence and the dissemination of false information about “14 thousand Russian women who die at the hands of their husbands every year”. Since 1997, this center has been funded by the Ford Foundation, which transferred over $ 2 million to it. In 2016, Anna was recognized as a foreign agent. Karev shows that Ms. Pisklakova-Parker is closely integrated into the high-status circles of the United States that oversee the Russian fight against “domestic violence”. These curators include Hillary Clinton, Madeleine Albright, and Paula Dobrianski, a representative of the Bandera lobby in the highest echelons of American power.

The famous Moscow archpriest Vladimir Vigilyansky commented on Facebook:

“Valentina Matvienko invited me to discuss the new law. Of course, not me personally, but, as she said, “representatives of the Russian Orthodox Church and other traditional confessions”.

I accept the invitation with gratitude. From dozens of questions to the law, I will choose only three.

The first important question: why was the law “On the prevention of domestic violence” discussed behind closed doors for more than three years (160 weeks), and after the publication of the new edition of the law, society is invited to discuss it within two weeks? It seems to me that this imbalance speaks of haste, behind which is intent

Second question. No one can object that diametrically opposed opinions about the law reveal different approaches to the law that should be studied by specialists and scrupulously weigh the motivations of supporters and opponents.

It is especially important to consider the consequences of the new law. Doesn't he create parallel legal structures that have power functions and replace existing structures? And if this is so, then what can stop these new structures from further “seizing power”, despite the fact that they neutralize the powers of the law enforcement system based on the Constitution, on the administrative, labor, criminal and other codes and legislative rules?

Shouldn't the discussion of these problems and conflicts be left to the already existing institutions of civil society? We have a lot of these institutions (including religious ones) and should they be given the right to legislative and executive powers?

Third question. We have very few self-regulating systems in social life that, by their very nature, would implement a filter, leaving “all the good” in it, freeing themselves from “all the bad”. Some refer to such systems as the FAMILY as a social unit. Is it worth touching this self-regulating system if, as it is written in the law, there are no “signs of an administrative offense or a criminal offense” in it?

If this happens now, then where are the guarantees that the broad understanding of conflicts that exist in labor, educational, religious, medical and other spheres in the future will be regulated not by the state on the basis of laws, but by uncontrolled NGOs? Case law will allow another revolution to take place in our state. Do we need this?"

And the last point is made by Fr. Vladimir: “The family is regulated by relationships based on LOVE. Everything that strengthens this love, with all the conflicts that occur between parents and children, between spouses, between elders and younger ones, between men and women, become a code of relations between them. And everything that destroys this love is inevitably rejected. Why are outside third parties needed here (unless, of course, illegal actions and criminality occur in the family) who are not involved in the system of Love? They are definitely superfluous.

Almost all opponents were outraged by the following provision of the draft law: "Domestic violence is a deliberate act that causes or contains a threat of causing physical and (or) mental suffering and (or) property damage, which does not contain signs of an administrative offense or a criminal offense."

That is, the adopted law will be aimed at punishing people for acts “which are neither crimes nor offenses” (!), And this is an absolute legal absurdity and lawlessness. At the same time, the determination of the degree of threat is left to the mercy of, among other things, employees of the prosecutor's office and internal affairs, in accordance with Article 5 and Article 17 (paragraphs 3 and 4) of the draft law, which will create fertile ground for any type of abuse.

The wording “the threat of mental suffering” is also “that pearl”, because for any schoolchild, getting up to school at 7 am is undoubtedly mental suffering, that is, in all families with schoolchildren who go to the first shift, parents are violators of this law. And this is not the only absurd example in the proposed document

“When we said that they wanted to call any displeasure with violence, they didn’t believe us,” blogger kovalenin writes. - And we wondered how they would do it: how they would put into the form of law all the sufferings listed in the recommendation of the Committee of Ministers of the Council of Europe - from mockery to gazing at his wife. And so, they came up with: just write in the law: “suffering”. The man came home from work - and suffers that there is no supper in the house. Or he goes, afraid that he is threatened by the absence of dinner. The woman suffers from the fact that she does not have a new hat because of such a tyrant. All of this is now violence, by definition. “Grandmother slapped him in the face and went to bed alone, as a sign of her disfavor” - certainly violence of three types at once in response to the economic violence of the grandfather, who, as you remember, refused to pay her gambling debt … So, what? Who exactly is recognized as a victim of violence?"

The blogger also lists “what consistently shines for you if someone suspects that your relative (or in-law - a relative of your spouse) may begin to suffer because of you:

- you will be declared a “violator”;

- you will be given a lecture on law - that now not only what is prohibited is prohibited;

- you will be registered, which will be kept by all “subjects of prevention”, but very confidentially !;

- you will be watched;

- you will be assigned an educator who will conduct a “psychological program” with you, that is, accompany you “in order to identify the causes of family violence” and prevent them.

… The inclusion of non-profit organizations in educators, that is, simply associations of any citizens, in no sense (either directly or delegatedly) endowed with the people's trust to interfere in their life, and even directly aimed at budget funding, is perhaps the most terrible threat from all that has been formulated."

Meanwhile, the Patriarchal Commission on Family, Motherhood and Childhood Protection voiced the position of the Russian Orthodox Church on the draft law and came to the conclusion that the draft law contains a number of legal defects that make its adoption inadmissible, since its norms: - contradict the generally recognized legal principles of rationality, justice and equality, as well as the well-known principle “everything that is not prohibited by law is allowed”, thereby contradicting the foundations of Russian law; - violate the constitutional requirement of legal certainty, which creates "the possibility of unlimited discretion in the process of law enforcement and inevitably leads to arbitrariness, which means - to a violation of the principles of equality and the rule of law"; - when applied in practice, they can and will lead to a gross and massive violation of the rights of citizens and families protected by the Constitution of the Russian Federation, the norms of Russian and international law; - contain provisions of a clearly corrupt nature (corruption-generating factors in the sense defined by Article 1, part 2 of the Federal Law of 17.07.2009 N 172-FZ "On anti-corruption expertise of regulatory legal acts and draft regulatory legal acts"), which "creates conditions for the manifestation of corruption ".

In addition, the Russian Orthodox Church believes, in combination with the already existing norms of Russian legislation (some of which are far from perfect), the bill creates new opportunities for the arbitrary removal of parents from raising children, separating children and parents.

The draft law contains serious conceptual defects that make it incompatible with traditional Russian spiritual and moral values. In particular, it has a clear anti-family orientation, diminishing the rights and freedoms of people who have chosen a family lifestyle, the birth and upbringing of children in comparison with others. By unfairly burdening family people and parents, the bill, thus, in fact introduces a special "punishment for family life."

The bill creates conditions for inciting intra-family conflicts, in particular, "divorce wars" (in which the provisions of similar laws are widely used in foreign countries). The approaches he proposes and his vague norms will inevitably lead to the destruction of normal family and kinship relationships, the nature of which presupposes reliance on mutual trust and respect.

The Patriarchal Commission asks the legislators to abandon the consideration and adoption of the draft law "On the prevention of domestic violence in the Russian Federation", since it is unacceptable from both a legal and a conceptual point of view

Indeed, it turns out that with the adoption of this law, the Russian Federation will enter a new era - “the presumption of guilt”. Isn't Orwell being brought to life!

The well-known science fiction writer Sergei Lukyanenko expressed his indignation on Facebook: “The project proposes to introduce in Russia a special group of guilty people in advance - family people. And there are special punishments for them! For the fact that it is not a crime and misdemeanor! The punishment will be - excommunication from the family, deprivation of property, restriction of rights and freedoms of various kinds. By the way, the possibility of reconciliation is also closed, because one of the punishments is a ban on communication.

After all, what is there now? There is criminal and administrative legislation. All possible sins are spelled out. And in these sins there is a blow on the head with a frying pan, and beating of a wife by a drunken husband, and verbal abuse and threats, and a child whipped with a belt, and sex with his own wife against her will. Everything is there, just take it and apply it! But we are offered a kind of vague “domestic violence”. What will it consist of? "Take out the trash"? "Do your homework"? “You’re not going to the party until you’ve done your homework”? “I can’t buy you this fur coat, we don’t have money”? “I won't take out a loan to buy you a car”? Everywhere there are threats of mental suffering or property harm.

That is, we get a kind of vague tool that allows us to nightmare the family based on the assumptions and assumptions of third parties. And how, even with the existing tools, criminal cases are created, children are taken out of families by guardianship and destinies are crumbling - we all know perfectly well.

But the cherry on top - to introduce this whole machine of injustice into the case does not require a statement from a beaten woman or a humiliated child (we will leave the situation of a beaten or humiliated man outside the brackets, we do not have such people go to court, but get drunk with friends or hang in the garage). All this can be launched … at the request of third parties. Neighbors. Passers-by. Anyone

Let's go further. It must be understood that laws are adopted in our country not for the purpose of protecting individuals, but for the convenience of the state. Moreover, this convenience may coincide with the interests of certain groups of people. In this case, the beneficiaries are: the LGBT community (in our country it is hostile to the traditional family, since it has no right to create its own), radical feminists (and there are almost no others), for the same reason - dislike for the traditional family, people with self-destructive aspirations to live in a family with an enemy - and to be able to blackmail him, and people with a tendency to destruction in its purest form (we will destroy everything to the ground, create a new wonderful world).

The interests of the family - a normal family, where people inevitably quarrel, swear, but do not kill each other, know how to both forgive and put up - this bill does not serve in any way.

… Well, I suppose it's not even worth talking about the fact that smart young people, primarily males, would prefer not to formalize their relationships and not have children in such a situation. So this law is needed, first of all, for those whose goal is the final destruction of modern civilization and the reduction of the population to a certain limit by Those Who Orders."

Journalist Olga Tukhanina explains from Novosibirsk: “This law is aimed at people who today not only do not fall under criminal prosecution, but do not even fall under the administrative procedure. That is, we want to punish people who, according to the current laws, are not guilty of anything, but we want to punish them arbitrarily, based on our preferences.

If the law is adopted in the form in which it is declared, a cross can be put on the Russian family. This law declares war on everyone against everyone within the family. Moreover, it equates the rights of various NPOs with the rights of supervisory authorities, the police, etc. The state gives its right to violence to outsourcing

The people who wrote all this should be publicly tried for treason …"

Archpriest Vsevolod Chaplin also points out that the bill contradicts the legal system of Russia, and behind it are Western global funds and organizations that aim to reduce the world's population. “These organizations are enemies and should be banned in Russia, and their activities should be prosecuted,” he emphasizes. According to the priest, a significant part of the economic bloc of the Government of the Russian Federation, which needs reconciliation with the West, is interested in membership in these organizations. They form a shadow state in Russia with parallel law and similar laws.

Child psychologist Irina Medvedeva believes that this time the law on domestic violence is being dragged in especially aggressively. According to the writer Nikolai Starikov, this law should be called the law on violence against the family.

Some see a clear and powerful pedophile lobby behind the pushing through of the Domestic Violence Law.

Why is such a law needed? - ordinary citizens ask themselves. - After all, in the Russian Federation there is a family code, a criminal code, a civil code. More than enough.

Every normal person, naturally, is against violence in any form. But a badly written law can do much more harm than good to people.

The new draft law decided to cross out the demographic policy of the state in recent years and completely deprive the Russian family of the future. And to deprive the country of population growth

Advertising of this law has already flashed on the first channels of Russian television. Just as simple commentators are not without reason worried, "the notorious bill will definitely be pushed through, as well as the anti-popular law on pension reform."
