The real reason for blocking Telegram could not be the fight against terrorism or even an attempt to block anonymous Telegram channels. The FSB decided to block the messenger because of Pavel Durov's plans to create a "completely uncontrolled financial system," RBC found out.

This is stated in a letter that an employee of the 12th center of the FSB ("information security center") Roman Antipkin sent to his colleagues.

In it, the author claims that the story with the Telegram blocking is "not about keys [from encryption] and terrorism." According to him, the reason for blocking is Durov's desire to become the "new Mavrodi" and create a financial system not controlled by the state.

“This is not bitcoin for the marginalized, it will be simple, reliable and uncontrollable. This is a threat to the country's security. All drugs, cash out, organ trade will go through Pasha's crypt, and he will say: "I have nothing to do with it, forbid the words, they are used by terrorists."

The authenticity of the letter sent from the 12center.ru domain was confirmed to the publication by one federal official and a top manager of a cellular operator, with its content familiar and RBC's interlocutor in one of the government organizations.

Also, market participants claim that Antipkin, who wrote the letter, has repeatedly represented the 12th FSB center at meetings, including on the Yarovaya package. He himself declined to comment.

Durov's plans to launch the Telegram Open Network (TON) blockchain platform with the Gram cryptocurrency became known at the end of 2017. It is planned to implement it in the Telegram messenger, and in the future - in other services and social networks.

In early 2018, Telegram held two closed ICO rounds, during which it raised $ 1.7 billion. Among the Russian investors were the founder of Qiwi Sergey Solonin, the former co-owner of Wimm-Bill-Dann David Yakobashvili and Roman Abramovich.

In a standard agreement between Telegram Group Inc. and the investor separately noted that the buyer of tokens has no right to use them to circumvent sanctions, money laundering and terrorist financing.

The epic with the blocking of Telegram, meanwhile, continues. After Google and Amazon, Microsoft became a new victim of Roskomnadzor's struggle with the messenger. Yesterday evening it turned out that the department has entered more than 130 thousand IP addresses of its cloud service Azure into the register of prohibited resources.
