Despite the existing international agreements that regulate activities in the field of biological research, the United States adheres to double standards here, as in the issue of chemical weapons. It is not known for certain where and what research, especially those related to deadly viruses, is being carried out by the American military.

Closed biological centers have appeared in Africa and Latin America. Biological laboratories of unknown purpose have been opened in Ukraine and Georgia. In 2015, it is planned to open a biological center in Kazakhstan. Most of this work is overseen by the Pentagon.
The US-Georgia agreement "" was signed by the parties in 2002. In 2004, it was decided to build a "Public Health Referral Laboratory" in the Alekseevka settlement near Tbilisi. The U. S. The first biological center in Ukraine with the support of the United States was opened on June 15, 2010 on the basis of the P. I. I. Mechnikov in Odessa in the presence of the American ambassador John Tefft … The Odessa center has been assigned a level that allows work with strains that are used to create biological weapons. Decentralized storage of dangerous pathogens is practiced in Ukraine. In this regard, the question arises: could there be any connection between the work carried out in this center and the massacre of people in the House of Trade Unions in Odessa on May 2, 2014? A number of local activists and the media stated that an unknown substance was used that day to massacre people.

Today, the Pentagon's biological laboratories surround Russia in a half-ring. In 2012, with the support of the United States, the modernization of the biological laboratory in Azerbaijan was completed. The US plans to create similar centers include Uzbekistan and Kyrgyzstan. There is evidence that the biological center in Kazakhstan can lead Kanatzhan Alibekovis a former Soviet military microbiologist, now a US citizen, who emigrated to America in the early 1990s. and gave the Americans secret information about the military biological program of the USSR. Back in 2010to Kazakhstan, Alibekov headed the department at Nazarbayev University; at the same time he is the chairman of the board of JSC "National Medical Holding".
The following fact testifies to the direction of US actions to create biological centers in the states neighboring Russia. In 2010, under the leadership of the Finnish-Russian Biotechnology Laboratory (JBL) in Turku, the TECDOBA project was prepared - the Trans-European Center for the Detection of Biothreat Agents. Unlike Georgia and Ukraine, the work of the Center was planned with the participation of Russia, the project was approved by the government of Finland. However, the project was soon closed without explanation. From private sources it became known that this happened on direct instructions from Washington at a time when the United States was preparing to open a biolaboratory in Georgia.
In a hidden biological war, which has not yet gone beyond laboratories, not only the Pentagon and special agencies are involved, but also corporations united in the Biosafety Alliance. This group of companies includes Bavarian Nordic, Cangene Corporation, DOR BioPharma, Inc., DynPort Vaccine Company LLC, Elusys Therapeutics, Inc., Emergent BioSolutions, Hematech, Inc., Human Genome Sciences, Inc., NanoViricides, Inc., Pfizer Inc., PharmAthene, Siga Technologies, Inc., Unither Virology LLC. All of them are part of the so-called "Big Pharma". This term denotes a ramified structure in which the interests of American congressmen are intertwined with the interests of the US pharmaceutical and military industries [3].
