With the collapse of the Soviet Union and the establishment of a unipolar model, US foreign policy moved to the establishment of world hegemony and global domination in all spheres from politics to culture.

In the 1990s - early 2000s, unrestrained by the communist bloc, the aggressive policy of the Americans gradually implanted its own rules of the game in many countries of the world, broadcast its own Western values, destroyed national economies, turning them into its raw material appendage, disdained cultural and confessional peculiarities of the region.

In the event that local political leaders tried to resist or simply did not fit into the US coordinate system, they quickly shifted.

In various parts of the world, "color" revolutions swept along the same type of scenario, as a result of which the ruling elites were overthrown and statehood was destroyed.

The domination of the United States over a number of sovereign states, interference in their internal affairs, coupled with the official statement of the American president about the exclusiveness of his nation, speaks of a new trend in world politics - a neo-colonial redistribution of the world, in which only one power wants to become a colonizer.

To implement the set tasks, a whole range of complex, multi-level technologies of a network nature are used. Yugoslavia, Georgia, Iraq, Tunisia, Egypt, Libya, Ukraine - this is not a complete list of countries in which such technologies were applied, plunging these states into the so-called "controlled" chaos.

A distinctive feature of modern geopolitics is indirect interference in the internal affairs of another power, and a consistent, latent impact on its weakest aspects of life, followed by their aggravation, which leads to a destabilization of the situation. With such a "soft" influence, significant success is achieved with a minimum expenditure of funds in resources and an external illusion of the organizer's innocence to the flaring chaos is provided.

Directed chaos and a new world order

The technology of "controlled" chaos was borrowed by Americans from the field of natural sciences and transferred to the social sphere back in the 1970s, when the book Order from Chaos was published in the West. A new dialogue between man and nature”. In this book, made mainly on the material of physics and chemistry, chaos was considered as a consequence of the dynamic instability of complex systems.

The fundamental idea of the work was that chaos has not only destructive power, but can become a source of order. In the 1980s. in America, technologies for destabilizing the economic and social life of countries that were of interest to the United States began to develop. The directors of "controlled chaos" themselves strove to keep the chaos under control, creating a new order in their own interests.

The technology of "controlled" chaos was created in the US state of New Mexico at the Santa Fe Institute, located in the town of the same name near the US nuclear center. The institute was founded in 1984 under the auspices of the Pentagon and the US Department of State and was supposed to adapt the theory of "controlled" chaos for applied geopolitical purposes.

Under the patronage of the US State Department, "crisis monitoring and management groups" of political processes were created, without which, according to experts, the military-political conflicts in Karabakh, Tajikistan, Bosnia and Herzegovina, Kosovo and other "hot spots" were not without. The chaos geopolitics is based on the works of a number of well-known Western researchers.

Among them, an important place is occupied by the work of Gene Sharp, founder of the Center for "Nonviolent Action as a Way of Waging War." He became famous throughout the world for his books on the theory and practice of nonviolent struggle. Among these works, the most popular are: "From Dictatorship to Democracy" and "198 Methods of Nonviolent Action", which have been translated into dozens of languages and are used as practical guides in organizing "color" and "velvet" revolutions around the world.

The technology of "controlled" chaos is a complex systemic mechanism, the elements of which are interconnected in the most bizarre way with each other, and the results of its application can have a multi-vector variation in their development. Such technology, regardless of the region of application, uses the following elements: information warfare, cyber attacks and espionage, corrupt government, incitement of interethnic and interreligious conflicts, the promotion of various kinds of sectarianism, the spread of false values and the erosion of the national and cultural foundations of the people.

The goal of "soft" aggression is to reformat inconvenient states, restructure mass consciousness, reduce citizens to resistance and self-organization, and form a society with an erased memory.

Breakdown of the cultural and semantic code of the nation

Analyzing the technology of "controlled" chaos as a global threat to the modern world order (a number of experts are already equating this technology with weapons of mass destruction), it is necessary to highlight the main stages of its application in practice.

So, at the first stage of the implementation of this technology, massive and purposeful work is carried out to replace the cultural and semantic code of the nation, and false values are disseminated and implanted. Under the guise of beautiful ideas of freedom, liberalism, democracy and tolerance, the foundations responsible for the integrity of the social system are washed out of the consciousness of the nation.

The main emphasis in the promotion of such ideas is primarily on young people and middle-aged people, since, on the one hand, they are more susceptible to informational influence, on the other hand, it will be easier to bring these categories of the population to rallies and protests if necessary.

Therefore, the main task of the authors of "controlled" chaos is to establish control over the education system, change curricula for schoolchildren and students, and distribute "correct" textbooks written in accordance with the desired concept. Such textbooks should not only break the uniform system of students' knowledge, but also tarnish the national history of the people.

School textbooks on the history of Russia, published with the support of the Soros Foundation and actively disseminated in the first decades of democracy in Russia, can be a striking example. These history textbooks are overflowing with an insane number of mistakes, fictions and quite openly inspire schoolchildren that all the inhabitants of Russia are flawed people, that the whole history of the Fatherland is a chain of failures and shame, and the role model is, of course, the Western civilization of the "consumer society" [6].

As noted by the chairman of the Russian Historical Society, Professor V. V. Kargalov: "In these" textbooks ", the single cycle of Russian history is deliberately violated, which" dissolves "in the history of civilization." In other cases, history can be mythologized, as happened with textbooks in Ukraine, on the pages of which a new ethnic community of the Ukrs, unknown to science, appeared, and the Zaporozhye Cossacks allegedly began to appear in the Bible itself.

Another powerful channel of influence on the consciousness of society is the media, a restructuring of mass consciousness and worldview is being carried out through the rigid influence of modern means of manipulation of the entire spiritual sphere of a person using information and socio-cultural technologies. The screens constantly exaggerate the same type of shows, advertising of goods and services, propaganda of indiscriminate consumerism and hedonism.

Complex problems and intelligent transmissions gradually disappear from the broadcasting grid or are driven out at night. All this for a long time leads to the dullness of the nation, the uncriticality of its thinking and easy suggestibility.

A special place is given to fostering a sense of tolerance, as an inability and unwillingness to resist external influences, a submissive willingness to accept any ideas and stereotypes of behavior and equate them with their national values. Tolerance itself is introduced into the rank of a fetish, a disrespectful attitude towards which will inevitably lead to hanging a humiliating stigma and becoming an object of ridicule.

This is a full-fledged world information and psychological war, during which the destruction of the culture of solidarity is achieved, the widespread introduction of the cult of money and social Darwinian stereotypes in the idea of a person and society.

Thus, the ability of large masses of the population to resist, self-organize and develop sharply decreases. All this creates a specific environment for a relaxed national spirit that denies the state and national cultural traditions. It is in such conditions that all kinds of extremist movements feel very comfortable.

After the public consciousness is softened and filled with alternative meanings and values (often consumption values), the authors of “controlled” chaos proceed to the second stage of the implementation of their technology. Through the media, various institutions and the results of sociological polls, the idea of the political inconsistency of citizens is actively broadcast.

In society, ideas are constantly being circulated that the election results are already predetermined long before they are held, political parties and movements for the most part have a fake character, corrupt officials play a significant role in the management of all spheres of the economy and public life, and public organizations have practically no influence on social processes, the state did not provide normal living conditions for its citizens, basic constitutional rights are not respected.

In real life, the listed points are also confirmed, which only enhances the effect of the impact on human consciousness. All this leads to political absenteeism, apathy and disappointment of citizens. In psychology, this situation is called "learned helplessness."

The second stage: the strategy of "learned helplessness" and depopulation

If a person is placed in a situation of forced helplessness, where nothing depends on his decisions and actions, the person will soon learn this helplessness and stop doing anything.

The opposite result of feelings of helplessness can be revengeful aggression, which pushes citizens into illegal actions. The mechanism of collective irresponsibility is triggered, expressed in the following formula: "Why is it possible for an official, but I cannot?"

Ideological pluralism (as permissiveness), erosion of moral principles, a sharp increase in material demands, primarily among the elite, loss of control over the economy - all these are components of "controlled chaos" leading to the main result - the dismantling of currently existing national states, traditional cultures and civilizations.

The technology of "controlled" chaos "at the first stages of its implementation can achieve a demographic result - a decrease in the population size, which is not of interest to the organizers of the new world order.

Thus, liberal economic reforms in the post-Soviet space led to a demographic catastrophe, reducing the birth rate and causing a jump in mortality. Sexual revolution, propaganda of hedonism and consumerism, individualism sharply reduce the birth rate.

Social Darwinism and indifference to the distress of their neighbors deprive people of the will to live and spur mortality. The formation of a huge social bottom of the poor, homeless and homeless children has created an insatiable mechanism for a kind of "euthanasia" - these categories of people die quickly. And the "bottom" draws in all the new contingents.

Bringing out new elites

In parallel with the formation of political absenteeism and the erosion of the cultural and civilizational foundation of the nation, the organizers of the "controlled" chaos are starting to implement the third stage of their technology - seizing the levers of economic regulation and growing within the country the economic elites controlled by them.

This task is carried out through the active introduction into the country's economy of transnational corporations, transnational criminal syndicates, supranational bodies and organizations controlled by the initiators of the launch of controlled chaos technologies. Most often this happens through the globalization of economic processes, the pulling of the nation state into various international economic organizations, in which it will never become a full participant.

The results of the analysis of economic analysts show that the economic growth of leading countries is achieved not through the development of production, but through the redistribution of wealth between powerful states and countries of the "third" world. This is achieved with the help of a sharp weakening of the nation state (usually after dragging it into a debt trap), privatization and purchase of all types of national resources, including natural resources.

At the same time, under the pressure of international financial institutions, the nation state also begins to serve as an instrument of such globalization - first of all, by carrying out privatization and cutting spending on social needs and on maintaining such national systems as science and culture.

To achieve the maximum possible result at this stage, it is necessary to form a group of liberal-minded managers within the country, both in the field of public administration and in the field of big business. And no matter how wealthy these individuals are, they are just the performers of the global network game.

According to experts, people who form the highest economic class of the modern world do not live in their own countries, but in five-star hotels and gated residences, and their common interests are provided by private mercenary armies. The new global class of owners and managers confronts societies divided by state boundaries not only as a simultaneous owner and manager, but also as a global, that is, an all-encompassing structure.

This ruling class is not firmly attached to any country or social group. The key part of the liberals sees themselves as part not of their country, but of the global ruling class. By virtue of its transnational position, it opposes its interests to weak states and any national and cultural self-identifying community as such.

According to M. Delyagin, the upper circles of government are beginning to consider themselves a part not of their own peoples, but an element of the global governing class. Accordingly, they are moving from governance in the interests of nation-states to governance of these nations in the interests of global networks that unite representatives of financial, political and technological structures that do not associate themselves with this or that state.

Accordingly, such management is carried out in disregard for the interests of ordinary societies that have developed within states, and at the expense of these interests (and sometimes due to their direct suppression). Market relations are being replaced by the rules of global business. The system of training (growing) anti-national economic elites serving the interests of global business is the same regardless of the region where the technology is applied.

The formation of a network of agents of influence to ensure the processes of organizing chaos and subsequent takeover of control is based on a selection of university graduates and their internships at American universities, where they are given the necessary knowledge of the economic analysis of enterprises and sectors of the national economy with the goals of their future privatization and purchase by transnational corporations.

Such students usually become first teachers in universities, and then go to work in the government, some of them get the opportunity to become oligarchs. At the stage of recruiting, it is very important that these people are not rich, smart, cynical, greedy and cosmopolitan. They should not love their homeland and feel sorry for their country. They should not protect and educate their people, help them.

Words such as "conscience", "patriotism", "help" should be deleted from their vocabulary and become abusive. Some must love themselves and their future mansions and yachts. Others of them may love their crazy ideas and future Nobel Prizes. Such "Chicago boys" should avoid popularity, and influence not the people, but the official rulers. They must be dogmatically devoted to the idea of "denationalizing the economy", "free market" and also obedient to overseas friends and international financial organizations.

Market versus ideology strategy

One of the developers of the theory of "controlled" chaos, S. Mann, who personally participated in the creation of many hotbeds of tension in different parts of the world, called the mechanisms of "creating chaos" "promoting democracy and market reforms" and "raising economic standards and resource needs. displacing ideology”.

So, according to S. Mann, there are the following means of creating chaos in a particular territory:

➢ promoting liberal democracy;

➢ support for market reforms;

➢ raising living standards among the population, especially among the elites;

➢ crowding out values and ideology.

It is easy to guess that all these directions were actively implemented in the post-Soviet space and were at the heart of the "color" revolutions.

The loss of key levers of economic management in the country, the transition to external management of global business, will inevitably lead to a sharp deterioration in the life of the people, a decrease in GDP and massive discontent among citizens.

The media continue to cultivate the ideals of a consumer society in the minds of the masses, the acquisition of more and more goods and services becomes, if not the meaning of citizens' lives, then a very significant moment of everyday life.

The acquisition of a new phone model, the fastest Internet or other gadget becomes an integral part of social success for a person. The deterioration of the economic situation in the country will inevitably cause psychological tension in the consumer society, since some are deprived of the opportunity to assert themselves by acquiring a status toy.

On the other hand, this leads to an even greater polarization of various groups of the population, primarily according to the principle of material well-being. In these conditions, the technology of "controlled" chaos passes to the fourth stage - various public organizations, youth movements and religious sects are created.

The main task of this stage is to separate the nation as much as possible, to oppose one group to another (on a religious, ethnic, political or cultural basis). And internal problems, material disorder, the general level of aggression, will lead to further escalation of the problem.

Different peoples will remember long-standing conflicts and mutual claims to each other, and a conflict of confessions will certainly be added to the national conflict. The contradictions between different trends within the religions themselves will become more acute. Various kinds of fascist and nationalist groups will appear, which will begin pogroms. In the context of the social crisis and globalization, intensive ethnic migration began, creating a new conflict-generating background of interethnic relations.

If these threats are realized in practice, the situation can get out of control and lead to an ethnic war of all against all and a regressive disintegration of large nations.

Exported sects versus traditional beliefs

As part of the implementation of the technology of "controlled" chaos, traditional beliefs are subject to reformatting. This is due to the massive export of totalitarian sects (evangelicals, Scientologists, etc.) alien to the local religious environment. Their adherents are actively moving to the pinnacle of power. This most often occurs predominantly in Orthodox states.

So, for example, according to mass media openly published on the Internet, the Prime Minister of Ukraine A. Yatsenyuk accepted the teachings of the founder of the Scientology sect, Hubbard, back in 1998, when he worked as a consultant in the credit department of Bank Aval.

For six months, the future speaker of the Ukrainian parliament, and now the head of government, completed courses in the School of Dianetics in Kiev, under the name of which the Church of Scientology acted.

By a strange coincidence, immediately after this training, his sharp career rise began [13]. Despite the wide spread of new non-traditional religions in the post-Soviet space, the fact of their predominant export from the USA (Church of Christ, Society for Krishna Consciousness, Church of Scientologists, etc.) remains little known. Any totalitarian sect will inevitably lead to the isolation of its flock from other citizens and disintegrate society.

Atomization of society

At the fourth stage of the technology of "controlled chaos", the task is to destroy the communicative ties of society as much as possible. This is achieved through the implementation of the following tasks:

➢ individualization through neoliberalism, atomization of society, closure of a person in social networks, when only the illusion of a wide circle of communication is created;

➢ destruction of ties of the closest social environment through cult organizations, a decrease in the quality of life for most of the population;

➢ destruction of transport routes within the country, rise in the cost of air tickets, which encloses residents of remote regions in their “small homeland” and does not allow them to feel belonging to other regions;

➢ incitement of interfaith and interethnic contradictions;

➢ excessive stratification of society into rich and poor, creation of communication barriers;

➢ creation of an elite (paid) education system accessible only to a narrow group of people.

In sociology, there is such a concept as anomie, which is perceived as social pathology, disintegration of human ties and disorganization of social institutions, mass deviant and criminal behavior. This is a condition in which a significant part of society knowingly violates known norms and rights.

Whole social groups in a state of anomie cease to feel their involvement in society, they are alienated, generally accepted social norms and values are rejected by members of these groups. Uncertainty of social status, loss of a sense of solidarity lead to an increase in deviant behavior [14].

Radicalization and revolutionization

After at the global and regional level it was possible to create a system of "zones of criticality" in the field of politics, finance, economics, religion, trade, information communication, education and the environment, the technology of "controlled chaos" moves to the fifth stage - stimulating revolutionary tension in the country. +

In recent history, most “correct” revolutions follow one scenario: they start with an insignificant pretext (events) in relatively prosperous countries with a stable political regime, receive lightning-fast approving reactions from the West and its threat to stop violence against “democratic” revolutionary forces. +

Organizationally, it is necessary to consolidate various forces against the existing government, to destabilize the situation in the country with the help of criminals, radical nationalists, adherents of totalitarian sects, youth from the group of social homelessness, public (for example, student) protests, discrediting state institutions, including security officials.

It is important for the organizers of chaos to create in the government or in the opposition a critical mass of pro-American or pro-Western puppets, as, for example, during the “color” revolutions in Georgia and Ukraine [5]. The main provisions of the geopolitical doctrine of "controlled" chaos in the political sphere of the country suggest: +

➢ unification for the required period of scattered political forces that show dissatisfaction with the existing political system and the legitimate government; +

➢ undermining the confidence of the country's leaders in their forces and in the loyalty of the army, security services and other power structures;

➢ direct destabilization of the situation in the country, encouraging protest moods with the involvement of criminal elements and nationalist groups (radical Islamist organizations are used in the Muslim world) in order to sow panic and distrust in the government;

➢ organizing a change of power through "democratic" elections, armed protests or other methods.

Speaking about the technology of "controlled" chaos, it is necessary to understand that it is based, first of all, on the really existing public discontent in the country, the absence of normal channels of interaction along the "power-society" line, when the negative self-awareness of the population causes conscious social discomfort.

At the same time, there must be a certain organizational group that can influence the internal political process in this country, a kind of "incubator of revolutionary sentiments" (for example, opposition intelligentsia, youth or radical revolutionary group) [2]. +

This community should objectively play the role of the “fifth column”. Constantly operating information and communication channels, through which these ideas are effectively broadcast, are taken under control.
