Already in 1997, Professor Burlakov very clearly described in what ways our science was destroyed. Why thousands of Russian inventions were not implemented in the homeland. What documents prescribed the methods for the destruction of Russian science and its carriers.

The public association of researchers and journalists, known to readers of Trud as the Phenomenon commission, is creating a unique information bank. It collects any (even the most incredible and fantastic) ideas and discoveries that are not recognized by modern science. A special archive already contains drawings of a "time machine" and an anti-gravity engine, calculations of a power plant operating on the energy of an artificial tornado, a description of biotechnologies that make it possible to create drugs with extraordinary properties, and much, much more.

Here are just a few "storage units" of the "phenomenon" information bank:

- A special coating that reduces the drag forces of moving objects. If it is applied to the wings of an airliner, the flight range will increase by almost a third. Protected by a patent.

- A unique battery that can be stored in a charged state for up to 10 years without loss of performance. Recharges easily and quickly, like a rifle bolt - a simple mechanical replacement for a spent anode. Protected by a patent.

More than 500 scientists, engineers and inventors working in the field of alternative energy are already registered in the Phenomena bank.

Nuclear and hydroelectric power plants provide only a small share of the total electricity production. Solar, thermal and wind installations also obviously cannot replace oil and gas. In such a situation, it would seem that the state should show an increased interest in any new ideas related to energy production. However, as the selective analysis carried out by Phenomenon has shown, none of the eighty random (already patented!) Developments in the field of energy production and energy saving are not only not implemented, but not even tested.

What can we say about completely innovative works!"

After reading Igor Tsarev's article "It's just fantastic" in the Trud newspaper, I thought that probably, just like the author of the article, most people, of course, experienced two feelings: admiration for the inventions made by the creative genius of people and bewilderment about that these inventions "are of absolutely no interest to anyone" except for a small group of naive journalist-enthusiasts.

I thought with regret that I was absolutely deprived of the opportunity to experience the same simple and naive feelings about this. First of all, I cannot experience naive admiration, because I know: discoveries and inventions in the field of alternative energy, and in general in fundamentally new directions, are by no means 500, but at least 10 times more, and they were made in Russia. As for the surprise at their "lack of demand", here I have even less opportunity to experience simple and immediate feelings, like the author of this note, because, due to my professional duties, I have been dealing with these very issues for a long time.

All this can be considered a necessary literary preamble to what I will present below.

The second half of the twentieth century passed under the sign of the confrontation between the two superpowers - the USSR and the United States, which extended their influence over a significant part of the political map of the world. In terms of its intensity, tension of resources and intransigence, this confrontation had the character of a world war; it went down in history as the Cold War.

The spectrum of confrontation in the Cold War covered practically all spheres of social life - from propaganda, which creates an image of an "evil empire" for the enemy, to a tense arms race, exhausting the enemy's economy and aiming to create a strategic advantage. However, the parity of technologies in the field of weapons and the colossal destructive power of nuclear missile forces made the outcome of a direct armed conflict unacceptable for the United States: in the event of a massive thermonuclear strike, the territory of North America could turn into a radioactive desert.

Under these conditions, the stake was placed on secret methods of "internal decomposition" of the enemy's scientific and technical potential. The success of this dirty war was facilitated by the illusory and deceitful ideology on which the internal policy of the Soviet Union was built, giving priority to abstract ideas to the detriment of national security. Taking this policy into account, NATO think tanks have developed a concept of subversive activities aimed at weakening (and subsequently completely eliminating) the intellectual potential of the USSR.

In 1991, the author of this article came across a copy of a document under the general title "Silver Key", which is a set of instructions for various kinds of "foundations" and "scientific societies" deploying their activities in the Soviet Union. This very curious manuscript contains a section containing methods of suppressing intellectual potential, and I will give here some "recommendations" from this document so that the reader has no illusion that what is happening in our country is simply the result of the incompetence of officials from science or an unsuccessful course economic development.

With the pedantry inherent in the compilers of such documents, each paragraph of the instructions is provided with its own subheading, and we provide an almost literal (line-by-line) translation of some of the paragraphs of this document:

False aim - a false aim, … It is very important to impose false orientations of scientific research on the enemy. To do this, you can use the "advertisement" of a particular scientific theory, the concept of technological development, research methods. By defining the enemy in the wrong direction of research (or the deliberately unattainable goal of this research), it is possible to neutralize the work of entire research teams (Laboratories, Design Bureau, Research Institute).

The false goal set for the research team (or even for the whole industry) is an effective mechanism for deadening the financial and material resources allocated for scientific and technical development … Along the way, this discredits a specific research team in the eyes of the authorities …

Incorrect research methodology leads to the "conservation" of a promising scientific idea and is capable of throwing off an adversary in a particular industry for years (and even decades) …

Leaders of scientific collectives, who, as a rule, have little understanding of a specific topic and carry out only general (party) leadership, are the most susceptible to psychological treatment. However, this does not deprive them of the ambition of a "great scientist", whose every word should be perceived by the team as a guide to action … publications - this ties co-authors to a specific scientific direction. Even if in the future the scientific inconsistency of this direction becomes obvious, the "co-author" will still defend it, using all (in particular, administrative) possibilities …

There is nothing to add to this, you can only illustrate this technique in action on specific (large) examples.

Here, perhaps, it is necessary to cite banal, but necessary facts that, apparently, every person knows, but due to their non-systemic perception, that is, outside the context of everything that happens, he ponders little over them.

And you need to think. "… Gas remains on the planet for 22 years, copper for 21 years, lead for 21 years, gold for 9 years, mercury for 13 years, tungsten for 2 years." (Data of the Institute of Materials Science of the Academy of Sciences, newspaper "Komsomolskaya Pravda" for May 8, 1988).

"… Oil remains only for 30 years …". (Data for 1984, - the book "More than enough?" Publishing house "Energoatomizdat", Moscow, 1984.)

"… In 17 years silver will run out, in 19 - zinc". (Publishing house "Kiev", 1990).

And so on, in relation to all other irreplaceable raw materials that are completely irreplaceable for the life of modern civilization. Here we would like to draw your attention to the fact that in reality the main irreplaceable raw materials on the territory of modern Russia lie up to 60% of all world reserves, and the above figures are already the arithmetic mean, that is, our 60% are combined with the remaining 40% and divided into the needs of the entire population of the globe, without our knowledge. But even so, all the irreplaceable resources, united and divided by the needs of the entire population of the earth, will last no more than 25-30 years.

Returning to the pragmatic presentation of the topic, it is necessary to say the following.

In the context of the depletion of traditional energy carriers (oil, coal, gas) and the environmental unreliability of nuclear power plants, the development of thermonuclear installations is considered a strategic direction in the scientific and technical search for new energy sources. In the early seventies, Soviet science achieved significant results in this direction, having created unique installations that hold incandescent plasma for a considerable time in toroidal magnetic fields. Our science has come close to a controlled thermonuclear reaction, far ahead of Western competitors. And then a powerful propaganda campaign was launched to discredit the very idea of toroidal magnetic installations. In the scientific and pseudo-scientific press in the West, venerable physicists have argued that cyclic magnetic fields cannot hold a plasma heated to millions of degrees, and cited calculations and theoretical considerations. And the goal was achieved! High officials from science believed the foreign "authorities". Despite the obvious successes of the experiments, the program of controlled thermonuclear reactions was frozen and later on altogether curtailed. Well, what about the Americans? Twenty years later, they resumed research on controlled thermonuclear reactions, which we stopped in the early seventies.

Another, even more striking example relates to research in space. No one doubts the success of Soviet manned cosmonautics, and this especially concerns the creation of a permanently functioning near-earth manned station. In this direction, our science was ahead of the space leader of the West - the United States - by decades. Carried away by the seemingly spectacular, but essentially unpromising (due to a number of economic, technological and environmental reasons) idea of "space shuttles", the United States in the first half of the eighties was clearly losing the space race to the Soviet Union. And then the specialists of the "psychological war", using all the levers of influence (up to the banal bribery of those on whom decisions on space programs depended) pushed the USSR to adopt its program of creating a "space shuttle", diverting material and intellectual resources from the programs of constantly functioning inhabited orbital stations. The Buran was born, but a number of promising space programs were frozen.

Now the United States is on our way with the Alpha Manned Orbital Station project. But here, too, it was not without a grandiose deception. The United States offered Russia a joint project of the Alpha station, and when we handed them over decades of technology, the US Congress proposed to exclude Russia from the Alpha project due to financial insolvency. It is difficult to imagine great arrogance!

Incidentally, the success of the scientific and psychological sabotage with the "space shuttles" gave rise to an even more colossal bluff from science cheats from the shores of the Potomac - a fable called "Star Wars" by Ronald Reagan was launched into development. And the Soviet rulers, frightened by computer cartoons, decided to surrender to a bluffing actor from politics.

Another section of the above document is called Our leader - our leader. In this section it is prescribed in each scientific school, in each research team, for each promising area of research to "create its own leader." In this document, a person who is oriented toward “Western values” is assumed to be “his leader”. The spectrum of this concept is quite wide: from nationality (it is desirable that it be at least non-Russian - E. T., an account in a western bank and a residence permit, say, in the United States).

The authors of the aforementioned document suggest different ways of promoting "their leader" - the green street for his scientific publications in Western journals of these ways is the most innocuous.

"Your leader" is a very useful figure. He can promptly advise when choosing a direction or research methodology (an important element in the False aim organization), he can, on occasion, stop an overly nimble novice researcher, whispering to anyone that the research carried out by this researcher is of no scientific value and, in general - this is some kind of nonsense, or delay the publication of the article. The field of activity of "their leader" in science is very wide.

The "Our leader" technique has long been tested by masters of behind-the-scenes shenanigans and pseudo-scientific fuss. Suffice it to recall how the author of one article on the theory of space-time (practically containing no new results and largely repeating an earlier article by A. Poincaré) was elevated to the pedestal of "the creator of the most revolutionary theory" and "the genius of physics of the twentieth century." Albert Einstein fully repaid his benefactors: the novice physicist from Konigsberg Theodor Kaluza sent Einstein in 1919 an article on the five-dimensional theory of space-time for presentation in the "Bulletin of the Berlin Academy of Sciences". The "genius physicist" delayed the publication of this article for three years, ruining his scientific career for the Konigsberg assistant professor. But later, Einstein himself published several articles on the five-dimensional theory, and Kaluza's ideas were intensively developed only in the eighties.

There is no doubt that if a person with a suitable surname were among the pioneers of quantum theory, then through the efforts of the "popularizers of science" it was he who would be elevated to the rank of "creator" of the second revolutionary direction of physics in the twentieth century. Alas, Heisenberg and Schrödinger were not suitable for this role, and the quantum theory was left without a "leader".

Now academician S. P. Novikov, who has received a residence permit in the United States, continues to lead one of the departments of Moscow State University from overseas and sends from America "his opinion" to whom to award and to whom not to award the state prize of Russia.

And one more recommendation in the above document.

Spoilt weapon - spoiled weapon. In this section, its users (the head of "societies", "foundations", "academies") are invited to concentrate their efforts on the introduction of "market" methods of science management. With undisguised cynicism, the drafters of the document argue that Russians who do not have stable "business" skills will simply be overwhelmed by the unbridled elements of the market. Money is a tainted weapon with which the Russians will lose the strategic battle for scientific leadership, the authors of the recommendations say. Money will help to buy up scientific ideas and technological developments in the bud, money will close the road to big science for "undesirable elements", turning the Russian nation into a backward mass of small traders, money will give the key to possessing the material and intellectual resources of a devastated country.

In general, the "market economy" is the lever with which analysts from the shores of the Atlantic and the Mediterranean dream of establishing a new world order, the idol of which will become the Golden Taurus. Under the sign of the Golden Calf, the United States of America managed to implement the well-known plan of the former CIA chief Alain Dallas - a plan of disintegration from within a great power. "Democratic transformations" and the separatist movements of the regional nomenklatura, which had shaken and undermined the institutions of the central government of the USSR, were paid for in dollars, marks, and pounds.

The first act of the tragedy called the "new world order" ended with the signing of the Belovezhskaya agreement on the division of a single state into "independent" republics, which cut the fate of the Russian people, tore apart the single economy and divided the powerful armed forces capable of resisting any aggressor into a number of incapable national armies more reminiscent of bandit formations.

For the sake of justice, it must be said that Russian President B. N. Yeltsin was against the "Belovezhskaya agreement", but the threat of the dictatorship of the communists forced him to sign this agreement, with the obligations of the Ukrainian, Belarusian and Kazakh parties to restore a single state, immediately after the elimination of the communist putsch.

As you know, Kravchuk, Shushkevich and Nazarbayev deceived Yeltsin. But two are no longer in the political arena, and the Russian president is trying to fix what happened in 1991 on a fundamentally new basis.

But back to the topic. The US President did not hide his pride in winning the Cold War when he said that America has now become the world's only superpower and must take on the role of establishing and maintaining a "new world order."

This new order, of course, should be based on the value system of the American way of life, where the Golden Calf leads the pantheon of idols of the religion of money-grubbing, violence and shameless exploitation, disguised as demagogy about democracy and human rights.

However, NATO strategists are well aware that Russia potentially remains a superpower and in the near future, having overcome temporary economic and political difficulties, may again become a formidable rival to the United States on the path to world hegemony. On the eve of this new (and, obviously, decisive) confrontation, the most urgent task for the West is to build up its scientific and technical potential and, most importantly, suppress the potential of its future adversary.

That is why the "secret war" against the intellectual potential of Russia is not weakening and is acquiring an ever more fierce character. To the traditional methods (set forth, for example, in the document mentioned above), methods of direct influence are added: the penetration of Western specialists into the space and nuclear programs of Russia, the intensive purchase of advanced technologies and developments, the massive espionage activities of the Western special services under the cover of various "funds" (such as the Soros Foundation), the intensive destruction of the education and science system under the guise of recommendations for "improving the economy" and even the direct destruction of the most promising scientists and specialists - all these are links in an invisible war against a resurgent Russia.

The picture we have described of a secret war in science would be incomplete if one does not mention one of its characteristic features. The main direction of this dirty war, its main vector, is precisely subversive activity against the intellectual potential of the enemy, and not at all the development of one's own scientific and technical potential. This can be illustrated by the creation by Western "analytical centers" of special banks of ideas and technologies. Such banks accumulate various promising scientific developments, ideas and theories that remain unclaimed in them, without further development and implementation.

There are two main reasons for this. First, the scientific elite of the West is often not only unable to use this or that theory or scientific idea, but is not even able to understand the inner meaning and dynamics of its development. In this case, the idea is subject to obstruction and ridicule. Using the gigantic propaganda apparatus, it is not difficult to instill in the "scientific community" the conviction of the absurdity of one or another scientific theory. So, according to the apt remark of the wise Russian fabulist: "No matter how useful a thing is, not knowing the price for it, an ignoramus about it, every bad thing tends to do it. And if an ignoramus is more knowledgeable, he also drives her away …".

A typical example here is the "Theory of Time" by the brilliant Russian astrophysicist Nikolai Aleksandrovich Kozyrev. This theory opens up prospects for fundamentally new sources of energy and methods of transferring information. However, from the side of Western astronomers and physicists, Kozyrev's theory was immediately subjected to violent attacks and ridicule, and the author was placed in the position of an outcast in the scientific world. There are dozens of similar examples.

This state of the Western scientific elite is not accidental: it was formed from "high society" - the descendants of usurers and merchants who imposed the spirit of profit and "the values of the free market" on the civilization of the West. And the spirit of acquisitiveness killed the creative power of knowledge. Because you cannot serve both God and "Mammon".

There is another, deeper reason for the destructive development of Western science. Whatever the apologists of new paganism, worshiping the Golden Calf, say about the ideological confrontation between East and West, “totalitarian empire” and “free world”, the cause of the Cold War was the redistribution of living space and, as a result, revision of the results of World War II. The society of exorbitant consumption of the "civilized" West needs sources of raw materials, energy resources, cheap labor, landfills for radioactive and toxic waste far from the prosperous cities of the West, and landfills for the location of environmentally hazardous industries. Western civilization has turned into a vampire, sucking the life juices of other peoples. Analysts of the "free world" see Russia as the main victim.

However, at the end of the twentieth century, the global living space of the planet is rapidly shrinking due to the exorbitant expenditure of the "civilized countries" of the Earth's irreplaceable resources. There are two fundamental ways out of this historical impasse. The first way involves a radical reduction in the population of people and the establishment of global control over the activities of all mankind. This path is proposed by the West and in a veiled form voiced and promoted by organizations such as the Club of Rome, the Union of Concerned Scientists, and similar "neo-Masonic" and paramasonic organizations. These "clubs" and "unions" directly propose introducing "family planning", "putting under control (whose?) Spending of the world's (!) Resources", and introducing a "new ethics of human relations." They appeal to "the help of world business and industrial leaders", "the governments of developed countries", "the world community … politicians" (From the appeal of the "Union of Concerned Scientists"). In short, the West proposes to establish a New World Order where, of course, the leading role of the "rulers" is assigned to the "elite of merchants and usurers" - the rest of the people represent only human material for building this "order" or subject to forced reduction.

Another way out of the resource-energy dead end of civilization presupposes the unlimited expansion of Mankind into the Universe. Such expansion is possible with the use of the latest scientific achievements.

But this requires a certain creative potential, as well as human, territorial and natural resources, which only Russia possesses in the required amount. Although Russia's opportunities are exceptional, they are potential at the same time. And for the realization of potency, Will is needed! National Will! The will is necessary in order to ensure the path of development of Russia, independent of the dead-end Western Civilization, by mobilizing for this the exceptional potential that we have. To achieve this goal, it is necessary to realize this by society, plus the political accumulation of the most strong-willed, capable part of it.

However, with such a development of Human civilization, the degenerating "elite" of the West will lose their leading positions based on the total power of trade and money.

These two paths of development of Mankind correspond to two states of the Spirit: the antagonism of the cult of acquisitiveness and freedom of creativity. In this global confrontation of Russian civilization, it is precisely the freedom of creativity that is inherent: "Where the Spirit of the Lord is, there is freedom."

The history of Mankind has already experienced similar crises. This is evidenced by the most ancient monuments of the civilization of our ancestors, scattered over the vast expanse of Eurasia. In later times, at the turn of modern times, when Europe was suffocating, entangled in a network of bankers and usurious offices, and monarchs and influential nobles were indebted to "modest financiers", the Portuguese prince Enrique (nicknamed the Navigator) began to send caravels to the Ocean. The immense world of overseas countries opened before astonished Europe, and the flow of gold broke the usurious bonds that entangled the sovereign princes and monarchs. Europe came out of the crisis of "closed living space" through external expansion and achievements of scientific and technical thought (then it was geography, shipbuilding, navigation, astronomy and cartography).

The current resource and energy crisis is, of course, incomparable in depth and scale with the previous crises of "closed living space". An unprincipled way out of it - in the free development of "creative energy", and not in the market element of monetary magnates trying to impose a new world order on Mankind changed the usurers.
