The cost of renting the Baikonur complex for Russia is $ 115 million per year. The annual operation of the cosmodrome costs another five billion. On the territory of Baikonur (seven thousand square kilometers) there are dozens of objects that require regular modernization, maintenance and repair.

Although Kazakhstan is the owner of the cosmodrome, it cannot maintain its performance on its own. Russia, which has only the Plesetsk military cosmodrome at its disposal, needs access to civilian space. In 2004, reconstruction began at Baikonur, thanks to which new jobs were created, the lighting was completely replaced in the workshops, a new air conditioning system was installed, the heating system was replaced, and the roof was replaced on some structures. In the future, it is planned to replace floors and railways.

Baikonur was hit hard by the law on certification of workplaces, according to which mandatory norms for the stay of employees at workplaces were issued. The requirements are so strict that they need about 40-90 million rubles to comply.

- We are investing our money here not only to ensure the implementation of our space program. International agreements are also extremely important, say representatives of Roscosmos. - As soon as we leave here, the cosmodrome will die. This cannot be allowed. We've already given too much for it. That is why Kazakhstan's demands to reduce the number of launches in 2013 from seventeen to twelve are unacceptable: no matter what additional allocations Roscosmos allocates, it is unrealistic to ensure the existence of the cosmodrome without performing commercial launches.

Recently, at a meeting with students, the head of Roscosmos, Vladimir Popovkin, spoke about the construction of the Vostochny cosmodrome, which should become the first space site in Russia of a "non-Soviet" model. But until he is gone, Russia will have to seek a compromise with Kazakhstan. As a result of the March negotiations, the Baiterek joint project had to be modified on the terms of Kazkosmos: the complex will use not the Russian Angara, but the Ukrainian Zenit missile. Thanks to the implementation of this project, Kazakhstan will have the opportunity to become a space power, buying carriers from Russia and Ukraine as needed.

Judging from the experience of previous years, it can be assumed that the demands put forward by Kazakhstan will only grow. Until the East becomes an independent unit. An unmanned flight from the new Russian cosmodrome is scheduled for 2015. The manned program will only be deployed in 2018.
