With the collapse of the Soviet Union and the establishment of a unipolar model, US foreign policy moved to the establishment of world hegemony and global domination in all spheres from politics to culture.

The idea of "power crime"

In order to bring the scattered, largely apolitical masses to the streets of cities and to radicalize their moods, the idea of the criminality of the authorities is being actively discussed. The ruling elites are declared enemies of the people and must be overthrown.

The idea of dividing society into “ours” and “aliens” is sure to appear, when the latter means all opponents of the escalation of the revolutionary conflict. As a result of this division in society, there is a fear of being out of the fashion trend, which declares itself much louder than the government forces.

Not many want to be a black sheep in the crowd, especially since forceful methods of influence can be applied to such people. In the crowd, the symbols and slogans of the revolutionaries are actively copied (roses and a flag with crosses in Georgia, the symbol of a clenched fist and collective races of youth in Ukraine).

An informational image of victory and the inevitable and joyful degeneration of the entire society "immediately after this victory" is being introduced. All this leads to emotional warming up of the crowd, the final shutdown of its critical consciousness and the emergence of collective, easily controlled thinking. The formula of truth "ours are enemies" becomes a constantly operating source of interpretations that make it possible to turn any event in the interests of the creators of chaos.

It is this stage of radicalization of the nation that political leaders usually skip, perceiving what is happening as another scuffle of young people, explaining their antics by alcohol or drug intoxication. Such frivolity and procrastination usually leads to sad consequences. The delay in the use of force in combination with competent information propaganda is perceived as a weakness of the authorities and leads to increasing discontent among the people.

But self-identification with “ours” is growing. Now it is becoming fashionable and prestigious to be them. The number of "ours" is growing like a snowball. The recent marginal opposition group is rapidly gaining a mass of allies. Any concession to power or willingness to negotiate is perceived by the crowd as a victory and further diffuses its appetites.

The technology of "controlled" chaos is based on knowledge of the deep socio-cultural determinants of destructive activity, deliberately incites the desire for destruction in the people, the situation is heating up, tends to overlay emotions on the basic formula "ours against enemies."

Discontent and accusations are synchronized. The enemy becomes the object of an alien biological species, thereby removing any restrictions on the methods and scale of intraspecific struggle. In this regard, J. Goebbels' assertion that “Jews outwardly do not differ in any way from people, but in reality they are not people” is indicative.

At this stage, the government itself contributes to the growth of revolutionary enthusiasm: the increasingly unpopular elite becomes less and less adequate, the most repulsive characters come to the fore. The Ukrainian crisis of 2014, the burning of people in the house of trade unions in Odessa and punitive operations against civilians in Donetsk and Lugansk are a direct result of the technology used.

At this stage, social networks play a key role. Practically in all countries that have become victims of "controlled" chaos, operational regulation of crowd actions was organized by sending messages about upcoming rallies and other actions through social networks and e-mail, as well as to mobile phones.

In this case, it is important to make a reservation that the control servers Facebook, Twitter, as well as Hotmail, Yahoo and Gmail are located in the United States and are under the control of the corresponding services, which have access to all the necessary information. Further to the crowd warmed up to the maximum, the most insignificant incident or provocation is enough for an outbreak to occur, fights with law enforcement agencies began and a full-scale civil conflict broke out.

As experts note, after the outbreak of the next "color" revolution, excited, hysterical communities of inadequate people who have lost their ability to critically analyze reality remain in the country. The inadequacy and hysteria of peoples puts them in direct dependence on the "sponsors of the democratic process."

Having lost the ability for alternative thinking, they fall into historical childhood and, on their own initiative, turn into semi-colonies. Thus, a new world colonial empire is formed, governed by information methods and expanded due to controlled chaos.

Manipulation of youth

As noted earlier, adolescents and the younger generation are actively involved in the technology of "controlled" chaos. The objective features of the psychological state of this age group work for the needs of the manipulators of the consciousness of the masses. Uncritical thinking, emotional perception of the world around and the desire to self-actualize become fertile ground for the formation of chaos in society by the hands of young people themselves.

Thus, in 2008, the United States began to create a global Alliance of Youth Movements. In fact, this organization was funded by the West. All kinds of technical and organizational support were provided, training and coordination of opposition youth movements on a global scale was carried out, primarily in the Middle East, North Africa, Latin America and the countries of the former USSR.

The first founding summit, which was held in New York, was attended by State Department officials, members of the Council on Foreign Relations (CFR), former US National Security Council officials, US Department of Homeland Security advisors and many representatives of American corporations and news organizations, including AT&T, Google, Facebook, NBC, ABC, CBS, CNN, MSNBC and MTV [15].

The Alliance Mission Statement says it is a non-profit organization dedicated to helping grassroots activists make a greater impact on the world. In 2009, the idea of the Alliance of Youth Movements was actively supported by H. Clinton. The founders of the Alliance were: former adviser to Condoleezza Rice - Jared Cohen, now a top manager at Google, working for the powerful Council on Foreign Relations.

The British organization Quilliam, created by former political prisoners of Egypt who went through membership in the Islamic radical organization Hizb-ut-Tahrir, also became a partner of the Alliance. The organization recently received a £ 1 million grant from the UK government and works closely with the country's intelligence services.

The main task of this organization is to prepare theoretical recommendations on how to defeat Islamists from within and conduct trainings on organizing protests for "social activists".

One of the members of the Alliance was the opposition youth organization of Egypt "April 6", which in "non-violent protests" brought thousands of protesters to the streets in an attempt to overthrow the government of Egyptian President Hosni Mubarak in 2011. The protest technology was based on the free use of Internet networks, through which the actions of the protesters were coordinated.

So one of the participants in the revolutionary events in Egypt noted that the protests were planned by the "Revolutionary Council of Youth", which included only 15 people. They were either members or supporters of the April 6 youth movement. Facebook and Twitter were used by the guys not to communicate, but to deceive the security services.

When Day X came, the Egyptian security forces were waiting for the Protestants in some places, and they gathered people in others. In five minutes, using ordinary telephones, more than 300 people could be mobilized (invitations were fanned out).

For example, one of the organizers of the protest, Amr Salah, told the reporter that they constantly forced the police to disperse their forces and misled them. Twitter and Facebook were only used to guide the crowd when activists were already in the required positions.

Sometimes poor areas, such as the Cairo outskirts of Imbad, where people could be stirred up faster, were deliberately chosen to "ignite" actions.

Diplomatic pressure

After the situation in the country begins to get out of the control of the authorities, and the protest crowd, incited by provocateurs, is behaving more and more aggressively, active informational and diplomatic pressure on the current government and the leader of the state begins on the part of the world community and leaders of the Western powers. The technology of "controlled" chaos passes to the sixth, final stage of its implementation.

The main goal is to remove an inconvenient leader. This is clearly demonstrated by the Egyptian events of 2011. So, immediately after the collision of the Egyptian power structures with aggressive demonstrators, accusations of violation of human rights, undemocraticism, and criticism of the regime rained down from different powers.

For example, the Swiss Foreign Minister said “she is concerned about the violence in Egypt” and called on the Egyptian authorities to “respect freedom of speech” [17], the Turkish Prime Minister addressed Hosni Mubarak with the following words: “Listen to the cries of the people and their demands. Act in the interests of the peace, security and stability of Egypt. Take action to please the people. The rules of democracy require respect for the will of the people, for their demands and urge not to ignore the people”[18], the US State Department called on the Egyptian authorities to treat the demonstrators peacefully, and the American president himself called for the immediate transfer of power [19].

In several cities in Canada, including Montreal, rallies were held to support the protesters in Egypt. [20] Naturally, such a position of the West and its allies further destabilizes the situation in the country of "controlled" chaos, demoralizes the government and adds confidence in the victory of the protesting masses. All this led to the resignation and arrest of Egyptian President H. Mubarak.

A completely identical scenario for a change of government was used in Tunisia in 2011 and in Ukraine in 2014. The West's reaction to what is happening in these countries is the same, the demands of observing democratic rights, and in fact the complete impotence of the national authorities, were repeated in the media as well-learned templates.

Initiated Civil War

In the event that the political regime in the nation state shows political will and decisiveness, does not succumb to the information and diplomatic pressure of the West, the technology of "controlled" chaos in this country can develop further in two scenarios.

The first is the arming of the protesting people and the creation of militant rebel units that begin to fight the government forces. The country is actually plunging into the abyss of a civil war. This is how the revolutionary events unfolded in Libya and Syria. The United States actively contributed to the arming of the Libyan militants fighting against M. Gaddafi, and the so-called armed opposition in Syria.

The Americans did not dare to direct arms deliveries to Libya, giving the opportunity to do this dirty work to their allies in the Middle East - Qatar and Saudi Arabia. The US President himself openly stated in his speech: “I think it would be honest to say that if we wanted to supply weapons to Libya, we could probably do it. We are looking for any opportunities for this”[21].

Later, many samples of these weapons, the delivery channels of which were semi-official and not controlled by anyone, fell into the hands of radical Islamists. As noted in one of the sources, the situation with the supply of weapons to extremists attracted the attention of the National Security Council, but the Americans considered the weapons of Islamic radicals "the lesser evil" and weapons continued to flow to the extremists. It was not possible to establish any control over the supply of weapons to Libya.

A US government official noted that their allies from Saudi Arabia went further than Qatar. They sent weapons to Libya that were previously bought from the Americans. Thus, Muslim radicals received a variety of weapons and ammunition produced in the United States at their disposal.

However, after the overthrow of the Libyan leader, well-armed Islamists (yesterday's Libyan opposition) began to fight for with supporters of the secular government. A huge number of weapons (including American ones) began to spread throughout the region through networks of Muslim radical groups. These weapons ended up in the hands of terrorists from Mali and Muslim fighters from other North African countries.

Weapons from Libya have also appeared in various "hot spots", including in the arsenal of terrorists of the Jabat al-Nusra radical group, who are fighting the Syrian army. Part of the rifles and machine guns from Libya fell into the hands of the fighters of the Palestinian group "Islamic Jihad".

The military phase of "controlled chaos"

The military phase of the technology of "controlled" chaos is based on a systemic nature and far-reaching plans. The political upheaval in the country and the change of the political leader are only part of a large geopolitical combination aimed at destabilizing the situation in the entire region and reformatting the world in their interests.

In addition to providing military assistance to anti-government forces, the authors of the chaos can also go for an open military invasion of the territory of a sovereign state. As it was in March 2011, when an international coalition led by France, the United States and Great Britain launched a military operation in Libya. French aviation launched the first pinpoint airstrikes on the forces of M. Gaddafi, and the US Navy, together with British ships, fired Tomahawk missiles at Libyan air defense targets].

A similar scenario would have been realized in Syria, if not for the tough position of Russia and China, which blocked the draft UN Security Council resolution with threats of sanctions against the Syrian authorities (including the prospect of military intervention).

Make Europe an object of economic manipulation

Speaking about the application of the technology of "controlled" chaos, it is necessary to understand that this is a win-win mechanism for its organizers, regardless of how fully this technology can be implemented. Achievement of any of the stages of such a "soft" war is already the success of the aggressor. Do not forget that behind the game of great geopolitics there are always pragmatic interests of global business, which wins in any destabilization of the situation outside its own state.

As noted earlier, the further development of business in the global space at this stage is possible only with the weakening of the economies of other countries and their transformation into a raw material appendage and an object of economic manipulation. Achieving these goals is no less important in chaos technology than the creation of puppet political regimes around the world.

For example, after the revolutionary events in Egypt, the rate of economic growth by November 2011 fell sharply from 8% to less than 1%. The country's foreign exchange reserves have decreased by 40%. And the stock indices of Egypt fell by 11% in a matter of days. But the demand for the dollar in Egypt increased by 100%. A lot of people tried to convert their capital into hard currency, which led to a sharp increase in the US dollar and its deficit in the market.

At the same time, the US itself is perceived by the world as an island of political and social stability, and therefore, it represents the most favorable place for capital outflow. Even during the Second World War, the United States used this principle of enrichment and was actually interested in a large-scale military conflict in Europe. A huge mass of bankers, entrepreneurs and scientists migrated from the Old World to the United States, fleeing the fighting and the horror of fascism.

Nowadays, the American model of "controlled" chaos sets one of the tasks - to repeat the scenario of the twentieth century, only instead of war and fascism in Europe, the factor of mass migration of refugees from North Africa and the Middle East is used. It is for this reason that in the international media the problems of migration in Europe are so actively intensified and stubbornly do not leave the front pages of news agencies.

The main task of the Americans is to scare European business with hordes of Arab "barbarians" destroying European civilization. And, most likely, the stimulation of migration chaos is already beginning to bear fruit. According to currency analysts at Deutsche Bank, over the past few months, capital outflows from the European Union have amounted to more than 300 billion euros.

Economists believe that 4 trillion euros could leave Europe in the next few years. If this scenario is implemented, then the euro will continue to fall, and the European Union will have to become a massive creditor, and, consequently, become financially dependent on the United States.

Another area of interest for America's multinational campaigns is the export of shale gas to Europe. In recent years, an active struggle for markets for energy carriers has developed in the world, the main participants in this confrontation are the United States, Russia and the countries of the Middle East region.

However, today the United States does not have the necessary export infrastructure, without which it is simply impossible to supply Europe with blue fuel. The terminals in the United States for processing gas intended for domestic needs are not suitable for exporting fuel - different equipment, different supply and transport logistics are required. All this does not allow the Americans in practice to carry out large-scale gas exports to Europe.

According to experts, the Americans need to gain time - about 5 years in order to solve their technical difficulties.

However, even if all the difficulties with the sending and receiving terminals of gas are resolved and shale gas begins to flow into the pipes of Europeans from America, its cost, due to objective technical costs, would be more expensive than what Russia is currently supplying. It is clear that in today's conditions, the Europeans are not ready to sacrifice such a budget for the sake of such American interests.

In order to persuade a number of European leaders to conclude contracts with American gas companies, the United States simply needs the economic and social situation in Europe to worsen and relations with Russia to worsen politically. Only in such conditions does the American side have hopes of success.

And the difficult situation with the flow of thousands of refugees to Europe, the escalation of a complex of social problems, ethnic and cultural confrontation in a number of countries of the Old World, is seen as a continuation of the cleverly planned technology of "controlled" chaos. Instability in the Middle East and on the borders of Europe (or even inside it) should continue for several more years, at least until American companies manage to establish their technical infrastructure in the gas industry, otherwise the European market will be closed to them …

Thus, the European Union, as a natural ally of the United States, is seen in the prism of "controlled" chaos technology as a hostage and object of latent manipulation, like the countries of the Middle East.

"Hunger" as a hegemonic strategy

Another element of the "controlled chaos" strategy is hunger management mechanisms. According to the UN World Food and Agriculture Organization, today, famine has established its rule over a billion people around the world, and almost half of modern humanity suffers from the usual food shortage in varying degrees, quantitative or qualitative.

Specialists' forecasts predict a further increase in world food prices and further spread of hunger across the planet. Climate change unfavorable for agriculture, wars and armed conflicts, the global financial and economic crisis, make the problem of hunger one of the most urgent.

The response of Western transnational companies to the food problem was the emergence of a variety of genetically modified organisms on the global market. Here the leader was the American company TNK Monsanto Co, closely associated with the giant of the food industry Coca-Cola and controlling the market for genetically modified varieties of soybeans, corn, cotton and wheat.

The question of the benefits and harm to the human body from such products is debatable in science. However, there is no doubt that the country's food dependence on foreign goods, the ability to increase and decrease the volume of their supplies, is an excellent way to stimulate conditions for social upheaval and destabilization of the situation in the region.

Chaos and globalization

The technology of "controlled" chaos, actively used by the West for its own purposes, can be successfully applied in any region where there are significant economic and social problems, regardless of the ethnic and confessional aspect.

This technology leads to the greatest effect in networked societies that are actively involved in globalization processes. Networked societies have much less organization and rationality, and they themselves are much closer to chaos, unpredictability and spontaneity than a society based on a rational hierarchy.

Using the network principle of influence, "controlled" chaos enmeshes all spheres of society, from education, media and science, to economic and political processes. Outwardly, the threat to national security from such a technology at the first stages of its development may not appear, since it is always veiled with beautiful and righteous slogans of liberal values, freedom of speech, democracy, tolerance and others.

When the necessary conditions are created in the country, the network principle of entropy works with lightning speed and leads to the complete collapse of statehood.

It is extremely difficult to resist the technology of networked “controlled” chaos; comprehensive measures to combat this evil have not yet been developed, which makes it possible to consider this technology as one of the global threats to the modern world order.
