There are a lot of kind people who want to save Lake Baikal from the construction of a Chinese water production plant. There is a desire, but not everyone understands how they, not being on the scene, can help this property of Russia.

Earlier in the article “Lot # 1 - Baikal. Sales . I wrote about the need to vote in a petition against the construction of the plant, as well as send a letter to the President of Russia.

It was decided to add two more to these actions. Below, for all those who are not indifferent to the situation with the construction of a plant on Lake Baikal, I provide a complete algorithm of actions that will help stop the construction of a Chinese plant on Lake Baikal.

Namely, information on how:

1) Send an appeal to the Ministry of Natural Resources and Ecology of the Russian Federation.

2) Send an appeal to the Nature Protection Interregional Prosecutor's Office of the Baikal Territory.

3) Vote on the petition.

4) Send a letter to the President of the Russian Federation.

And all this without leaving your home if you have access to the Internet

1) Send an appeal to the Ministry of Natural Resources and Environment of the Russian Federation

The Ministry of Natural Resources and Environment considers applications received in electronic form in the same manner as those sent by mail.

In a situation where we are against the construction of a plant on Lake Baikal, it is necessary to send an appeal on the website of the Ministry of Natural Resources on two topics: corruption and environmental protection.

The procedure for drawing up an appeal on the topic of "corruption":

  • We fill out the appeal form (the text of the appeal is attached to the article) here.
  • Select the field of reference "Water resources".
  • Fill in all required fields of the electronic form.
  • Confirm agreement with the rules of citizens' appeal by ticking the appropriate box.
  • Click on the "Send" button.

The procedure for drawing up an appeal on the topic "environmental protection":

  • We fill out the appeal form (the text of the appeal is attached to the article) here.
  • Select the field of reference "Water resources".
  • Fill in all required fields of the electronic form.
  • Confirm agreement with the rules of citizens' appeal by ticking the appropriate box.
  • Click on the "Send" button.

TEXT TO BE INSERTED INTO THE CONTACT FORM BY BOTHTOPICS:

Dear Ministry of Natural Resources and Environment of the Russian Federation, I ask for your help!

On the shores of Lake Baikal in the Slyudyansky region, they are going to build a Chinese plant for bottling drinking water. The plant's products, in the amount of 80%, will be supplied to China. 99% of the plant's shares are owned by the Chinese company Daqing Water Company Limited Liability Company Lake Baikal. 1% belongs to the Russian woman, the director of the plant - Olesya Mulchak.

There is a situation in which a foreign company will take our gifts of nature and send them to their homeland. Even if it is for money. I think this is not acceptable. Moreover, scientists confirm that the construction of the plant will cause significant damage to Baikal, which already suffers from environmental problems.

The director of the future plant, Olesya Mulchak, in 2013, together with her husband, a citizen of the People's Republic of China, Sun Jenjun, was arrested in the case of smuggling timber abroad - to China. Then she was the director of the Sibtrade company. According to the Ministry of Internal Affairs, an international criminal group in which they were members organized a network of companies that imitate the legitimacy of logging and sawn timber, which were later exported to the PRC.

I am confident that:

- building permits were issued through corruption;

- the wetland massif Talovskie lakes with adjoining bogs was deliberately included by the local authorities in the composition of the "settlement lands", for the possibility of its development;

- the ecology of Lake Baikal will be damaged, since the Talovsk bogs are located on the site for the construction of the plant, where, during migration, migratory birds make a stop, and some even nest;

- an organization headed by such a manager will not comply with environmental standards and not the declared volumes of products will be supplied to China, but many times more.

Pay attention to the information about Talovskie bogs. Those interested in the construction of the plant on Lake Baikal argue that they are not specially protected natural areas, and this is a "green light" for the development of these lands.

If these territories have not yet had time to pass confirmation of their uniqueness, this does not mean at all that this is not so. Next, I'll explain why.

In the book "Unique objects of wildlife in the Baikal basin" (publishing house "Science", 1990), the section "Ornithological monuments of the Baikal depression" contains information about the "Lake-bog complex at the mouth of the river. Talaya (section from Kultuk village to Shamansky cape) ". Its high ornithological value is emphasized. It is proposed "to include it in the Pribaikalsky National Park with a buffer zone regime."

In the same book, in the section “Proposals for optimizing nature protection in the Baikal basin”, there are recommendations on the allocation of specially protected natural areas for the protection of the flora. They mention “Talovskie lakes with adjoining bogs. The section from the village of Kultuk to the mouth of the river. Pohabikha .

I affirm that this area has something to protect in terms of fauna and flora. Swamps are part of the Central Ecological Zone of the Baikal Natural Territory. It prohibits the development of natural areas. But someone has included a vast wetland area in the composition of the "lands of settlements." And this is now the reason for the possible construction of the plant.

To extract water, it will be necessary to lay pipelines along the lake with a length of more than 3 kilometers. This invasion cannot but do harm.

I want to preserve Lake Baikal for future generations. On this topic, I have already sent an appeal to the President of Russia, and also voted against the construction in a petition on the change.org website.

Now I ask for your help. Please check the location for the factory. Make sure these lands are designated as Specially Protected Areas. Make your contribution to the safety of the heritage of our country - Lake Baikal.

Help stop this chaos and preserve the heritage of our country.

2) Send an appeal to the nature protection interregional prosecutor's office of the Baikal Territory

The procedure for drawing up an appeal to the prosecutor's office:

  • We go to the Internet reception here.
  • At the bottom, confirm with a "tick" the agreement with the terms of use of the form for sending the application electronically.
  • On the page that opened, select the first item: "Baikal Interregional Environmental Prosecutor's Office".
  • Paste the text into the case field.
  • Click on the "Send" button.

Make your contribution to the safety of the heritage of our country - Lake Baikal. Help stop this chaos and preserve the heritage of our country.

TEXT TO SEND TO THE PRESIDENT:

Dear Vladimir Vladimirovich, I ask for your help!

The plant's products, in the amount of 80 percent, will be supplied to China. Scientists confirm that the construction of the plant will cause significant damage to Baikal, which already suffers from environmental problems.

It is extremely alarming that the director of the plant, Olesya Mulchak, in 2013, together with her husband, a citizen of the People's Republic of China, Sun Jenjun, was arrested in the case of smuggling timber abroad - to China. Then she was the director of the Sibtrade company. According to the Ministry of Internal Affairs, an international criminal group in which they were members organized a network of companies that imitate the legitimacy of logging and sawn timber, which were later exported to the PRC.

Such a person should not be expected to comply with environmental standards. As well as the fact that the declared volume of products will be supplied to China. I am also confident that the building permits were issued through corruption. And I ask you to check the legality of these permits by the prosecutor's office in the person of the Prosecutor General of the Russian Federation Yuri Chaika.

I also consider it completely unacceptable that the plant is practically foreign - 99% of the shares belong to the Chinese company Daqing Water Company Limited Liability Lake Baikal. The legal representative is Ju Guofa. Is it permissible for a foreign company to take our gifts of nature and send them home? Even if it is for money.

Please, pay attention to the information about Talovskie bogs, where they want to build a plant.

In addition, local residents will be blocked from accessing the lake, people will not be able to fish. The plant can cause irreparable damage to this place and the entire Baikal!

Mr President, you know that Lake Baikal is a unique place! Its special microclimate facilitates the migration of many species of migratory birds, including rare ones. There is no such diversity in any other point of the Irkutsk region. Scientists say that the site for the construction of the plant deserves protection and recognition as a natural monument. But this is not the only plant on Lake Baikal.

Help stop the construction site on the lake.

Help to preserve the heritage of our country.

All hope is on you.
