The essence of the project, namely an increase in the maximum permissible emission standards for Lake Baikal, in the opinion of ecologists, will cause irreparable damage to it. Ecologists, having analyzed the increase in the maximum permissible norms in Lake Baikal, argue that this will simply kill the ecology of Lake Baikal.

From the Protocol "Convention on the Protection and Use of Transboundary Watercourses and International Lakes" it follows:
