On Wednesday, April 15, in Moscow and the Moscow region, a regime of anti-constitutional digital passes with personal codes began to operate for citizens wishing to leave home on their own business during an undeclared quarantine.
The population is being driven into numbers already quite openly and shamelessly, within the framework of the proclaimed "high alert" regime - based on the recently adopted wild amendments to the Federal Law on Emergency Situations, according to which the regional authorities have absolutely NO ONE limitation in terms of the destruction of basic human rights and freedoms … Reflecting citizens and patriotic public organizations are protesting, and in the meantime we have compiled for our readers a sad hit parade of lawlessness from digital cultists-globalists on the ground.
The unremarkable third place in terms of delirium and lack of common sense is awarded to the Governor of the Murmansk Region, Andrei Chibis, who became famous for his love of total digitization when he was the Deputy Minister of Construction of the Russian Federation. In his new position, he showed enviable creativity by signing a decree on the purchase of tracker bracelets by the region for citizens with a confirmed diagnosis of COVID-19. The government allocated 1.5 million rubles for their purchase.
It is noted that these funds will be spent on technical devices and equipment for remote monitoring of patients' compliance with the isolation regime at home. A total of 120 personal trackers with a bluetooth tag on the strap, 300 spare straps and 30 additional bluetooth sensors will be purchased. As you understand, they will be worn by citizens who are unlucky enough to catch the coronavirus - as by potentially dangerous prisoners.
“Indeed, we are now considering a possible scheme of home treatment for those whose disease is mild, that is, to give the opportunity to be at home under medical supervision, as was done in our capital. At the same time, we want to protect all other people from a possible unconscious exit from the living quarters.
Therefore, the purchase is now underway, we plan to purchase up to 2 thousand such trackers. An agreement with the person who will be sent for treatment at home will be legally and documented, Chibis said on the Russia-24 TV channel.
That is, in order to treat the disease in a mild form at home, local authorities propose to turn each infected person into a prisoner and monitor his movements 24 hours a day. I wonder what, in this case, guarantees the protection of other people from the possible unconscious exit of the patient from the dwelling? Maybe a time bomb will be tied to his wrist along with a bracelet? No, little respected Chibis, the tracker-bracelet is not about medical observation, but about the transformation of a sick person into a controlled biological object with a presumption of guilt.
The delusional nature of this whole story is also in the fact that throughout Russia, patients with mild and moderate forms of coronavirus are now widely left for home treatment - only seriously ill patients are taken to hospitals. And etching? * ?? for the sake of this, a kind of legal agreement that will turn a citizen into a powerless being is already beyond good and evil.
Mr. Chibis's raving was spotted at the President's Human Rights Council. Its head Valery Fadeev said that this idea "looks ugly from an ethical point of view."
“This should, of course, be subjected to a serious legal examination, but at least from an ethical point of view, it looks very ugly. Still, isolation, let alone self-isolation, is not house arrest … You can go far here,”Mr. Fadeev told RIA Novosti.
“It seems to me that even in emergency situations, you shouldn't put people in surveillance bracelets. We have law enforcement agencies that are quite capable of monitoring the observance of quarantine by persons undergoing treatment at home,”the deputy chairman of the State Duma Health Protection Committee Leonid Ogul decided to play a good police officer.
But taking into account the unlimited powers of the regions for any experiments on citizens, it remains to be seen whether Chibis will listen to these gentlemen - so far no one is going to cancel the state purchase.
The TOP-2 in the anti-rating of arbitrariness and bullying of citizens goes to the governor of the Moscow Region Andrei Vorobyov, who created a lot of inconvenience for people, limiting the possibility of obtaining a pass to leave the house to only one option - which, we note, was not even in his official decree.
According to the Internet portal "Odintsovo.info", the authorities of Moscow and the Moscow region announced the access regime for trips by transport on Friday, April 10th. The next day, the Governor of the Moscow Region signed a decree specifying three ways to issue a digital pass:
"-On the site of state services near Moscow (uslugi.mosreg.ru) -by calling the hotline: 8 800 550-50-30 -sending SMS to the short number 0250".
However, on the evening of April 12, Vorobyov published a video instruction on obtaining a travel pass through the STOP Coronavirus State Services mobile application, which was not provided for in the decree. Residents of the Moscow region were outraged by the implementation of the proposed method and asked the authorities many questions, including the redundancy of personal data that the mobile application requires. But there were no replies from the authorities.
A lot of requests from citizens regarding the launch of the access control continue to flow to the governor's social media accounts. And the answers from Vorobyov's subordinates give rise to new questions. So, the official representative of the Ministry of Public Administration of the Moscow Region on social networks gave people the following answers of the same type:
“To obtain a digital pass, you need to download and install the STOP Coronavirus State Services mobile application. At the moment, there is no other possibility."
They also offer to download the application on the portal of state services of the Moscow region, which, again, does not fit in with Vorobiev's decree. Thus, on the eve of the introduction of the access control, those living in the Moscow region were completely perplexed, and the unlucky head with his subordinates completely changed the rules of the game, as if forgetting that his right hand had signed the day before.
Finally, on the evening of April 14, information was published on the official website of the government of the Mosoblast about the possibility to issue a one-time electronic pass on the federal portal of public services in the section "Informing about movements during the coronavirus quarantine period." To do this, you must, firstly, have a confirmed account on the portal of public services. And secondly, fill out an exit form to obtain a pass, specifying the following data:
Region (Moscow region) name and date of birth
license plate of the vehicle
passport data
address of the actual residence
reason for leaving home
planned length of stay away from home."
After saving the questionnaire, you should wait for the mobile pass to appear in your personal account. What is there to comment on? Even the patented violator of personal secrets, Sobyanin, did not think of such chaos as demands from law-abiding citizens to describe "planned activities outside the home". At the same time, the regional authorities, as usual, do not care whether the person who wants to leave the house (probably on vital matters) has a computer, Internet access and / or a smartphone. If not, stay in the gate or get a fine. Very worthy management from Mr. Vorobyov, who, we have no doubt, will spoil many nerve cells for local residents during the already depressive regime of self-isolation.
And finally, our today's unconditional winner is an artificial intelligence singer, who, in the course of personal interviews and appeals, alas, formulates thoughts not much better than his Kiev colleague Klitschko. We meet - Mr. Sobyanin himself.
“In the morning, because of the checks carried out by the Main Internal Affairs Directorate, queues formed in the metro, which is very critical in the current situation. I talked with the head of the Central Internal Affairs Directorate, asked to organize the work in such a way that further checks would not lead to a mass gathering of people,”said Moscow Mayor Sergei Sobyanin on his Twitter account.
Negotiations with the head of the Municipal Department of Internal Affairs post factum are certainly great. But why could it not have been foreseen in advance that 2 million citizens with passes, who are checked by one police officer at the entrance to the metro, would create the following picture:
The picture is very vivid - no 1.5 meters (and on the eve of the Ministry of Health said that the coronavirus is transmitted at a distance of up to 4 meters) there is no trace of this crush. In addition, due to the overall check of electronic passes, traffic jams formed at the entrances to Moscow. According to drivers, the vaunted electronic system checked each driver for about 5 minutes (!). And this is only to verify the received code to enter the capital.
We add that the officially announced by Sobyanin the opportunity to receive a digital Ausweis by calling 8-495-777-77-77 on Wednesday, April 15, was absent as a class. Calling this number, you can contact the dumbest bot that can recognize one and a half words, which will send you to the mos.ru portal when asked to contact the operator and get a pass. Well, yes, all operators in the city hall are busy and overloaded 24 hours a day, so if you do not have a computer / smartphone / internet, you can safely stay at home.
Remarkable is the reaction to what is happening in the Kremlin in the person of the press secretary of the President Dmitry Peskov. He was very lenient with Mr. Sobyanin.
“We consider it wrong to draw any conclusions and jump to conclusions based on the first morning of how these passes earned. Are difficulties possible? Yes, it is possible. Again, the problem is lack of discipline. It will improve, and we hope that it will work effectively,”said Peskov.
Peskov called the gathering of people at the entrances to the metro when checking electronic passes "unwanted and dangerous", which is obvious to everyone. But at the same time he hastened to add that "there are no punishments for Moscow officials and security officials for the accumulation of people that have formed when checking passes."
This is just a song for experimenters. They can identify the faces of healthy citizens who have walked more than 5 meters from their home without a dog, and replenish the city budget at their expense, but at the same time, for some reason, the punishment that was recently tightened in the Federal Law adopted by the State Duma “On strengthening responsibility for violation of sanitary and epidemiological rules :
“For violation of sanitary and epidemiological rules, which inadvertently entailed a mass illness or poisoning of people, one of the following punishments will be imposed:
- a fine in the amount of 500 thousand to 700 thousand rubles. either in the amount of the convict's salary or other income for a period from one year to 18 months;
- deprivation of the right to hold certain positions or engage in certain activities for a period of one to three years;
- restriction of freedom for up to two years;
- forced labor for up to two years;
- imprisonment for up to two years.
The same responsibility will arise if the violation has created a threat of mass illness or poisoning of people.
Violation of sanitary and epidemiological rules, resulting in the death of two or more persons by negligence, will be punished with forced labor for a term of four to five years or imprisonment for a term of five to seven years."
In our opinion, it is obvious that in the metro and on the approaches to it, the metropolitan authorities on April 15, with their careless actions, created at least a threat of mass illness of people. As a maximum, it would be necessary to monitor the well-being of those trapped in these human traffic jams for a couple of months. Specific sad consequences are possible in the form of coronavirus infection - and then the responsibility of Sobyanin and co will increase many times over.
Lawyers of the Committee for the Protection of Personal Data have developed a draft statement on bringing Sobyanin and his subordinates to justice: any citizen who considers himself injured by the actions of the Moscow mayor can copy our sample and send it to the appropriate authorities
In general, what is happening in Russia and across the planet prompts one thought - before our very eyes, a global experiment is being carried out to change the paradigm of managing human civilization. And the current "heightened readiness" is still a little "reconnaissance in force" for the sustainability of basic rights and freedoms and guarantees to society by the authorities within the framework of the state-social contract. But when the scenario is launched for the implementation of what the authorities are now "preparing more for" - then we really will not recognize the world around us. But let's not forget that the future depends on each of us.
