Our description of the current state of the Russian gold industry shows that it can easily be torn out of the lethargy into which it was artificially thrown, and give a year not 40-46 million rubles of gold, but ten times more [82].

In addition, it is necessary at all costs to prevent the implementation of the project, now submitted to government spheres for discussion, on the granting of a concession to a foreign company for the construction of a railway from the Bering Strait to Kansk, with the right to alienate land to the area of the road; the adoption of this project will be the most cancerous and irreparable blow for our gold industry.

Thus, with the appropriate measures taken by the Government, we will have enough gold to wrest victory over Russia from international capitalism and completely pay off our debtors.

The settlement procedure for gold loans placed abroad can be as follows: all private railway companies, whose bonds are guaranteed by the Government, make payments on these bonds in paper money to the treasury; payments are made to the treasury in paper money and on 3 1/2% gold mortgage sheets of the Noble Bank, and then the treasury itself settles with the owners of the above-mentioned securities, moreover, to their foreign holders of state interest-bearing securities - payments are made in gold.

For this purpose the Government will use: a) Gold received from customs duties; b) placer gold, presented in exchange for paper money; c) gold, in Russian and foreign coins, presented to the government treasury in exchange for paper money; and d) gold received from purchases by the State Treasury through the State Bank - foreign bills on the free market, the lack of which bills, given the current state of the trade balance, is not will.

Obviously, due to the difference in the exchange rate of the paper ruble and the gold one, which will have to make foreign payments on gold loans, this difference in the exchange rate will have to be paid to the treasury; therefore, it will fall, if the current state budget is left unchanged, with a deficit on it; this deficit will be covered:

a) an increase in the receipt of indirect taxes due to the development of the national economy;

b) new issues of paper money, which, as indicated, if necessary, will be removed from circulation through internal loans.

Russia's transition to paper money will have the following results:

1) All foreign loans will stop immediately and forever, and at the same time the further enslavement of Russian folk labor and natural wealth into the power of international capital will stop.

2) If you need money in excess of the budget for public needs, then they will be obtained after discussing the issue legally, or by means of a temporary tax, or simply by issuing the required number of signs.

3) Such absurd provisions as now, when, for example, to build a road in Russia, with Russian hands and from Russian materials, we have to make huge loans in gold abroad, with payment of interest in gold, it will not be repeated anymore.

4) Russia will gradually become what it really is, i.e. the richest country.

5) In the difficult times we are going through, the country will have the opportunity to get out of the current crisis in a peaceful way and resolve the economic issues that are in turn, especially the agrarian one, in the most harmless way for all.

6) The capitalist economy, which has been artificially inculcated in our country over the past 50 years, will gradually be replaced by an economy based on the principles of collectivism and cooperation.

7) The gap between employer and employee will disappear, little by little. Any participant in productive labor will perceive himself as a shareholder in a vast national economic enterprise, whose interests are completely identical with his personal [83].

8) Thanks to the abundance of money, it will be possible to put our agriculture to the proper height.

9) It will be possible to organize all types of state insurance.

10) Items of modern budget revenues are gradually being replaced by income from capital issued by the Government for various generally useful enterprises.

11) This brings us closer to the principle of income tax.

12) By this, it will be possible to put the sale of vodka on completely different grounds, and thus gradually re-educate the character of the people

The introduction of paper money, on the basis indicated by us, will, of course, be unprofitable for private capitalism that trades in money [84]. Usury, in all its forms, will be greatly undermined by them

Russia's transition to paper money will undoubtedly also cause the loudest cries of indignation from all representatives of Masonic international capitalism

But since we will continue to pay for our foreign obligations - in gold, the introduction of paper fiat money will be ours purely household choresand therefore, of course, all these cries of indignation should be neglected

However, in this respect, the international situation, at this particular time, is developing for us in the highest degree favorable.

Each nation will produce whatever it can do at home; at the same time, of course, it will lack some of the types of goods, due to the physical properties of its territory, and others - it will be able to produce in excess.

To determine the needs of international trade, a conference will be assembled from representatives of all states. It will meet permanently.

The annual quantity of the main goods necessary for mankind can be determined with quite sufficient accuracy, and now, according to world statistics, which data is currently used by the international exchange to carry out its goals, through skillful price management.

With the general transition to paper money, this exchange will be replaced by an international conference, which will determine the needs of mankind in basic necessities, i.e. in food, coal, timber, oil, iron, etc. and in the objects of manufacture, after which the allocation of the amount of this or that quantity of goods necessary for international exchange will be made between the nations, in exactly the same way as now, but with a different purpose, this allocation is made by the leaders of trusts and stock exchanges.

Immediately, by mutual agreement, prices will be set for everything, mutually compensating each other. If, with this setting, the prices of some products turn out to be not entirely consistent with the prices of the domestic market of the country where they will be imported, then the governments of these countries will regulate them, simply by discarding their known cost, at the expense of the budget.

In any case, this will be more profitable than the current export premiums for some products, and most importantly, immeasurably more profitable than the maintenance of modern armies and navies, which are necessary in the current relationship of peoples, unconsciously living according to the secret laws of gold.

At the same conference, the actual turnover of trade for the previous year will also be considered. Undoubtedly, they will always deviate somewhat from the norms according to which their size was established by the preliminary allocation.

This will be taken into account when setting up and determining prices for the next year; thus, the mutual distribution of the main types of works of different peoples - will be constantly regulated.

All customs rates that so lower the cost of human labor and are almost exclusively a means of preventing the outflow of gold from the country will, of course, disappear, since the main source of all human misfortunes - the false idea that gold can be money - will disappear.

Thus, by changing the monetary system and transforming gold from money into an ordinary commodity along with others, mankind can reach the next stage of its economic evolution, and that peaceful era of the world economy will come, the inevitability of which Maxim Kovalevsky spoke of back in 1899 [85] …

Money will be only paper banknotes of each State, and the ratio of the value of banknotes of different countries, based now on their value in gold, will probably be fixed at the very first meeting of the conference.

Of course, all settlements in international trade will be made with this paper money; they can then be presented at a conference for mutual redemption, and those receiving surpluses in one direction or another will be covered by the corresponding amount of goods.

The principle of free trade and the determination of prices depending on supply and demand, which so skillfully covers the strikes of the leaders of the trusts and the great masters of the Freemason lodges, will gradually be replaced by the principle of determining the amount of production in accordance with the satisfaction of the needs of all mankind.
