Moscow. December 23rd. The Pushkinsky District Court of St. Petersburg announced a verdict against the former rector of the St. Petersburg State Agrarian University (SPbGAU) Viktor Efimov, who was found guilty of embezzling 36 million rubles from the university.

As reported on Monday by the joint press service of the St. Petersburg courts, Efimov was sentenced to five years in prison in a general regime correctional colony, as well as a fine of 500 thousand rubles. The civil claim of SPbGAU was satisfied in the amount of 28 million 650 thousand rubles.

As the court established, in November 2011, Efimov, being the rector of the Agrarian University, instructed the vice-rector to sign a state contract in the amount of 36 million rubles, knowing for certain that its conditions would not be fulfilled. The funds were transferred to the account of the North-West Agency for Development and Investment Attraction, an autonomous non-profit organization. Efimov did not admit his guilt.

"One of the convict's lawyers is Pavel Lapaev, head of the St. Petersburg branch of the International Bar Association Pochuev, Zelgin and Partners", who was accused of committing a crime under part 5 of article 33 (aiding in the commission of a crime - IF) and part 1 of article 327 of the Criminal Code RF (falsification of an official document - IF), and in respect of which the criminal case was terminated with a court fine, "the press service added.

As a previously informed source told Interfax, the investigation of the case, in which Efimov was detained, concerns the fate of the funds allocated to the university by the Ministry of Education and Science of the Russian Federation in 2011 for the implementation of the program for the development of the innovative structure of the university.

"In total, the university received 90 million rubles from the budget for these purposes. According to the investigation, the reports on the implementation of the program were falsified, and the funds themselves were stolen by the participants in the scheme," the agency's source said.

The total amount of stolen goods, according to the source, amounts to tens of millions of rubles.

Corruption in the university

Dean of the Faculty of Law Isabala Zeynalov and methodologist Lyubov Mukanova were previously convicted of bribery from students at the Agrarian University of St. Petersburg. Also, the head of the administrative and legal department Ruslan Magomayev and the former head of the capital construction department Israel Gluzman, sentenced to a suspended sentence of four years and a fine of 7 million rubles for a bribe of 200 thousand rubles, were also prosecuted for corruption.

The director of the Center for International Activities and International Projects Dmitry Kravtsov was also involved in a similar case, who received three years of real term. In July 2018, the chief engineer of the operation and engineering support department of the university, Oleg Lipovoy, was sentenced to a suspended sentence of 3.5 years with a probation period of four years for embezzlement and fraud.
