By the way, the installation itself is often carried out either with violations, or using frankly outdated methods and tools. That in the new economic and social conditions, as well as in the harsh climatic conditions of Russia, does not contribute to the "health" of asphalt.

It sounds like a very weak excuse, but it should be noted that the climate in most of Russia also does not contribute to the durability of roads. Snow, rains, annual temperature drops - all this constantly erodes the roadway, and also makes it difficult to lay a new one or repair an old one. Many problems stem from how contractors are found. Very often, the work goes to the office that is ready to do the job for less money. All this is superimposed on numerous corruption schemes, imperfect legislation and huge kickbacks that can be obtained as a result of the "correct" playing of the tender for the work. All this is a serious "business" in which hundreds and thousands of people, both ordinary workers and officials, are involved. It is extremely difficult to break such a system without people who would be real unmercenaries. And it is almost impossible to find such people in the conditions of a capitalist economy and a protracted ideological crisis.
In reality, it is difficult not to break the established order and not even build a new one; it is really difficult to organize constant self-reproduction of such an order in which the system will not again slide into corruption networks.
