The cynical rebuke of the US Special Ambassador for Global Women's Issues Melanie Verveer and several European officials with improvisations on the theme “why equality is good and violence is bad” at the 15th OSCE working meeting in Warsaw on September 19, 2018, was answered by civil society and official delegations of the OSCE member states. They told how all these beautiful words and slogans come true.

Let me remind you that the next Meeting to Review the Implementation of OSCE Human Dimension Commitments was dedicated to “tolerance and non-discrimination, including ensuring equal opportunities for men and women in all spheres of life, including the implementation of the OSCE Action Plan to Support Gender Equality, and the prevention of violence against women. . It turned out that in fact what Verveer was talking about is just an ideology behind which completely different goals are hidden, rather more related to global governance. To do this, it is necessary to destroy the still more or less existing legal principles in nation states and (of course, for the sake of all the best!) To prescribe new principles for the implementation of "equality". International law is being trampled under these slogans, and the judicial system within the countries themselves is practically abolished under the pretext of its inefficiency.

I shared with those present the disturbing observations that in connection with the adoption of laws on violence against women in such a “front line” on the implementation of gender equality in a country like Spain, the judicial functions are already in full swing in determining the status of victims of gender-based violence, and accordingly the perpetrator is handed over to social services and NGOs that provide services to victims. That is, in essence, judicial functions are transferred to the market, since huge financial resources have been allocated to help victims of gender-based violence, including from EU funds. And one can already imagine what interests and abuses this can create in the entire system of family law. We have already done this in Russia using the example of the introduction of juvenile justice.

At the same time, fundamental human rights and the principles of the rule of law, such as the right to trial, defense, the presumption of innocence, are flagrantly violated. A parallel judicial structure is being created, which no longer guarantees the citizens of the country the observance of their rights and which, in turn, no one controls, and for which the rules are not even clearly spelled out, or they are extremely vague and dependent on subjective interpretation. An administrative report of social services, which cannot be appealed in any way, is tantamount to a court decision. And this decision is not subject to legal or judicial control.

Since such laws cannot be adopted through a normal democratic procedure with their consideration in parliament, the law in Spain was adopted by decree, which also violates the principle of separation of powers. It can be concluded that 18 years of implementation of the policy of “equality” and the fight against gender-based violence have created even greater chaos and collapse of the democratic legal system. Spanish lawyers are already warning that this is creating a dangerous precedent, and further adoption of laws in this way will lead to catastrophic consequences for the country.

It is surprising that after the OSCE meeting, representatives of civil society from other countries approached me and told me that they had noticed the same tendencies in their countries. This is exactly what the representative of the Parent All-Russian Resistance (RVS) Zhanna Tachmamedova showed in her report, noting that in the manuals on the introduction of gender equality, such as, for example, "Gender and control over the security sector by civil society" it is said that the bodies state security needs control by NGOs, and such control will be most effective if it is carried out jointly with international NGOs, especially women's organizations. It turned out that NGOs will also be able to replace the state security bodies.

Of course, civilian control over government bodies and government is good. For example, such as the ability to recall a deputy who does not fulfill the people's mandate, or when there is an established feedback of officials with the people.

But among the main types of participation of civil society organizations in oversight of the security sector, it is said to provide alternative sources of security and justice in cases where the state is unable or unwilling to do so, or when civil society has more appropriate opportunities. And here many questions immediately arise. For example, is the roof an alternative source of security and justice?

Well, or, for example, lynching in the square with the stoning of the "guilty"? To what extent is this acceptable and where is this framework described? If it comes to the implementation of such effective control as it happened on the Maidan, again under the careful guidance of our Western "partners", then in fact the social contract has already been broken. And what, in this case, is the general legitimacy of the institutions of power?

And, of course, an example of the work on control over the Syrian government forces of the notorious NGO "White Helmets", which simply plays up to the Western "partners" to justify their launching missile attacks on Syrian territory, by staging non-existent gas attacks of government forces, just suggests itself.

Tachmamedova also noted that the document "Gender and Security Sector Reform" criticizes the perception of the image of a soldier as a "real man." The negative characteristics of a soldier, according to the authors of the document, are masculinity, loyalty and collectivism. If all of the above qualities of a soldier are negative, then what are the positive qualities from the point of view of the "correct" gender approach, the psychologist asks. Obviously, the “right” soldier is an unmanly, non-devotee (ie, capable of betraying) and not capable of working in a team. Whether such a soldier is capable of defending his country in the face of danger is a rhetorical question.

Representative of the Russian news agency Krasnaya Vesna, Tony Sievert, said that after the government of “promoters of European values of tolerance” and gender equality came to power in Armenia, under far-fetched pretexts, raids and searches began, primarily in organizations protecting the family and traditional family values.

Prominent Spanish activist and researcher Consuelo García del Cid Guerra told those present at the meeting how the rights of women mothers, especially single mothers, are being violated by juvenile services. She said that “back in 1902, an institution called the Patronage for the Protection of Women was created, a kind of Gestapo in the Spanish way,” which existed throughout the dictatorship until 1985.

The patronage was supposed to "patronize" and allegedly "protect" girls from 16 to 25 years old, closing them in a reformatory of an almost prison regime for their "adoctrination", and if they were pregnant, to steal their children: 300 thousand children were abducted during Franco's regime. She further said that already in a democracy, all the structures of the Patronage were transferred under the control of the regional administration, and the religious congregations of the Patronage, previously sponsored by the Franco regime, now run centers for confiscated minors.

In bewilderment, she turned to those present, noting that Law 1/1996 on the protection of minors, which delegates to the administrations of autonomous communities and social services all the powers to make decisions about who are "good mothers" and who are not (that is, in fact, does the same as the Patronage), in its preamble says that it does so in accordance with the international conventions that Spain has signed.

Garcia del Cid believes that the juvenile system is promoted from international organizations and is a direct heir to the fascist dictatorship, only legally "embellished" under a democratic government. The consequence of the introduction of this law, she said, was that the administration of any autonomous community through its "technicians" can administratively decide the need to remove a child from his family according to incomprehensible and ambiguous criteria that only give rise to the possibility of any abuse of power. This is the so-called resolution on neglect, which is automatically enforced.

She noted that in 2015, more than 42 thousand children were taken away from their mothers in Spain, and that mothers in this case have little or no opportunity to protect themselves, while the right to protection should be a fundamental human right in any legal the state. Then she described practically the same situation with juvenile justice that we observe every day in Russia.

“People come to their homes, open wardrobes and refrigerators, check subjective“cleanliness”and“order”. They go to schools and, by force of authority, pull children out of classes in the presence of classmates and teachers. The woman is alone, helpless, lost in this institutional maze that interprets the moral climate as it sees fit and officially lies from the start. Children are also removed from families for poverty and placed in foster families who receive monthly payment for this. Why not help families with no resources so that they can get out of a difficult situation? These out-of-court sentences by officials who boast of their place as if they were gods destroy other people's lives every day,”says García del Cid.

This is how the “equality” of women and the protection of children from mothers and mothers from children is actually obtained. And the main thing is that the work is being carried out purposefully against the institution of the family and against other national institutions. And this is done in different countries almost like a blueprint. That is, they act according to the same training manuals. But where are these training manuals written and by whom and how are they performed?
