At the moment, out of 47 member states of the Council of Europe, 27 have ratified the Convention, only Russia and Azerbaijan have not signed it, and this year the pressure on the “violators” has increased. The response was massive protests by residents of the countries: Croatia, Bulgaria, Latvia, Poland, Czech Republic, Slovakia, etc.

The Russian public also raised the alarm: an appeal was sent to the President, as well as to all State Duma deputies, from 125 prominent public figures, representatives of science, culture, and the media with an appeal not to join the Istanbul Convention and to reject the law "On Equality of Rights of Men and Women" (on "Gender"), as well as cancel a number of other initiatives of the homosexual lobby.

Many patriotic media published critical articles and analyzes of the Istanbul Convention and the “gender” law. Caring citizens also did not stand aside, sending telegrams protesting against dangerous initiatives.

Fortunately, in the end something happened that the lobbyists had never expected: if in April the officials in their letters thanked equally "for an active civic position" and nothing more, then at the end of May the Ministry of Labor of the Russian Federation, the Duma Committee on Family and other departments began to answer, that "the government has no plans to accede to the Istanbul Convention."

And the cause of the metamorphosis is in the National Report presented on May 11 in Geneva at the 30th session of the Working Group of the Universal Periodic Review of the UN HRC and the National Report prepared by the Ministry of Justice, in which paragraph 18 says: “The Russian Federation is not a party to the Council of Europe Convention on the Prevention and Control of violence against women and domestic violence (Istanbul Convention), since some of its provisions do not coincide with the fundamental approaches of the Russian Federation to the protection and promotion of traditional moral and family values. (…) And further: The current Russian legislation provides sufficient protection against domestic violence and does not need to develop additional legal norms regulating public relations in this area."

It included: “gender dysphoria, or gender identity disorder (60-62); paraphilic disorders (6D30-6D3Z): exhibitionism, voyeurism, pedophilia, sadism, frotteurism ", etc. - everything that was previously considered a pathology.

In other words, from now on pedophilia, sadism, transgenderness, transsexuality, etc. are no longer a disease, but simply “one of the types of sexual health”; it was according to this scheme that WHO previously carried out the depathologization of homosexuality.

This is a historical event that “breaks the world on its knee”, creating a new reality of “all-conquering sodom”.

During the year, countries will be able to make their own amendments and comments to the new ICD-11, which will be adopted by the World Health Assembly in May 2019, and will enter into force on January 1, 2022.

The public in its Address to the President actively opposed these changes in the ICD-11, called for the cancellation of the recent order of the Ministry of Health on an accelerated (within 30 days, without previously obligatory surgical correction!) Procedure for gender reassignment, and also to prevent the signing of the order prepared by the Minister, which transfers help to patients with sexual pathology from the field of clinical psychiatry to the field of consultative sexology, as a result of which there will no longer be any treatment for sexual perversion in Russia.

Does anyone still doubt the existence of a global scenario, agreed dates and deadlines, a built strategy and a designated goal?

The Ministry of Health knows better than us. In response to the society's protests from the Ministry of Health of the Russian Federation, a response was received signed by the deputy director of the department E. A. Safronova.

Referring to the opinion of the chief freelance psychiatrist of the Ministry of Health Z. I. Kekelidze, the official said that “the WHO Member States are obliged to follow the ICD in the current edition”, that “even some of its provisions cannot be abandoned,” and that “the developers of the ICD take into account the spiritual, moral and cultural aspects, but a purely professional approach remains a priority for them."

Regarding the order on the new procedure for gender reassignment, the letter said that "this departmental normative document is based on the data of science and practice," and that "there is no reason to consider it accelerated."

It was also stated to the public that “according to the information provided by Z. I. Kekelidze, the demands put forward by citizens should not encroach on the ideas of mental health and mental pathology that have developed in modern medical science."

And, finally, the key one: "Representatives of the general public and the media should not influence the professional activities of a doctor either."

In general, Mr. Kekelidze knows better what the country needs.

In this survey, a person is asked to first indicate only his sexual orientation (of course, this is the most important sign of a person!), And then choose from the proposed statements what he agrees with, for example: “In a relationship with a woman, men often try to prove their superiority; When men are sick, they behave like children; Men tend to occupy a higher position in society than women; The actions of women are more moral than those of men."

The question remains: who does HSE work for?

The Ministry of Health of the Russian Federation does not intend to use this opportunity and, following other states, amend the ICD-11 in terms of sexual deviations. He also falsely informed the public that this was impossible.

The department has already prepared documents to accelerate the implementation of dangerous changes - a new procedure for gender reassignment has been adopted and an order has been submitted to transfer patients with sexual deviations from the management of psychiatrists (treatment) to the management of sexologists (counseling).

At the same time, the Ministry of Health, represented by specific officials, strictly "shouted" at the society, which pays its salary from its taxes, for reminding it of its values, which it does not intend to part with, and indeed declared that it exists.

There is a dissonance between the activities of the Ministry of Health of the Russian Federation and the National Security Strategy approved by President V. V. Putin, where spiritual, moral and cultural values are called objects of national security, subject to the protection of the state.
