For a Slav, Kopa's opinion was the highest spiritual and moral guideline. The Kopa included from four to nine nearby villages, the Skhodotai of which gathered in a special place - a “shtetl”. Hence the name of the main village - a place, misto. Over time, the town grew into a city that retained the Kopnoe Right, and the inhabitants were called bourgeois. Most of the old cities grew out of Kop, except for the border ones, which were immediately built as fortresses.
Copa's population ranged from 100 to 300 people. Kopa gathered at one of the villages of the community, the place of gathering was called KOPovishche, KOPishche, KAPishche. She was engaged in resolving controversial issues and other cases in the open air. This usually took place in the Sacred Oak Forest with a natural or artificially filled hill. There was a spring, river, lake or pond nearby. Kopoveshche was a favorite place where folk holidays were celebrated - Maslenitsa, Kolyada, Kupala and others.
The cop was going to meetings, that is, at the Veche (hence the words - prophetic, broadcast, notify). The right to vote in the Cope was enjoyed only by householders who had a permanent settlement. These were the family elders - the Heads of the Clans. They were also called Skhodotai, judges of the Shovels, Community Husbands. Brothers who did not have separate households, sons and women did not have the right to vote and appeared only at the special request of Kopa, for testimony.
The Elders were present at the Cop. The elders were not scammers, they did not have the right to vote on the Cop, but their advice could play a decisive role. The opinion of the Elders was asked in such cases when it was necessary to pass a sentence on the basis of the ancient decisions of the Copa. The elders also strictly monitored the observance of the customs of the Ancestors.
The Veche at Kopa was both a study and an experience to study law. The sacred provisions of the Kopnaya Pravo were preserved in the memory of the Skhodotaevs and passed on from generation to generation.
At the Kopa, all aspects of village life were agreed: the date of the beginning and end of agricultural work, haymaking, repairing roads, cleaning wells, hiring shepherds and watchmen, penalties for unauthorized felling of forests, violating public prohibitions, collecting money for public expenses of the village, laying out taxes, holding elections, forest use issues, construction of dams, replenishment of public stocks in case of natural disasters, crop failure and much more.
The copa found and pursued criminals, tried and punished them, awarded a reward for their capture. If the case was criminal, then Kopa conducted "questioning", established the "face" of the criminal (hence the "evidence"). The Cop encouraged the forgiveness of the offender, as well as the sincere national repentance of the offender. The forgiveness of the mortally wounded and his last will were taken into account. Court cases were dealt with according to Conscience, trying to persuade the disputants to reconciliation.
Copa's decisions were carried out by everyone in good faith and with great desire. No violation of Copa's Law, or Copa's regulations, was ever observed, and if it happened sometimes, it was perceived as an emergency. At the same time, every Slav, faced with a violation of the Kopnaya Law or customs, was obliged to make every effort to suppress the violation. If he did not do this, then he was considered a participant in the crime, of which he was a witness, and bore full responsibility for this on an equal basis with the violator. They lived observing the commandment of God Odin: "It is impermissible to forgive someone who deliberately commits evil, for evil that remains without punishment multiplies, and the blame for the increased evil lies with the one who left evil unpunished and did not bring him to God's right judgment."
Such a manifestation of the Digging Right is possible only with perfect publicity and the people's otnosheniya. The Kop ensured complete independence of the Skhodotaevs' opinions. Everyone had the opportunity to open their Soul. At Kop, everything went straight, questions were posed bluntly - "the truth was cut," and if anyone tried to escape with silence, he was mercilessly taken out into the open. The most humble peasants, who at other times could not even give a word to anyone, on the Kop, in moments of general excitement, completely transformed and gained courage, managed to outstrip the obviously brave peasants. Copa was made by open mutual confession, mutual exposure and repentance, a manifestation of the broadest publicity. In these minutes, the private interests of each reached the highest degree of tension, the public interest and justice, in turn, reached the highest degree of control.
The importance of broad self-government was strengthened by the elective offices of the ten-household - in one of 10 households and the sotsky-from 100 households. Sotsky, with the assistance of the tenants, observed the cleanliness in the villages, the cleanliness of the water in the rivers, the fire safety, the order during auctions, bazaars, the sale of good-quality products, and the conduct of trade.
The rural communities included in the Kopu formed the Volost. At the Kop, they were elected: the volost foreman, the board and the court (as a rule, for three years). The volost board kept books for recording the decisions of the gathering, transactions and contracts, including labor contracts, concluded by the villagers between themselves and outsiders. All paperwork was done by the clerk of the rural municipality, who was an important person in Kopa. When the foreman began to abuse the trust of society, the villagers could re-elect him or reduce his salary.
In addition to the leaders of the Volost, they elected intercessors for public affairs - petitioners to the capital city.
According to ancient Slavic customs, Princes were chosen by Kopa to protect their lands from an external enemy. The princes were chosen from the strong Clans of hereditary warriors who were the Honor and Glory of our Fatherland. Kopa allocated tithe for the maintenance of the Prince and his squads, border outposts, for the construction of border cities and defensive lines. The villagers voluntarily carried the labor service for the construction of especially important or urgently needed military facilities, and in wartime all the soldiers-villagers rose to defend the Fatherland.
At the All-Semian Council, a Monarch was elected from the Princes - the head of the whole country, the Grand Capital Prince of All Russia. The Monarch was required to comply with the Law of the Dig, to comply with the laws of the All-Earth Council, to protect the people from foreign enemies.
