In this review article, the author presents the results of his research on the genocide of 1991–2015. on the example of "independent" Ukraine, since he is its inhabitant and felt its influence on his family. At the same time, the mechanisms of genocide identified by the author, used in Ukraine in relation to its indigenous population, are universal and are applied by the authorities of other capitalist countries of the post-Soviet space and Eastern Europe.

According to the Human Development Report 2007/2008 UNDP from 177 countries of the world, the decline in population by 2005 (and projected to 2015) in relation to 1975 was observed in the Czech Republic, Hungary, Slovakia, Estonia, Latvia, Bulgaria, Belarus, Russian Federation, Ukraine, Georgia. Note that, first of all, these are the countries where the Slavs live. At that time, the world population during the specified period rose from 4.1 billion to 6.5 billion (7.2 billion in 2015), and the decline in population against the background of global growth by 76% indicates significant damage to national resources by this countries.

Is it legitimate to talk about the genocide of 1991–2015?

For many citizens, the statement that genocide has been carried out in independent Ukraine from 1991 to the present evokes a smile or misunderstanding. This is largely due to the fact that the former President V. Yu. Yushchenko massively introduced the myth of the Holodomor of 1932-1933 into the public consciousness. in Ukraine and achieved the adoption of the relevant law on the recognition of the fact of genocide. This "supposedly Soviet genocide", as is now associated in the minds of the public, was allegedly carried out by creating an artificial famine (shortage of food, the withdrawal of food by surplus appropriation). And now everyone thinks that genocide is taking away food.

Without going into the exposure of this myth, nevertheless, we note that the famine of 1932-1933. was caused by objective circumstances: drought, poor harvest, low labor productivity in agriculture. And we add that food can be taken away not only by force, but also in other, more Jesuit ways: by outrunning price increases and depreciation of the income of the population, and therefore the inhabitants of the country cannot purchase food in sufficient quantities, receive medical care (due to the actual high cost of drugs and services) in order to ensure the normal functioning of the human body and the preservation of its health.

In fact, in Ukraine (as in other post-Soviet countries), there is a latent hunger (lack of nutrients in the human body in sufficient quantities). And the consequences of latent hunger and obvious hunger (which was in lean years at all times of history, be it Kievan Rus or Muscovy, and eradicated in the USSR by the 1950s) are the same (according to the corresponding article on hunger in the Great Soviet Encyclopedia). Those who are quick-witted (mostly representatives of the authorities and law enforcement agencies against whom we conducted criminal cases in 2007-2009 on the fact of the genocide in Ukraine) argue that the decline in the population, its impoverishment are objective economic circumstances. And they "close their eyes" to the fact that the deterioration of living standards and all the consequences that follow from this are the fault of the authorities, of specific individuals who manage the state, regions and enterprises.

It is obvious that privatization and changes in the tax system, introduced by specific laws and resolutions of the Verkhovna Rada of Ukraine, the Cabinet of Ministers, which were adopted by specific individuals, will lead to the flow of funds into the pockets of new business owners, and not into the pockets of ordinary workers. It is also obvious that the destruction of enterprises (closure, removal of equipment for scrap metal, etc.) and a reduction in the area under crops of agricultural crops will inevitably lead to a reduction in budget revenues, to a decrease in wages, and to a decrease in the volume of GDP.

But this is due to the fault of the leaders of economic entities (who, according to job descriptions, are obliged to increase labor productivity, increase production volumes, introduce new technologies. The same requirements are imposed on political leaders who should seek to improve macro indicators. Imagine what happened would it be with a worker, if, contrary to the job description and instructions from the management, he produced not 100 parts, but only 30, of which he would sell half for scrap? people, even in ancient times, believed that the decline in the population, the decline of the state was its leader? that the management is not guilty of anything? Not because of not being responsible and hiding their guilt?

The objective side of the crime of genocide in 1991–2015

Here is an excerpt from Article 2 of the Convention on the Prevention and Punishment of the Crime of Genocide (adopted by Resolution No. 260 (III) by the UN General Assembly on December 9, 1948), which defines the crime of genocide (The criminal codes of all the countries under review duplicate these provisions, providing for strict liability no statute of limitations):

With regard to Ukraine (and other countries where Slavs live, including Russia), there are actions committed with the intent to destroy a partially national or religious group in the ways provided for in paragraphs. c, d, e(although Russia should be commended for taking steps to ban the adoption of children by foreigners in many countries). Basically, a large share in the partial reduction (destruction) of the population is caused by the deliberate creation for any group of such living conditions that are designed for its complete or partial physical destruction.

Why do we mean by the national group the indigenous (titular) population (inhabitants, citizens) of the country? So, according to the definition from the comments to the Criminal Code, "a national group (nation) is such a historically established stable community of people, which is characterized by a common territory, economic ties, its own language, distinctive features of life, culture, spirituality."

The object of the crime is also the racial group - the Slavs, since the population decline occurs only in those countries where Slavic peoples live (Russians, Ukrainians, Belarusians, Slovaks, Czechs, etc.).

Why by destruction do we mean population decline? According to the Explanatory Dictionary of D. N. Ushakov, “to destroy - to destroy, to destroy, to cease to exist”. By devaluing our incomes, introducing actually paid medical care, legalizing abortions, contraceptives, there is a gradual cessation of the existence of national groups of Ukrainians, Russians, Belarusians and others in the form of a reduction in the number of such groups (due to the fear of young people to give birth to children and then live in poverty, for the deterioration of the health of the population, which leads to premature death, which is caused by the economic conditions that are imposed by the anti-popular government).

Proof of the guilt of the country's leadership in organizing the genocide of 1991–2015.with reference to international regulations

The first persons of Ukraine, officials of the authorities of Ukraine violated the Declaration of Social Progress and Development of December 11, 1969 against the citizens of Ukraine, according to which “a rapid increase in national income and wealth and their fair distribution among all members of society are the basis of all social progress and therefore they should be at the forefront of the activities of every state and government”(Article 7). From 1991 to 1998, the volume of GDP fell, currently GDP growth is not fast and does not provide for catching up the lost GDP growth. According to rough estimates, if there had not been a coup in 1991 in Ukraine, then by 2005 the volume of GDP of "Soviet" Ukraine would have doubled in relation to 1990, while, according to official data, the volume of GDP of independent Ukraine in 2005 year accounted for only 55% of 1990 GDP. In Ukraine, there is also no equitable distribution of wealth, which is confirmed by the growth of property stratification in society (an increase in the ratio of the income ratio of 20% of the richest population to the income of 20% of the poorest population) and the progressive growth in the number of millionaires.

Also, on the part of those in power against the citizens of Ukraine in 1991-2015, the International Covenant on Economic, Social and Cultural Rights was violated (adopted on December 16, 1966 by the UN General Assembly and ratified by the Decree of the Presidium of the Supreme Soviet of the Ukrainian SSR No. 2148-VIII dated 19.10.1973), according to which “the states that take part in this Covenant recognize the right of everyone to an adequate standard of living for him and his family, which includes adequate food, clothing, shelter, and a steady improvement in living conditions. The participating States shall take appropriate measures to ensure the exercise of this right, recognizing the importance in this respect of international cooperation based on free consent”(art. 11). Also, the top officials of Ukraine violated the Declaration on the Right to Development in relation to the citizens of Ukraine (Resolution of the UN General Assembly of December 4, 1986), according to which “states have the right and obligation to determine the appropriate national development policy aimed at constantly improving the well-being of the entire population and of all individuals on the basis of their active, free and constructive participation in development and in the fair distribution of the benefits created in the course of it "(Article 2), since from 1991 to the present, the average and minimum wages in Ukraine, taking into account inflation, have decreased, there are incomes of the population every year more and more depreciated. And this is provided for at the legislative level. Thus, in accordance with the terms of granting loans from the IMF, the “Program of Economic Reforms and Policy of Ukraine” was adopted in 1992, according to which, to obtain a loan, it was established that “the amount of indexed income is set at the level of no more than 60-70 percent of the prices for goods and services ".

According to the 2001 census, the population of Ukraine decreased from 1989 to 2001 by 3 million people, of which 3 million are allocated to the Russian population. Two conclusions should be drawn from this fact that, firstly, the main target of the genocide in Ukraine is the Russian population, and secondly, during the census, the Russians were afraid to name their origin and, moreover, at the beginning of the 1990s. they changed their citizenship to Ukrainian. In order to more accurately calculate the decline of Russians and Ukrainians, it is necessary to take into account these factors, as well as migration. The conclusion will then show that Ukrainians also suffer from genocide.

Ukrainians make up 77.8% of the population of Ukraine, with the exception of the Autonomous Republic of Crimea and Sevastopol.

The largest part of the Ukrainians among the population is observed in the western and central regions (with the exception of the Transcarpathian and Chernivtsi regions) - 88 - 98%. In the regions of the Dnieper and Slobozhanshchina, part of the Ukrainians is 70 - 82%.

In Donetsk and Luhansk regions, Ukrainians make up 56 - 58% of the population. They prevail in most districts and cities, with the exception of Donetsk (46.7%), Yenakiyevo (45.3%), Makeevka (45.0%), Alchevsk and other cities, as well as southeastern districts - Stanichno-Lugansk, Krasnodonsk, Sverdovsk.

The brutal genocide against Russians in Crimea and Donbass, where the majority of the population is Russian, led (as one of the reasons) that Crimea became part of Russia, and war broke out in southern Ukraine.

And the way the war is being waged by the Ukrainian authorities in Donbass has signs of war crimes and direct genocide - hospitals, schools, churches, and infrastructure facilities come under fire.

Mechanisms of the 1991–2015 genocide

Without disclosing in detail (since this requires an additional volume of provision of information, which cannot be allowed in one newspaper article), we note that genocide in independent Ukraine is carried out deliberately through the adoption of the relevant national legal acts permitting import, mediation (criminalized in the USSR as speculation), liberalization of prices (uncontrollable prices by the state; while in the USA 40% of prices are regulated by the state, in Japan - 28%, and in Ukraine - 17%), the severance of economic ties with Russia, the collapse of the agro-industrial complex and industry, as well as a change in the socialist way of managing and governing the country, which, according to statistics, was the most efficient in the world in terms of GDP (people's welfare) growth. As well as privatization, voucherisation, decriminalization and legalization of unemployment, the understatement of the minimum wages, pensions, benefits and their discrepancy with the real subsistence minimum, the establishment of the short-term payment of unemployment benefits, the one-off of some social benefits, the introduction of unfair taxes (in particular, the absence of a progressive tax on profits and for luxury), shadow economy (more than 60% - in the shadows), adoption of laws on elections depriving the population of the right to be elected a deputy or president by establishing excessively high collateral, obtaining loans from the IMF and other international structures at high interest rates and on unfavorable terms, and much more.

A special role in the destruction of the population is assigned to inflation. Its disproportionality. So, the prices for cucumbers and beets in 2015 compared to 1985 increased 160 times, a loaf of bread rose 30 times, milk - 60 times, meat - 40 times, rent - 100 times, travel in transport - 60 times, and salaries and pensions have increased only 10 times. At the same time, cigarettes and vodka rose in price by 10 times. That is, everything is being done so that the population consumes less protein, vitamins and minerals, spends more money on mandatory expenses and consumes more vodka and cigarettes.

And the export of strategic raw materials abroad and their sale for next to nothing will lead to even more negative consequences in the future, when the shortage of irreplaceable resources will affect.

All this has led to the fact that the population in Ukraine is annually declining by 300 thousand people per year, the death rate exceeds the birth rate, the population leaves Ukraine, the percentage of mortality in relation to the population is growing, the percentage of diseases in relation to the population is growing (while the number medical staff, doctors are given tacit instructions not to open sick leave, to discharge patients ahead of time, to prescribe expensive medications), the percentage of deaths due to illness is growing. The school menu, approved by the Cabinet of Ministers, provides for children in the proposed diets Ca (responsible for the formation of the skeleton) and vitamin B1 (responsible for memory and the formation of the nervous system) at the level of 1/3 of the need, a decrease in the content of vitamin A (responsible for vision) in 3 times and other vitamins and minerals by 2 times compared with the Soviet menu, as well as an increase in the fat content of food and the content of carbohydrates by almost 2 times while reducing the amount of protein food.

And the situation in the agro-industrial complex is so sad that the number of heads of cattle is less than in the post-war period, after the occupation by the Nazis, and even less than the pre-revolutionary level of 1917. Such economic conditions have been created that food consumption, depending on the number of family members, decreases, which does not stimulate the population to fertility, while even under the tsarism of the 19th century, the situation was the opposite: the more eaters in the family, the better they ate.

The economic damage from the independence of Ukraine in monetary terms exceeds the damage during the Great Patriotic War by more than 100 times. The losses of the population are comparable to the military losses of 1941-1945.

The situation cannot be changed in the usual legal way, since such illegal actions against citizens of Ukraine are carried out at the level of the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the President of Ukraine, whose actions cannot be appealed, according to the Constitution of Ukraine, through the local court. Their decisions fall under the jurisdiction of the Constitutional Court, in which ordinary citizens cannot initiate proceedings under the law on the Constitutional Court. In addition, all powerful persons also have immunity, and they themselves appoint and dismiss the prosecutor general and the head of the SBU, who, according to the Criminal Procedure Code, are competent to conduct a criminal investigation into the genocide.
