The printer was bought for the head of the Federal Bailiff Service for 8 thousand rubles. And the head of Spetsstroy of Russia - for 500 thousand. The Federal Agency for Water Resources paid 15 thousand for the chair for its head, and the Federal Agency for Fisheries - 150 thousand.

Such interesting information is provided by the Accounts Chamber in the "Monitoring of the development of the system of public and corporate procurement in the Russian Federation" - interim results for 9 months of 2016. The auditors are interested in them because of the huge difference in the price for which the departments acquire the same goods.

In the “table of ranks”, their leaders are equal. A chair for one manager cannot be 10 times more expensive than a chair for another manager. The fact that it is still 10 times more expensive, the Accounts Chamber explains by the imperfection of the 44th Federal Law "On State Procurements". The law is incomplete, changes are constantly being made, moreover, the catalog of services and goods has not yet been approved, therefore, such a discrepancy in prices.

But this is childish talk, not an explanation.

A laptop for 173 thousand for a manager who does not perform any work on the computer at all is delusional and fornication. Is he a programmer? Or does he draw cartoons that need a lot of memory? And a printer for half a million is nonsense and fornication. Is it with a built-in TV, or what? And with diamond inlay? For that kind of money?

Objectively, these purchases are pure idiocy. But officials are not idiots. If they are awkwardly spending budget funds, then this is how it should be. Them. This means that they have an interest in this. The absurd, excessive spending of budgetary funds in our state cannot be explained by anything else. Kickbacks are somehow collected from all these funds - administrative rent is charged. It's all about her. And not at all in a bad law.

Administrative rent is a term used by economists. Sounds decent and even academic. But it means disgusting. When distributing budget funds, officials illegally take away a significant part of them. This is the administrative rent.

We have it like a ghost at the old castle. Everyone knows that there is a ghost in the castle, everyone has seen or heard him, but everyone is silent about him. Because you can't get rid of it, but you can scare away the guests by talking about it. The same is the attitude of our authorities to the administrative rent. Everyone knows that she is. But no one takes it into account when developing economic plans and budget expenditures. Because you cannot get rid of it, but you can “rock the boat” by starting to fight with it.

The authorities adhere to the “not to notice” tactic with regard to administrative rent. Because the authorities themselves do not suffer from it personally, but, on the contrary, benefit. Citizens suffer personally from administrative rent. They don't get what they should. What is allocated for them from the state treasury, which they fill with their taxes.

The absurd spending of budget money in their area or in the city arouses indignation among citizens: “Well, the bastard is our head. Well, the thieves have gathered here. But the point is not in their specific chapter, who turned out to be a bad person. In all districts and cities, wherever you look, everything is the same as theirs. Because the administrative rent is charged everywhere. In any case, those few honest law enforcement officers have no doubts about this fact.

Administrative rent is collected according to the same schemes. There are not so many of these schemes. In order to dispel illusions about the "disgusting" of individual officials who use the "ill-conceived law", these schemes can be described.

Scheme 1. How civil servants themselves pay administrative rent

Let's start with the positive: salaries of civil servants are not taxed with rent. An exception is Chechnya, where government officials voluntarily donate 10% of their monthly earnings to the Akhmat Kadyrov Foundation.

In general, throughout the country, the collection of administrative rent from salaries is practiced only sporadically. Employees of a polyclinic near Moscow, for example, said that last year they donated five hundred rubles from their salary for two months - to help Donetsk refugees. Voluntarily, of course. But such cases are rare. While the salaries of civil servants, thank God, are inviolable.

But from the money for the current activities of state institutions, the administrative rent is charged quite widely. First of all, with money for the repair and maintenance of infrastructure. “We are given money only to pay teachers' salaries and to pay for utilities,” said the director of a school in one of the regional centers of the Central Federal District. - We do not receive money for inventory, repairs, or modernization of the material base. I go to the head of the district, to the deputies, I swear.

They answer me: there is a crisis in the country, the budget has been cut for everyone, there is no money. And after all, with serious faces, they repeat Medvedev's banter, although from all the screens from morning to evening they loudly declare about the economic recovery, the budget surplus and that "we have money like mud."

Colleagues teach. "Tell the head of the district: I need 50 thousand for the repair of the school, write out a hundred, I will give half." I know many people do that. But why do I need it? So that they would come for me later: where is the budget money for business? " Thanks to directors like our source, this scheme is not universally practiced. In state institutions of the local level - schools, hospitals, clinics - in some places there are still leaders who do not enter into a deal with the administration and cut people's money.

The administration knows that they are "not of this world" and at the first opportunity they try to get rid of them in order to appoint people who understand the rules of the game in their place. Budgetary institutions under the leadership of such outdated leaders usually receive minimal budgetary funding.

If a civil servant wants and can cut the allocated funds with his higher comrades, he is allocated more, of course. But it doesn't really affect his school / hospital. The reason is that people who go for this think more about money than about work. The administration cuts out half of them, and they themselves in one way or another get their hands on the other half.

There are no unmercenary angels among them, those who will give the administration half of it, and what remains will be spent entirely on renovating their school. It’s not even worth hoping for.

Scheme 2. How merchants pay administrative rent

Law enforcers argue that money intended for purchases and services is subject to administrative rent always and everywhere without fail. If there are exceptions in the “scheme number one”, then the “scheme number two” has total coverage. Government agencies enter into contracts only with those suppliers of goods or service providers who agree to give officials the agreed part of the amount.

A government agency, for example, buys a brick. The cost of one brick is 5 rubles. The supplier sells it for 8 rubles. His profit is 3 rubles. The officials responsible for the conclusion of the contract should receive half of the "navar" - one and a half rubles from each brick. This is the most modest, the most basic calculation, in which the merchant has some kind of profit. But few people proceed from such a calculation. The appetites of mayors, heads of administrations and their subordinate officials are endless. First they take one and a half rubles from a brick, then three, then five, and then all eight want. Accordingly, the purchase price rises. One brick under the contract is no longer worth eight rubles, but sixteen. The printer is not 8 thousand, but half a million. The chair is not 15 thousand, but 150.

In addition to increasing the purchase price, administrative rent also leads to a decrease in the quality of goods and services, their replacement with cheap analogs. An example about "cold in the apartment", which is now relevant.

There are residential and office buildings that are heated by boiler houses. Coal needs to be purchased for boiler houses. At the price of high-quality coal, a dump is purchased for them - cheap coal "dust", from which the water temperature in the batteries does not rise above fifty degrees. The difference in price goes to officials - in the administrative rent. And the houses are cold in winter. People complain and get sick.

There is no need to tell what the administrative rent turns into. In the spring, everyone sees the patchwork. Potholes are filled up with something incomprehensible and it is not clear by what technology. After two months, all the potholes are back in place. Law enforcement officials believe that the largest administrative rent is collected from road works. If usually it fluctuates within 20%, then from 30 to 70% of the contract amount is removed here, since in road works it is possible to reduce the quality so that no one will prove anything later.

However, there are services and goods where the quality cannot be greatly reduced. For example, airline tickets. They are more expensive and cheaper, but they cannot fall below a certain limit. Administrative rent from them turns out to be modest. And I want a big, fat one. Airport officials told a story about regional sports officials. Out of greed, they entered into a contract with a company that undertook to supply the regional team with air tickets at a price lower than the lower one. Literally for a penny. The time comes for athletes to fly to the All-Russian competitions, but there are no tickets. The miracle did not work. The firm has declared itself bankrupt. The officials pretended that they had nothing to do with it. And the athletes did not go to the competition. Why did they train all year - they did not understand.

Scheme 3. How do citizens who represent themselves pay administrative rent?

Citizens representing themselves are the main and main payers of administrative rent. Whoever cheats with her, all her burden is ultimately shifted onto the shoulders of these very citizens. Children of citizens are freezing in class in unheated schools. Cars crash the suspension on potholes and sink into mud. And so on throughout Russia, from the borders to the very outskirts.

How much money is spent annually from the state budget as administrative rent?

There is no such data in the auditors' reports. But in the "Monitoring of the development of the system of public and corporate procurement in the Russian Federation", published by the Accounts Chamber, the figure is 4.3 trillion rubles. For 9 months of 2016, this amount was spent on the procurement of goods and services for state and municipal needs. Law enforcement officials, as mentioned above, argue that an average of about 20% of each government purchase is spent on administrative rent.

20% of 4.3 trillion - 860 billion. This is how much budgetary funds taxpayers have lost in 9 months. Divide 860 billion by nine, it turns out 96 billion - that's how much we lost in 1 month. Multiplying by 12 months, we get 1, 152 trillion.

This is the approximate amount that flows out of the country's budget during one year on state purchases. And not at all, but only on those that are carried out only under the 44th Federal Law. To understand what colossal money this is, let's compare it with the articles of the annual budget of the Russian Federation. In 2017, a little more was allocated for the entire law enforcement system - 1.27 trillion. Much less for education - 0, 549 trillion. For medicine - 0, 363 trillion. Three and a half annual health care budgets go into kickbacks - they go into our pockets!
