But the funniest thing is that upon returning to the United States, they were brought to trial for the fact that they, in violation of the laws of their country, enriched themselves in the course of privatization in the Russian Federation. And they did not have the right to do so as acting intelligence officers. Under the law, they were prohibited from engaging in any kind of commercial activity within the United States, but they could not resist - corruption, you know."

And so I decided to make a small amendment to the president's statement. The participation of the US intelligence services in Chubais's "team" during the wild privatization of the 93-95s, as well as the sale of the defense industry, became known not today, but a little earlier. Fifteen years ago. In 1998. And I personally published detailed information about this, with a list of structures, including American ones, the amount of money and Russian defense enterprises that have passed into the hands of representatives of the United States and some European countries. Despite the fact that so many years have passed, the facts and figures are still relevant. And they are so relevant that the miracles of the ex-defense minister Serdyukov and his harem seem like child's play.

Also, in 2000, in an open appeal to newly elected President Vladimir Putin, published in Novaya Gazeta, I reported all the information about the sale by Chubais's team of the Russian (and Soviet) defense industry, including secret technologies, to structures related to the United States of America. Moreover, for symbolic money, which also disappeared somewhere. And also about many other "exploits" of Anatoly Chubais.

The times of general privatization and accumulation of initial capital are irrevocably gone. Everyone has completely forgotten how easily factories and factories were sold for the price of a room in a communal apartment. But in vain! Right now it would make sense to remember who and what sold from state property, and ask: "Where is the money, Zin?" In the period 1991-1996, under the firm leadership of Anatoly Chubais and the company, the most delicious pieces of Russian state property were sold. And now, when privatizing officials with satiated smiles tell the public about their survival during the crisis, a historical tale comes to mind: Empress Catherine was told that the people in the provinces did not even have bread, to which the royal person replied: "If there is no bread, let them eat cakes." … But God is with her, with this Catherine and her cakes. And we, dear readers, will see who and how ate the sweetest cakes of Russian privatization, turning it into Privatization of our own Conscience.

Do you remember how it all began?

As you know, privatization in Russia began in 1988, after the adoption of the USSR Law "On State Enterprise (Association)", and for three years it was a spontaneous and wild market, where all kinds of small entrepreneurs tore off small pieces of state property. The privatizers developed serious activity only in November 1991, when the still little-known Anatoly Borisovich Chubais took the ministerial post of chairman of the State Committee for State Property Management. But the real birthday of the "nationwide commission" can be considered June 2, 1992. On this sunny day, Anatoly Chubais was appointed Deputy Prime Minister of the Russian Federation, which gave him complete carte blanche for the implementation of the global redistribution of Russian state property.

It is noteworthy that Anatoly Borisovich applied the tried and tested Bolshevik formula of work: take with a stern hand from some and distribute to others with a generous hand … Moreover, Anatoly Chubais was intensively advised (almost supervised) by fifteen Western advisers (surprising? But true!), As well as foreign organizations: European Bank for Reconstruction and Development, Morgan Greenfeld, Clifford Chance, Baker & McKenzie, Credit Commercial de France, Coopers & Librain, Deloitte & Touche, White & Case and others.

Gradually gaining experience, Chubais and Co. officially announced the main and very good goals of the large-caliber privatization of All Russia, backing them up by presidential decree No. 66 of January 29, 1992. Further, we will repeatedly quote this memorable decree, comparing its lofty and almost poetic slogans with real events and facts, information about which we had at our disposal.

And, ending the introductory course in the history of the scam called "Russian privatization", I would like to cite several interesting statistical results of the activities of Anatoly Borisovich and his entourage. These figures, "closed" to the general public, are not advertised especially now, apparently in order not to disturb the peace of the mighty of this world. After all, excessive excitement has a bad effect on cardiac activity.

So, presidential decree N 66 states that the purpose of privatization is "to increase the efficiency of enterprises through their privatization." In reality, production fell 51 percent between 1992 and 1996. The volume of production in the light industry decreased by SIX times, in the food and machine-building industries by TWO AND HALF times.

Further. We return again to the presidential decree N 66, which promised us "social protection of the population and the development of social infrastructure at the expense of funds received from privatization." In fact, in 1993-1995, the proceeds of finance from privatization did not become a serious source of budget income and did not play any role at all in improving our life. Thus, the total share of all privatization revenues amounted to only 0.13-0.16 percent (!!!) of the total budget revenue. As you can see, privatization did not benefit anyone, with rare exceptions. But we'll talk about exceptions a little later.

An inquisitive reader will probably ask: where did you get the information, because if the privatization scam reached such a scale, then its participants had to reliably hide the ends in the water? The fact of the matter is that they simply did not have time to "close" all the reports and documents. They were in a hurry and allowed negligence, leaving "alive" all kinds of acts of audits and checks. So, some papers, including those from the Accounts Chamber, got into our editorial office. And the lack of time is indicated by the closed data of the State Statistics Committee: in 1992, only 46 thousand enterprises were privatized, in 1993 - 88 thousand, in 1994 - 112 thousand, and in 1995 more than 120 thousand enterprises were privatized, which was already 57 percent of of all legal entities existing in Russia. This is speed! And you say that the government is working slowly! When it comes to serious money, the rate grows in proportion to the amount.

As soon as foreign experts began teaching the Chubais team the basics of privatization, American military corporations showed a keen interest in the opportunity to participate in the redistribution of Russian military equipment

Due to the fact that the State Property Committee and the Federal Property Fund lacked control over the monopoly purchase of shares of strategic and defense enterprises by foreign capital, a number of large Western companies rushed to the Russian privatization market, where they began active hostilities

For example, the American company Nick & C Corporation, through dummies, acquired stakes in the following defense enterprises - Kurskiy Pribor JSC (16 percent), Avionica (34 percent), Tushinsky Machine-Building Plant (16.3 percent), MPO them. Rumyantsev (8 percent), Rubin JSC (6, 89 percent) and many others. All in all, the Nick and Sea Corporation has at its disposal large stakes in nineteen strategically important defense enterprises

None of those in power paid attention to the growing number of such "purchases". Or maybe he just didn't want to convert? The leadership of the State Property Committee did very strange things with the defense industry. Thus, Chubais's team was actively reducing the state share of property in strategic enterprises, diligently "loading" them to Western companies. For example, the share of state ownership in JSC NII Delta was reduced from 22.5 percent to 17 percent, and in the Irkutsk Aviation Production Association - from 25 percent to 14.5 percent. During a closed check auction for the sale of shares in the strategic JSC Energia, most Russian citizens were not even allowed to participate in the auction. The main purchase was shared by foreign investors

Also, privatizers organize tenders for the largest enterprises. From 1993 to 1995, 125 such tenders were held, including 121 investment ones. The proposed investments amounted to 1,426 billion rubles and 1,499 million US dollars. Foreign firms and JVs with foreign capital won 21 competitions (17 percent of the total). Their investments accounted for 18 percent and six percent of the total in rubles and dollars, respectively

However, the West tried to help young privatizers not only with consultations, but sometimes also solved financial issues in the form of non-repayable loans. So, in 1993, going to meet A. B. Chubais, large foreign banks gave Russia a loan in the amount of 2.3 billion US dollars at seven percent per annum for "the implementation of the first stage of the privatization support program." But the most interesting thing is that these billions in a completely incomprehensible way simply disappeared, naturally dissolved. Even the commission of the Accounts Chamber of the Russian Federation, with all its desire, could not find the "ends" of this gigantic loan. They searched both in the State Committee for Privatization and in the Ministry of Finance. There is no money, but the privatization was very successful … for Western firms and corporations

Or maybe the privatizers "poured" outdated and unnecessary objects to the West? Alas, this is not the case. This is what was reported in a letter from the Russian Foreign Intelligence Service and the FSB dated August 26, 1994: "The privatization of enterprises of the military-industrial complex has led to a massive leak of the latest technologies, unique scientific and technological achievements practically for nothing to the West. In general, the West has acquired such a large volume in Russia. new technologies that NATO has established a special program to process them. " Comments are superfluous

Where's the money?

According to the initial good idea of the "great" privatizers, the State Committee for State Property and the Russian Federal Property Fund were to send "huge" funds from privatization to the state budget, thereby correcting the plight of the Russian economy. But, as we learned, the state got only a pitiful crumbs from the festive table of the reformers. (In the 1994 budget, the share of the State Property Committee's funds was only 9.9 percent.) And where did the rest of the billions earned from the sale of state property go?

Privatization money disappeared … in the department of Anatoly Chubais at supersonic speed. The "internal" consumption of this money is still covered with a veil of special secrecy, but we will try to figure out some of the expenses of the "cheerful guys" from the State Property Committee and the RFBR for 1993-1996.

The average monthly salary of employees of the State Property Committee was 800 thousand rubles in 1994-1995, with an average salary in the country of 300 thousand rubles. Also, the "privatizers" received in 1994 an additional twelve salaries each, and in 1995 they awarded themselves, loved ones, nineteen more salaries.

The GKI spent 5 billion rubles (more than a million dollars) on the purchase of mysterious "consumables", and 1.7 billion rubles (correspondingly - 300 thousand dollars) on the payment of transport services. Apart from cars and consumables, the privatizers did not abandon good furniture. So, for three quarters of 1995, the State Property Committee purchased furniture for the management for 521 million rubles, which is pretty much over 100 thousand dollars at the exchange rate. But the most interesting is yet to come. The State Property Committee in 1994-1995 made completely unexpected "investments" of privatization money. So, let's turn to the docs

For various events, including accommodation in high-quality hotels, three meals a day, etc. In 1995, 488.6 million rubles were spent

Paid to an individual for the manufacture of equipment for unloading - 200 million rubles

Paid flowers for congratulating the heroes in the amount of 685 thousand rubles

Shoe laces were purchased for 130 thousand rubles (!!!. Auth.)

As for the laces, one of the GKI employees joked gloomily: "We have shod the whole country, and now it's time to lace up."

But it turns out that the State Property Committee also chronically lacked the finances received from the privatization of state property, and the management decided to "use" Western credit, which the State Property Committee calls "Gaidar-Chubais money." And it was like this. In 1992, on the initiative of Yegor Gaidar, the World Bank for Reconstruction and Development granted the State Property Committee a loan in the amount of $ 1 million 37 thousand for "the development of privatization in Russia." All credit agreements were signed by the then chairman of the State Property Committee Anatoly Chubais.

The money received on the millionth loan was spent as follows: office equipment was purchased for 625 thousand dollars, 400 thousand "green" were used for business trips and completely incomprehensible "consulting and other services." It turns out that as much as 12 thousand dollars was spent on "the development of privatization in Russia" over three years of the total amount

But the miracles happening to the finances of the State Property Committee can be called the little things of life compared to what the Russian Federal Property Fund did with the money - the main seller and companion of the State Property Committee in the privatization of All Russia.

In 1993-1996, the Fund concluded and paid for the following contracts:

- Painting (!) - 1.5 million rubles.

- Production of the feature film "I am a Russian soldier" - 150 million rubles.

- Screening of the feature film "Burnt by the Sun" - 1.7 million rubles.

- Transportation of building materials - 1, 9 million rubles.

- Manufacturing and restoration of the Emblem of Russia - 7, 7 million rubles.

- Purchase of sweets for employees of the Sverdlovsk region - 1, 2 million rubles.

- Carrying out health-improving activities in the sauna (!) - 37.8 million rubles.

- "Estimated" meetings and seminars in the "Snegiri" rest house of the Administrative Department of the President of the Russian Federation - 179, 1 million rubles.

This is just a small part of the gigantic list of amounts spent by the foundation for the entertainment of employees and superiors. In addition, the Russian Federal Property Fund willingly bought luxury apartments in the center of Moscow for its employees. So, in 1995, a three-room apartment with an area of 79.4 square meters was bought for 166.4 million rubles at the address: Moscow, Frunzenskaya embankment, 16, bldg. 1 sq. 22. These apartments were not recorded as fixed assets and were immediately sold to the deputy chairman of the fund A. V. Yakovlev for … 33.4 million rubles. The loss of the Federal Property Fund amounted to 134.3 million rubles, and dear comrade Yakovlev instantly disappeared from the RFBR, taking a good apartment in his beak. In total, the fund purchased apartments for the employees in the amount of 8.8 billion rubles (about two million US dollars). But the most interesting thing is that as of January 29, 1996, these apartments were no longer listed on the RFBR balance sheet. As they say, everything is sewn-covered. The inspector gets ice cream, the "workers" get free apartments.

And finally, one more funny moment from the life of the "great privatizers". In the period 1992-1995, the Russian Federal Property Fund acted as the founder of various commercial organizations, transferring contributions to the statutory funds totaling two billion rubles (more than half a million dollars). In a number of cases, money was credited not from a settlement account, but directly from a special account, which received funds from the privatization of large objects. Maybe the fund hoped to bring at least some profit to the state by investing in profitable projects? The facts suggest otherwise. According to the RFBR accounting department, the fund did not receive dividends on the invested funds. And where did they go then ??? According to the laws of physics, nothing disappears without a trace. For those in doubt, we name the main commercial organizations where money from the RFBR flowed away. These are Privat-Info LLP, Expo-Bank Design Bureau, Fondoviy Magazin AOZT, Gosinkor - Small Business AOZT, National Tender Center AOZT. Enough?"

Polevanov V. P. was appointed chairman of the State Property Committee on November 15, 1994 with the active participation of the head of the security service of the President of the Russian Federation A. Korzhakov. On January 24, 1995, he was removed from this post at the request of the US State Department and the IMF after the scandal with the publication in the Pravda newspaper of his note on the assessment of the results of privatization under Chubais.

In the midst of the first privatization, Polevanov was the chairman of the State Council of the Russian Federation for State Property Management. Appointed to this position in November 1994, Polevanov faced the seizure of strategic enterprises, including in the military-industrial complex, by foreign companies. First of all, he took away the passes from foreigners to enter the State Property Committee. For opposing the methods of the then privatization, in January 1995, Polevanov was removed from office.
