The purpose of the State Duma is to be a cardboard decoration of democracy, supposedly existing democracy, although in reality the citizens of the Russian Federation do not have any instrument of influence either on the government or on the situation in the country.

By law, you can sell alcohol anytime, anywhere, schools and hospitals will soon be on this list. And it is completely incomprehensible why citizens should go to the polls and trust this muddy public with their votes when passing important laws? State Duma deputies, receiving a salary of half a million rubles, set the minimum wage - the minimum wage - at the level of hunger. And the well-fed, as you know, does not understand the hungry. How much is the State Duma worth? Very expensive. Moreover, its value is growing steadily and rapidly. In 2003, the annual budget of the State Duma was about 3 billion rubles ($ 90- $ 100 million).

In 2014, 8 billion rubles were allocated from the state treasury for its maintenance - half a billion more than in the previous one. Most of this money - 5.8 billion rubles - was directed to the salaries of deputies and their staffs. In Russia, one of the world's largest ratios of the salary of a deputy of the federal parliament and the average salary in the country - 1: 8, 5.

But the authorities consider it necessary to constantly increase this exorbitant salary. In 2013, by presidential decree, it grew to 250 thousand per month.

Such a colossal salary, absolutely inadequate to the results of the deputy's work, is, in fact, a hidden bribe. The State Duma is bribed to do its main job: preserving the existing system that holds the power of the oligarchy, preserving the mechanisms for their enrichment.

At the same time, the deputies, whom people have entrusted to defend their interests, are engaged in solving their own problems: they lobby someone's economic interests for money, solve issues of their own improvement, are protected by parliamentary immunity from retribution for crimes, they amuse their pride …

In reality, the deputies do not depend on the people, on the contrary, they are fencing themselves off with all their might - the law on a national referendum was overgrown with such administrative obstacles that a referendum became impossible even theoretically. This is a direct gross violation of Article 3, Clause 3 of the Constitution of the Russian Federation: "The highest direct expression of the power of the people is a referendum and free elections." The citizens of Russia are completely cut off from the legislative process, they are already accustomed to the fact that every initiative of the State Duma becomes a new unpleasant surprise.

Pro-American politicians huddled in the Duma serve the oligarchy and transnational companies, transforming the people into biomass, contributing to its degeneration through the promotion of homosexuality, alcohol and drugs in order to free vast territories of Russia from "unnecessary" people and win a tidbit of natural resources for the "golden billion" … But the people of Russia, despite all the experiments that are being carried out on them, to this day have a rich intellectual potential. What are, for example, the brilliant results of our schoolchildren at the Olympiads.

It is simply absurd to support such an expensive and not just senseless, but harmful for the country organ with public money, especially since the people live in poverty.

The extremely low turnout in the elections, a very large number of spoiled ballots testify: our people are able to govern their own state, they do not want to entrust this work to some deputies, stubbornly, from convocation to convocation, leading the country into the abyss.

It is not clear at all why you must trust someone to your voice, and not use it yourself.

According to the Constitution of the Russian Federation, ch. 1 tbsp. 3 clause 1, the only source of power in Russia is its single multinational people. The people, i.e. every citizen, and not a handful of some deputies, has the right to govern his country.

There were traditional Slavic management technologies: the Rodovaya Veche, Kopnoe Pravo - examples of genuine people's democracy.

Veche - a national assembly in ancient and medieval Russia, where the participants could be "men" - the heads of all communities, elders and foremen of communities (tribe, clan, settlement, principality). Tribal communities or tribes had their own Council of Elders, which considered issues of economic and other joint activities.

Yes, historically people's self-government has lost to parliaments. In Russia, the Councils of the Sages lost to the monarchies, and the Councils of the Magi lost to the hierarchical religious structures. In ancient Greece, the Council of Elders, after the emergence of statehood, was transformed into the Areopagus, in ancient Israel - into the Sanhedrin, in ancient Rome - into the Senate.

But what came of it? A political system was created, ideally convenient for small groups of parasites, and for the peoples this turned into continuous wars, blood, genocide, lawlessness, poverty. Worst of all, this control system has killed the Earth's ecosystem.

In order to reformat the Slavs, remove such qualities as love of freedom, self-esteem, the ability to independently solve their problems, it took centuries of Christianization, autocracy, and the Bolshevik regime. Breaking the “pride”, bringing them to their knees, turning the people into a slave is a way to bring the state to such a miserable state that Russia is now in, unable to fight off even some deceitful Anti-Doping Agency, unable to protect even its disabled athletes from discrimination.

However, the people of Russia are not completely broken to this day. On the example of the growth of public non-profit organizations, volunteer social projects, we can see that people prefer to solve acute social problems themselves.

Citizens themselves begin to fight the propaganda of alcohol and tobacco, drug addiction, child molesters, and juvenile justice. Young environmentalists stand up for separate waste collection, for greening cities, for improving the environmental situation in general.

Over the past 20 years, a network of ecovillages has emerged in Russia, a new type of agricultural settlement has been formed with the development of production and tourism, projects are being implemented to develop abandoned villages.

And all this is being done not thanks to, but in spite of the management apparatus, without the participation of officials and deputies clinging to outdated, vicious methods of management.

The only conclusion that arises here is that the people of Russia are capable of self-government and self-organization. A stratum of the most active, passionate young people appears, ready to offer new guidelines and ideas.

People are increasingly taking the decision of specific issues into their own hands. The Internet fosters in us the habit of personally participating in decision-making. Since we can all rule the country, we must and will rule it. Together we can handle this much better than a bunch of narrow-minded and corrupt people who accidentally find themselves in power."

Today, there is a growing interest in pre-Christian culture in society. The principles of the work of the traditional for the Slavs of the People's Veche, Kopnoy Pravo are being discussed more and more often. In modern conditions, the role of the People's Veche should be assumed by the Network Parliament.

WITH Networking communities instead of parties

The backbone trend of our days is the growing influence of network organizations. Modern associations of people are network communities that are replacing the outdated forms of organizing public life - parties. Parties are vertical formal structures with rigid hierarchies, staffing levels, stable job functions, standardized procedures, and tightly closed vertical elevators. The parties are based on rigid dogmas, which are strictly forbidden to revise. Such organizations are not the engine of social development, but its brake. But it is from such outdated blocks that the current State Duma is built.

In contrast to parties, online communities are flexible, lively, constantly renewing groups that promptly respond to the challenges of the time. In terms of potential and efficiency, these social organisms are higher than the usual hierarchical forms - parties.

Let's identify the main qualities of online communities. Network organization is based

  • on conceptual unity, constantly refining the original concept;
  • on informal leadership - there is no hierarchical elite in it, inventing or pushing something of their own, here everyone can analyze what the others are proposing;
  • on the possibility of realizing the creativity of the individual;
  • on the autonomy and interaction of parts - individuals and social groups, on the coordination of their interests;
  • on a combination of individual and group projects;
  • effective feedback from the real world;
  • on the maximum sharing of the personal risk of an erroneous decision.

Another advantage of network communities is that they are able to operate with a very wide database, which allows them to correctly describe a complex system, to see a multidimensional picture of reality.

The network structure provides

  • quick decision making;
  • high quality of decisions as a result of an objective and multidimensional assessment of the situation, taking into account the opinions and suggestions of all participants in the process;
  • visual (in real time) and reliable planning of the implementation of the decision;
  • operational control of the consequences of the implementation of the adopted decision;
  • quick adjustments to existing plans.

Networked technologies are better adapted to manage the dynamically changing modern world, especially in moments of drastic social and political changes, when instead of the sequential implementation of a long-term project, a constantly changing sequence of discrete projects is carried out. This minimizes the effect of inertia and makes it possible to eliminate errors inherent in the initial models.

The network organization is focused not so much on the formal setting of tasks as on its solution, since it is able to flexibly combine knowledge of the general problem and specific design thinking.

It was network technologies that were successfully used by the United States in the 80s and 90s against the USSR, then against the countries of Africa and the Middle East. Moreover, the fooled loser still praises the winner.

Russia is obliged to adopt network technologies for social management.

It is fundamentally important that the Network chooses not individuals, but their ideas, not charismatic actors who know how to captivate the crowd with an incendiary speech on the podium, but specific proposals of smart people for implementation in practice. The principle of functioning of the Network Parliament can be as follows.

  1. Legislative initiative should be given to all citizens - this is how the principle of personal, open and voluntary participation of all active members of society in making any significant decisions in the country is implemented.
  2. Their ideas are analyzed by network communities - industry expert councils consisting of qualified professionals who are not exempt from their main job. They generalize the opinions of many people, reducing them to an acceptable number by the method of consistently reducing their statistical weight. The most important opinions are distinguished from the general stream by the method of statistical analysis. This is how the most popular point of view is formed. At the same time, sentences are not ignored, but are singled out into a separate group, sharply out of the general circle, since they can be both absurd and breakthrough. The inertia of the dying System is also taken into account - its adherents can receive a lot of weight, who will expound the vicious, but familiar truths to the masses. This is an effective way to objectively establish a spectrum of opinions on various issues of society.
  3. A small group of competent and independent lawyers are able to turn the most important initiatives into draft laws. The final verdict on the law comes from a collective vote of the Network. At the same time, it is important that laws are assessed by both professional communities and users of their services.

The goal of the Network Parliament is to give the highest power in the country to a small percentage of citizens who are able to think. The web is able to separate them from the non-thinking because it will give their opinions the most weight.

Thinking Network - an analogue of the People's Veche - is a mechanism for quickly identifying a generalized opinion and making a decision by analyzing the opinions and points of view of many people. Decision making in this technology is based on comparing many different opinions within the Network, taking into account their weights and comparing them with the opinion of independent experts. The networked People's Veche can in fact become an ACS (automatic control system) of the country, since it implies the need to include in the feedback system with the results of the practical application of the solution, which will make it possible to correct the decision in the process of execution.

The advantage of the Networked Parliament is its quick adaptation to the changing environment, the country's ACS will be able to act promptly, not only adopting, but at any time canceling previously adopted decisions. One of the methods for solving this problem is the creation of an electronic bank, in which proposals for changing the decisions made are accumulated. When the number of proposals reaches the agreed limit (the majority of members of the society are in favor of cancellation), the decision is changed or canceled.

The main advantage of network technology is the creation of an environment for collective intellectual processes. Today, the intellectual potential of the people is disconnected from the government of the country.

Of course, what has been said is only a very approximate formulation of the principles of the Network Parliament, this is a way to propose an idea for wide discussion by the society. The exact algorithms for forming the structure of the Network Parliament should be carefully developed by competent specialists in the field of information technology. There is no doubt that there are still some in the country.

The network parliament, if it works correctly, will quickly gain prestige in society, leading to a threshold situation when the information that forms the worldview from the horizontal Network for the masses will become more important than official information from the power vertical. This threshold will mean a change in the management system of the country, carried out in an evolutionary way, through the development of the management system.

The existing management system inevitably needs to be changed, because it is incompatible with the country's survival. The only chance for the people to survive is to become a real bearer of power, for this you need to remember that it is he who is the master on his land.
