Sometimes you turn on the news, and there people from the authorities declare that there is not enough qualified personnel in the country, and you look back at the hardworking acquaintances and you don’t understand where the gap between the employer and the employee is. Where, then, are highly efficient, highly skilled workers required to lift the economy into growth?

I myself am that very effective person who manages to work well beyond ten average ones. I know the character traits of such people, we have no time of day, no days off and holidays - we have an idea and plans for its implementation.

When I graduated from employment, I was a fairly high-paid (by the standards of the region) specialist, I was in charge of the IT department. From scratch, we have built this department, a whole complex of information systems, security systems, communication systems - everything worked stably for many years. I recruited all employees myself, knocking out decent and comparable salaries for them. But one day raiders came to the enterprise and in a few years it was bankrupt. In the process of living side by side - we tried to adhere to neutrality, but these people and the officials helping them do not have a goal to do something for the development of the country - we had to leave.

Their scheme works simply - he took money from the bank, took everything from the contractors, sent it over the hill under fake contracts, and after a while rushed there himself - further bankruptcy with all the consequences. Probably a classic Russian history. I began to pay attention to such cases, they are all like a blueprint:

The media pompously cover the opening of a business, of course with high taxes, after a certain period of time, local bureaucrats come, cut the tape and then silence. No production, no products.

In the meantime, the company will collect loans and withdraw everything, and production workers will be intimidated and will not write anywhere, they will accumulate wage arrears and they will leave on their own. Also with the parting word - they say at least make a sound and dig in.

It would be okay, of course, but a normal person begins to lose faith in his work, because he wants to see that he is not living his life in vain. Usually he has a family, he thinks about where his children will live. If our generation leaves them nothing, except for plundered ruins, they will also be forced to migrate somewhere.

Over the past 10 years, absolutely nothing has been created in our region. All former production facilities are inhabited by chain stores, which also siphon off money, leaving their workers half-bored. As a result, these networks have worn out small shops as a species - and those rare people who at least somehow learned to create their own business. Money is flowing out of the region. They flow away not because people are not fond of a local entrepreneur who often sells quality products, but because they do not have money for these products.

Let's go back a little. I was very angry that all my work for many years was not needed - I put my soul into this enterprise. But I decided to make sure that all the social institutions of our country are a real imitation of activity, designed to create an illusion for a completely wild population, so that they do not "fool" with guns at the administrations.

Since I was going to start my own business, at the first stage in the gray zone - I went to the employment service in order to squeeze money from the state at least a little. A penny, but at the first stage they will allow at least some mandatory costs to be compensated.

What is the "state employment center"?

This is an entire floor of a large building, where employees of this service scurry along the corridors - these are both young girls and elderly aunts, with equally gray faces who are not familiar with positive emotions. Salaries there are clearly small, as a result they take anyone who has clean office clothes and the ability to talk.

I turn to the terminal and try to understand what I need from this list of services. Everything is written in the state style, "get a service at OGUZ RMNT", "Help from UBRTAS", "Find out your UPRENTAK" I exaggerate, but in general it is so. It seems to me that if you read at least a couple of menu lines with a tongue twister, you can call the devil.

I go to the nearest girl and explain what I need, she stumbles upon something in the terminal and gives out a ticket - wait, they say. I look at the screen so as not to miss my turn.

So I step to the window, explaining that I need work and money. She takes a mountain of my documents, makes copies of them and issues a certificate stating that I am a potential unemployed. Now you need to prove that you really need their services.

They are sent to a certain training, where Madame will mutter that the generous state wants to see its citizens as an initiative and is ready to directly pay one-time annual assistance to the unemployed if this unemployed person can create a business plan and implement it.

But this business, - the worker continued to mutter, - must be somehow special, since the funds in the region of 70 thousand rubles are not small and something simple most likely will not work.

I had a feeling that I was in another world. What 70 thousand, for what such a special business? I have been doing business since school - I perfectly understand what 70 thousand is in current realities. This is a weekly turnover with a 20% wrap to support the pants in the gray zone.

Further, the aunt continues to carry out her mission - do not think that 70 thousand will be paid quickly - about two months pass from the moment you are recognized as unemployed until you are recognized as a businessman. Between these dates - a lot of work with a business trainer, frequent visits to the commission. It got bored - I raised my hand and asked. And were there those who received it? Two months for the average Russian unemployed person is actually death from hunger. How many calories will he burn in order to walk to this center..

The presenter of this obligatory for attending seminar grimaced in some sort of grimace - they say there were cases..

Next, you are given a slider sheet where you need to get 5-6 job rejections. Since the state in our country is not focused on the development of small business, then practically every small entrepreneur always has several seals from different near-living organizations, issued to hell with whom. The slider with refusals is filled in two steps - I take it away. Now my aunt's task is to find a suitable job for me, but this is impossible - since the first year they are looking for a job no worse than it was.

There are many advertisements in the room where applicants who have reached there are received:

"Work as a janitor for 7 thousand and 2 thousand will be paid by the employment center!"

"Sellers are always needed for food, salary based on the results of the interview" - since they are always needed, then probably magical conditions

"We will accept plasterers, handymen" - the gray self-employed already know these scammers and they are looking for new victims there

Etc. Of course, I understand the employer - he needs a normal employee, and normal employees do not go to the employment center for employment, since there, as in the entire civil service, there are no specialists

What's next? You are given a book with dates and your work record. Now, twice a month, on a certain day, you must visit your aunt so that she makes sure that you do not have new entries in your work book and signs the second one. If you complete this quest, you will receive 6 thousand on your card every month.

From time to time, your aunt will be sure to send you to various events from the employment service. All of them are senile and out of touch with reality, this is done in order to weed out those who ignored the lectures about the "dangers of receiving unemployment benefits."

I gave up in six months, I was just tired of even visiting this institution twice a month to make sure that for me, a person who has developed several small business projects, built a large production in the IT direction - there is simply no work in the opinion of the state. However, I did not doubt it.

All my active acquaintances do not associate themselves with the country - this is frankly scary. Almost everyone works in the gray zone, since the poor population is not able to pay so much that there would be money for taxes and the gray entrepreneur himself could live in such a way that his children would be brought up not in poverty and dullness, but with the hope that such a brazen the imperious thief, all the same, will reduce its population and the children will have the opportunity to at least somehow realize themselves.

This active population is the elite, it lives here, it raises children here, spends a lot of money on private medicine and education - as it has verified that they receive absolutely nothing for the taxes paid.

And so it turns out that there are practically no long-term projects, there is no information about the development in the regions, how to live in this situation for active people is just a mystery.

Unemployment in our country is at a record low - because no one goes to state employment agencies and, as a result, there are no statistics.

So the officials went a different way - not to develop state institutions, but in fact to introduce taxes on the official unemployed - self-employed, who somehow try to live more or less humanly, without being distracted by the endless vacancies of loaders and sellers …

I can't wait for a leader to appear in the country who will finally be able to understand that a "loader with a good education" is always better than the familiar "manager with a loader education"
