The historical roots of these sentiments go beyond the scope of this article, but in general they can be summarized by the words - "we got some wrong people, over which we have to rule."
Is it possible to imagine a representative of the administrative elite of another country, publicly speaking negatively towards his people? For example, in Japan, or in the Anglo-Saxon world? This has never been and never will be.
By and large, the real elite, in principle, cannot criticize its people, these are its initial conditions of the task with which it must work - after all, its main duty is to know, respect and effectively use the people in its management activities, including in confrontation with other elites … And if the elite proposes to change the conditions of the task - the people, then, as a rule, something else happens - the change of the elite by the people, and not in the most peaceful forms. It's easier, faster and more logical.
What is wrong with the mentality of the Russian people, which is so often criticized by the modern Russian elite?
The mentality of the Russian people is very clearly expressed in Russian folk tales.
Everyone knows the game "broken phone", when information transmitted through several people returns in an unrecognizable form. But why, then, the contents of fairy tales pass through the millennia?
Firstly, fairy tales are plot-based, script-based, they are not linear text. Secondly, they used to be rhymed. In fact, this is a mnemonic technology for transmitting information, where through bright abstract characters multiplied by rhymes, complexly linked to each other, there is a minimal loss and distortion of meaning.

But why does a people with such archetypes have the largest area of the country in the world and have not been defeated by any army in the world? Another cultural code, reflected in Russian folk tales, and associated with female nature: to pass off as the first comer. This is pronounced only by the king in relation to his daughter, the princess. Imagine that you are a Russian tsar who is being offered a groom for a princess. Everyone takes part in promoting their candidate and increasing their influence. Thus, a huge number of people are trying to influence the strategic choice of the first person. Let's consider two decision-making models - Anglo-Saxon, to which both Europe and Russian belong. In Europe, the place for making and executing decisions is divided. Decision-making has been transferred to the authorities - the Duma, the parliament, the president, the prime minister - the institutions of power make a decision - to cross the road to red, and not vice versa. People standing at a traffic light do not have the right to make a decision - they have delegated it to the authorities.
It would seem that laws have also been adopted in Russia, there are traffic rules, but in fact the decision is made by the one who stands at the traffic light. He did not give anyone the right to decide for himself when to cross the road, and will act depending on the current situation.
And this applies not only to the crossing of the road to red. There are phenomena in Russia that cannot be imagined in a disciplined West.

Creative tax payment system- the Russian person decides how much to pay.

Arbitrariness of officials- the official decides for himself how best to do it. Therefore, management decisions that are often lowered from above are hindered by the actions of subordinate officials. Corrupt practices- a person decides for himself how and when to reward himself. Based on the principle: the state may not reward, but now there is a specific situation that allows you to do it yourself. - The Russian never really delegates the decision-making power to either the boss or the authorities.

- The Russian elite behaves like a people, vulgarly, does not demonstrate any special elite behavior. For example, the elite declared that the double line should not be crossed. But the official thinks that he has a “different situation” - a flashing light, an important meeting. And behind him, the double continuous line is crossed by ordinary "mortals" who also view the situation in context. For a Russian person, the real dividing line is at least concrete blocks. Domestic scientists calculated how many psychotypes of a driver there are in Russia, which determine how a driver reacts to signs and textual information on the road, how he positions himself in the general structure of the traffic flow, obeys the general flow or looks for individual detours.
It turned out that in Japan, for example, there is one single psychotype of the driver, which makes it possible to effectively apply transport solutions and standards common to all across the country. In Europe, the number of psychotypes that perceive information in different ways is 3-4: Scandinavian, Central European and Southern type of drivers, as well as people from North Africa and the Middle East.

Southern Europe - Italy, France, Spain - looked at the specific situation and generally tended not to inform others. However, everyone forgets that America has a debt of 100% of GDP, Japan has 200%, and none of the stories of economists in these countries that this is normal do not correspond to simple common sense. The conveyor, industrial economy with the idea of constant growth has reached a dead end. The time of uncertainty is coming. Why is the Russian "Avos" bad, but the action according to the plan is good? Why has there never been an "avos" in Europe?
You can imagine the industrial world in the form of a railroad. It has a beginning and an end, just as a plan always has an end goal. If technologies, markets, government do not change for 30 years - such a strategy is successful.
But if the situation has become changeable, spontaneous, in these conditions, Perhaps it gives much more advantages. And in such a situation, the image of a knight at a crossroads, redundantly equipped for any attack is also a Russian cultural code.

Let's conditionally divide civilizations according to three characteristics: thinking, communication, activity.
Europe - thinking and communication. There is no activity.
The European is very weak in activity, dependent on comfort, the tank must be impenetrable, shower in war, sunscreen, generals must be trained and further down the list. Therefore, he is not responsible for the task at hand, he will fulfill any law that is written above. But if a catastrophe occurs, the European has the right to strike: "I followed all your laws and regulations, the lack of results is your problem."
China and Japan - communication and activity, no thinking.
The other pole is lack of thinking. Neither the Chinese nor the Japanese came up with anything new. The inventions of other countries were incredibly optimized, but they did not make super inventions. Enormous executive discipline, incredible precision and … lack of creativity, improvisation.
India - thinking and acting. There is no communication.
Hindus with brahmanas - there is a communication problem. The brahmana simply approached the peasant, pointed his finger and spoke without any explanations, instructions or intermediaries - this one is here.
