Video: The government of the Russian Federation writes laws that grossly violate human rights

The number of Muscovites brought to administrative responsibility under Article 3.18.1 of the Administrative Code of Moscow is growing exponentially. But the majority of law-abiding citizens of the Russian Federation perceive all quarantine-isolation experiments on the population with shocking positivism. The motivation for these people is painfully simple.
First, everything happens for our own good. Secondly, it is very important to note that all repressive measures restricting the rights and freedoms of Russian citizens are regulated by government decrees, decrees of the mayor, urgent amendments to the Administrative Offenses Code of the Russian Federation and regional codes of administrative offenses. Everything is according to the law, guys!
And only those who are still offended by the barbaric violation of human rights, resentfully sniff around the corners and scribble posts on "enemy Facebook". These naive people cannot understand the simple truth in any way. Truth, which is explained at the Faculty of Jurisprudence to first-year lawyers.
A colossal chasm lies between laws and human rights
Well, here's an example. Nazi criminal Dr. Mengele in Auschwitz “provided medical services” in violation of human rights. But according to the law. In full accordance with the medical "protocols" for conducting experiments and other "standards" that pedantic Germans created in great numbers even during the reign of Adolf Hitler.
In particular, the legislation of the Third Reich allowed Joseph Mengele to amputate the testicles of experimental boys without anesthesia, who temporarily replaced experimental rabbits in Auschwitz. And also with a surgical thread (again, without anesthesia) to stitch up shredded babies born of different mothers in order to artificially create Siamese twins out of them.
This was not the sadism attributed to Mengele. In battle with the enemy, the soldiers of the Abwehr died. And it was extremely important to check whether the organs taken from one boy could make up for the absence of the same organs from another. Josef Mengele had an important task:
Take the helpless and obedient from the hellish horror of the Jewish children and women of Auschwitz, who were considered (strictly by law!) Not people, but beings of an inferior race. And it is urgent to make an "ordinary miracle" in the proposed circumstances of a bloody war. Simplify, so to speak, the healing process
Is it correct to compare modern Russia with the Third Reich? Of course not. And who compares something?
The point is, only, that the state, which is an apparatus of violence against human rights and freedoms, has the right to create absolutely any legislative framework. And this apparatus of violence breaks down either in the event of its crushing by the enemy from the outside, as it was at the time of the capture of Berlin on May 9, 1945, or on the principle of swinging from within - this is how it all happened here, in Russia, on October 25, 1917, when the Winter Palace was taken.
It is senseless and stupid to hope that foreign countries will help us. Belarus is almost the only country in the world where the ruler had enough brains not to introduce quarantines and self-isolation regimes. Lukashenka realized that on the eve of the elections he did not need 9.485 million angry Belarusians. But it is unlikely that Lukashenka will go to war against Russia, and it is even more doubtful that he will annex it to himself.
And what about the buildup from the inside? It all depends on how difficult life has become for the population of a particular country as a result of the transformations taking place in the COVID reality. More precisely, on the extent to which we are ready to accept our all-Russian defeat in rights
The guesses of the federal, regional, municipal authorities that the revolution will not take place in March, April, May 2020 have come true in full. The Russians, who lost their jobs and business under the conditions of the "quarantine", dutifully swallowed this bitter pill, saddened and babbling:
Putin gave, Putin took … What is there?
Moreover! We are grateful to the government, the president and the heads of regions for only promises to go out into the streets someday without fear and not be caught, beaten, fined for the very fact of going out or for not wearing a mask.
By the way, we have a small legislative incident with personal protective equipment and detentions, fines for their absence. According to the Decree of the Government of the Russian Federation dated 02.04.2020 No. 417 "On the approval of the Rules of Conduct, binding on citizens and organizations, when the regime of high alert or emergency is introduced," masks and gloves must be provided by "the executive authorities of the constituent entities of the Russian Federation and local self-government bodies" … Let's open article No. 3 of Resolution No. 147 and turn to point "B".
But is anyone going to blame the government or spit on a simple Russian policeman who wanted COVID saliva for this nuance? In no case. Against. The authorities in Russia are always right. It is the prerogative of the state and its competent authorities to methodically defeat us in rights. From this perspective, the “all-Russian apparatus of violence” faces at least two major tasks.
Problem No. 1. In no case should people come to their senses and realize that the non-working day regime, which lasted half of spring and successfully ended on May 12, was a heresy, which even the first president of Russia B. N. Yeltsin could not, in his most drunken delirium.
Recovering and looking at the figures presented to the Russians in yesterday's article of the "Russian Planet", you can commit a terrible thought crime.
What Jesuit logic were our rulers guided by when they decided to stop the economy on March 25, when 658 people were sick all over Russia? And why have you resumed working processes today? Indeed, on May 19, the number of people infected in the country breaks the mark of 300,000
Then the situation was dangerous and demanded to immediately ruin the lives of our fellow citizens who were left without work. And now? Oh yes. The head of Rospotrebnadzor Anna Popova said that the growth in the spread of coronavirus in Russia has been stopped. Don't we believe this? In Moscow alone, on May 19, 2020 (according to the operational headquarters), 3,545 people were infected.
Yes, we do not believe. And to believe that then the economy could have been stopped, but today it is quite reasonable to start it up! - can only be a person who does not know what the Internet is, cannot compare numbers, does not watch TV, does not read newspapers.
But it is possible to understand the logic of the actions of the Russian authorities. It was necessary to camouflage the failure of the OPEC deal, which led to an economic catastrophe in the Russian oil and gas coordinate system in the first ten days of March 2020. How to camouflage a 29-year record drop in oil prices?
Very simple. As usual! - In the most decisive way, saving the citizens of the Russian Federation from seasonal flu.
If anyone does not remember, we, the Russians, were also saved from terrorism in the fall of 1999, when houses in Moscow, Buinaksk, Volgodonsk fell from explosions. And our neighbors - Belarusians - were “saved” from explosions in the metro on 11.04.2011. In those days, Belarus was covered by the most terrible economic crisis, and the Belarusian "bunny" depreciated five times. Well, of course, if not for the strong hand of Alexander Grigorievich and Vladimir Vladimirovich, the metro would explode every day, and houses fell more often than the temperature in Komi
Lead Russians to radical constitutional reforms when the dollar is worth 80 rubles? Not a very smart move. I had to postpone. Too unhappy are those who, over the years of oil and gas prosperity, are accustomed to flying around the world, vacationing in the paradise of Cyprus and Turkey. Isn't it easier to make it seem like paradise even going out onto the streets of your hometowns?
It’s not easier anymore. There are very few treacherous gendarmes in the country. And you can't put a police officer next to every freedom-loving Russian. After all, during the period of self-isolation, there were “clever men” who studied the “normative” and trumped every traffic cop, they say, “the rights of citizens can be violated in accordance with Article 55 of the Constitution of the Russian Federation exclusively by federal law, and not by directives of heads of regions. But they are limited to precisely this kind of directives of local kings.
And the restriction (from our own, sheep's, obedience to laws that violate our rights) went too far. Today it is not enough for the authorities to forbid us, snotty ones, to take to the streets. A pilot project of new infernal restrictions has already been launched in Moscow.
Decree of the Mayor of Moscow No. 55-UM dated 2020-07-05 "On Amendments to the Decree of the Mayor of Moscow No. 12-UM dated March 5, 2020" ("On the introduction of a high alert regime") was released on May 7, 2020.
This "utterly mayor's" directive kills two birds with one stone. Firstly, it makes the Russians who are sitting at home with a cold start to shudder at every signal of their smartphone. Secondly, it discourages the desire to seek help from doctors when alarming symptoms appear.
According to clause 12.5. Decree No. 55-UM, the mere suspicion of the presence of a coronavirus infection is the basis for forcing Muscovites to comply with a two-week self-isolation regime, and to monitor compliance with this regime, it is prescribed to use "technologies for electronic monitoring of the location of a citizen in a certain geolocation."
We will not talk about whether it is necessary to sit at home with banal snot or an allergic reaction to cherry blossoms at the height of the coronavirus pandemic, or, on the contrary, it is better to walk and breathe fresh air. Opinions abound on the net. Let's just remind …
How does it look in practice?
Our colleague is a zealous guardian for quarantine and self-isolation! - I felt unwell on May 7, in the morning. Seeing 37 on the thermometer, he vividly imagined how an infernal Chinese virus produced by perky bat eaters was devouring his lungs. Having phoned people in white coats, he found a brigade of "plague doctors" at the door, outwardly resembling aliens landing on Earth.
Taking a smear from the sufferer to detect COVID-19 in him, the Aesculapians presented him with a pack of Antiflu, offering to sign a sanitary doctor's order. By putting his signature, this quite respectable citizen, a lawyer by training, found himself in the position of a person who had committed a criminal offense. Preventive measure? House arrest.
To comply with the terms of this “house arrest”, the Moscow Department of Information Technologies has created a special application called “Social Monitoring”
Everything is according to the law. More precisely, according to the Mayor's Decree 55-UM, according to which every person with suspected ARVI must, upon a signal from the program, take a photo with the front camera of his gadget and send it via the Social Monitoring software to an overloaded server that refuses to accept photos.
Our colleague's cold symptoms disappeared the next day. And the test results, as there were, and still are not, although the smear was taken on May 7 and with a high degree of probability was long ago lost / thrown away as unnecessary. The meaning of the manipulation is not clear?
The citizen sincerely considers himself lucky
Until now, he has not received a single penalty! But a fine in the amount of 4,000 rubles is sent to everyone who uploaded their selfies to an overloaded server at the wrong time, where those who caught a cold and caught a runny nose are trying to upload their photos or, in conditions of general COVID-hysteria, mistook a seasonal allergy for a "crown".
The number of those fined under Article 3.18.1 of the Administrative Code of Moscow, which was immediately invented for inmates of home concentration camps, is growing rapidly. Some of them understand this kind of gadgets a little better than my 72-year-old mother. Someone was simply asleep (many of them receive notifications from the Social Monitoring program in the middle of the night when they are asleep and cannot hear the phone). Did not send? Fine! 4000 rubles.
How far has progress come?
To the point that the innovators from the Moscow City Hall did not give a damn about the procedure for conducting the administrative process provided for in Article 26.1 of the Administrative Offenses Code of the Russian Federation, according to which in each specific case the existence of an administrative offense event, the guilt of a person in committing it, circumstances mitigating administrative responsibility were previously established.
According to the letter of the law, the person in charge of the admin process was entrusted with the duty of proving our offense, and we could rely on the presumption of innocence
What a blatant archaic! To the delight of the compromisers who are ready to accept any initiative of the authorities inviting us to believe that the coronavirus is worse than the "coranavirus" (the importation of 17 million guest workers into the country with the entire spectrum of diseases from STDs to bubonic plague). That "we are being rescued vigorously again" to make us feel like a puppy that we … no, are not allowed to go out into the streets and parks. This is already the fruit of our transcendental fantasies.
And they are allowed to sleep in apartments, without flinching from every squeak of a mobile phone. After all, having slept through the squeak of the "Social Monitoring" program, you can hear the sound of an incoming text message announcing the write-off of the fine. Many Muscovites managed to grab 3, 4, 5 fines of 4,000 each, due to which family Russians benefit in June with benefits of 10,000 rubles per child from 3 to 16 years old
And if you are still asleep? If you turned off the light and you won't be able to take a picture? If your phone breaks down, the Internet is turned off, the battery runs out, you drop your smartphone into the toilet, as a result of which it becomes unusable? For all this, administrative responsibility is provided in automatic mode. Pray, patient Russian, that this does not happen with you.
And never call a doctor again. Do you hear? Never. After all, even if you wipe your snot and refuse to sign the sanitary doctor's order on self-isolation, you will find yourself in the observatory - a place where you, having arrived with your seasonal allergies or ARVI, will probably leave with COVID.
Are we happy? And then. How rejoicing! After all, even death in the COVID-Russia coordinate system brings only shame. Despite the fact that the WHO directly indicated that the corpse of a person who was diagnosed with coronavirus does not pose a danger, they bury COVID-nicknames in Moscow, just like dogs, in a plastic bag, in the absence of relatives, pouring chlorine on top.
Even a Muscovite Irina Karabulatova is happy. She is a bedridden invalid of the 1st group, which the Main Control of Moscow (the key "Cerberus" of negligent self-isolates) sentenced to a fine of 4,000 rubles. Irina Karabulatova told Glavkontrol that she would gladly pay this fine, but she could not get out of bed.
And - a miracle happened! - the officials of the Main Control Department apologized and canceled the fine. It was not just anyone who reported this, but the head of the Main Control Directorate of Moscow, the Minister of the Government of the capital, Yevgeny Danchikov. However, the miracle did not happen again! - no one thought to cancel the notice of the fine. And it flew to Irina again.
Yesterday's "home inmates" who humbly accepted this monstrous absurdity - "non-working day regime"! - suddenly stopped by the appearance in the country of the "jubilee" three hundred thousandth sick with coronavirus, today they are trying to understand how things are with their violated rights. No, not in court. If you leave the room, make a mistake, another fine will arrive - the "Social Monitoring" program is watching, the big brother is watching you.
For the time being in social networks. There, social activist Ivan Yozhikov patiently posts posts on what to do, if you were fined for not submitting a report-photo report to the Social Monitoring program on time, how can you appeal this decision to impose a fine while sitting at home? And what to do if you are fined for non-compliance with self-isolation, and your passport data was taken and posted on the network.
Well, of course. Who, if not Vanya Yozhikov from the Hedgehog hole, should thoroughly and meticulously explain our rights to those who were fined for a fake violation of self-isolation before April 29, 2020 and those who were fined after?
The state has hammered on the rights of people. His medical reform in Russia and, in particular, in Moscow, halved the number of hospital beds and mowed down half of the qualified medical staff. Moscow Mayor Sergei Sobyanin announced this to the residents of the capital with triumphant notes in his voice three months before the start of the pandemic. In that bright and irrevocably gone time, when old mothers and wives with children could be released into the streets without fear that they would be seized by people in the uniform of police officers and "copied" according to 6.3 or 20.6.1 of the Administrative Code of the Russian Federation. Or leave at home, not fearing that they will be attracted automatically according to 3.18.1 of the Administrative Code of Moscow.
The state does not care that our mothers and grandmothers do not know how to use smartphones. How to spit on the fact that for iPhone owners the program was simply not developed at first, which made all lovers of Apple products a priori violators of the law.
And most importantly? The state, which has developed the Social Monitoring program only for those who have officially confirmed COVID-19, suddenly extended the obligation to install this application to everyone who sneezed, got scared of a runny nose in the proposed circumstances of general hysteria and, like our colleague, rashly called doctors.
They say, sit, don't sneeze, and most importantly - don't blather, Russians. Until you came up with something more terrifying than this digital concentration camp. Although … what could be worse?
Where is the truth? Is she there? There is. It is bitter. Very bitter and lies in the fact that our rights begin to interest us only at the moment when we receive thousands of fines online and the phone is torn off by text messages about the same automatic debiting from the card. Only when we understand that the state - a soulless apparatus of violence - intends to rob us to the skin under the most cynical and specious pretext of caring for us.
This is our story.
And mentality.

GOLD TO LONDON! (c) the Central Bank of the Russian Federation. Russian gold flowed to the West, which was not even during the War
Using gold to plug currency "holes" in the Russian economy is sheer barbarism. Gold should not be exported, but accumulated. Especially considering the continuously rising prices for the precious metal. First of all, it is necessary to increase gold reserves as part of the international reserves of the Russian Federation
How does the media violate our right to mental independence?
One of the most important human needs in the 21st century is the right to mental independence, since every day our brain is subjected to more and more intense and frequent manipulations in interests that are alien to our individuality
The Russian Government does not have enough money to support Russian pensioners ?
In connection with this sad fact - the Government of the Russian Federation does not have enough money to support Russian pensioners - I invite the entire Russian people to be puzzled by two classic questions: "Who is to blame? And what to do?"
The rights of Russian and European women in the middle of the 19th century
By the middle of the 19th century, in Europe and the Russian Empire, the voice of women began to sound louder: the fair sex began an active struggle for their rights. Despite the fact that, in general, the socio-economic development of the Russian Empire lagged behind that of Europe, the legislation on women's rights was more progressive. And it concerned mainly property issues
