Any agricultural land and land of rural settlements, as well as forest land for the purposes of their agricultural use (growing fruit and berry plantations, haymaking, beekeeping, truck farming) are allowed to be provided.
The main condition is that the site you have chosen is in state or municipal ownership and is free (not provided to other citizens or organizations). You can find out this information on the Public Cadastral Map of Rosreestr, where both formed land plots (have a cadastral number, boundaries, address and permitted use) and unformed (vacant) land are displayed, which can now be formed into land plots independently on the basis of Article 11.10 of the Land of the RF Code.
The conditions for the provision of this land (for a fee / free of charge, at auction / without auction, for ownership / for rent / for free use) are determined by the Land Code (chapter 5.1 of the RF LC, new edition) and regional (republican) laws.
The new Land Code of the Russian Federation will be followed by other laws ("On the abolition of the division of land into categories and the transition to territorial zoning", "On Family homesteads", etc.), which will simplify the development of rural areas and the construction of individual houses by citizens on any land plots, chosen by them for family management and permanent residence.
With the adoption in Russia of the Federal Law "On Family Estates", the size of land plots provided to citizens will be 1 hectare or more. On this land, it will be possible to build a house, plant a garden, grow a forest, arrange a vegetable garden, dig a pond, have bees, a bird and even animals. These land plots and all products grown on them will not be taxed. The land of the Family Estate and everything created on it will be in the eternal property of the family and the Family and will be passed on to children, grandchildren and great-grandchildren, passing from ancestors to descendants exactly as the Family (belonging to this particular Family) land. These laws will help restore agriculture in Russia, populate empty territories, develop them and turn them into blossoming gardens.
