The European Parliament recognizes that the European Union, after the outbreak of COVID-19, still has to determine for itself a role in the new world order, "in which, along with it, the United States, China and Russia play a leading role." This is stated in the draft report of the EP committee on international affairs, with the text of which RT got acquainted.

According to the document, in conditions of geopolitical rivalry, the EU will need to pursue a more decisive foreign policy to protect European interests and values in a multilateral world order. According to experts interviewed by RT, the EU had similar aspirations before, but right now the world is becoming more and more multipolar.

In connection with the outbreak of coronavirus infection COVID-19, the European Union has to determine its role in the new world order, in which the leading role is still played by the United States, China and Russia. Such conclusions are contained in the draft report of the Foreign Affairs Committee of the European Parliament. The document, with the text of which RT has read, is a draft resolution.

Thus, according to the report, the European Parliament regrets the lack of global leadership and a coordinated international response in the early stages of the COVID-19 crisis, as well as the tendency to choose “isolationist solutions”, the hiding of critical information and the conduct of state-coordinated campaigns to disseminate disinformation. which creates distrust and hinders international cooperation.

"The European Parliament notes the geopolitical rivalry and tensions in the post-COVID-19 period and recognizes that the EU still has to define its role in the new world order, in which the United States, China and Russia play a leading role," the document.

The EP committee proposes, in particular, to work on communication strategies, to fight disinformation, and also to actively support neighboring states, especially the Western Balkans. The report also speaks of the need for the European Union to strengthen its position in Africa and increase financial support to the countries of the region.

In addition, according to the document, in the context of the COVID-19 crisis, the military is now playing a particularly important role.

“The European Parliament recognizes the need to rethink the EU's security and defense approach in order to develop strategic autonomy, as well as to increase preparedness and resilience, both in relation to hybrid threats and technologies that move military action away from the conventional format, and in the face of the future, in which Russia and China are acting with greater decisiveness,”the document says.

Given the new political balance and the possible deterioration of the international security situation in the period after the outbreak of COVID-19, the EU defense budgets are not subject to cuts, the committee on international affairs emphasizes.

The EU was striving to become the center of world politics even before the outbreak of COVID-19, says Andrey Kulikov, head of the Europe Insight research company.

“If this statement is, as it were, the beginning or a harbinger of some specific foreign policy decisions, some new programs, then this is a completely different matter. Here another problem arises - this is that after all, the course is determined not by the European Parliament, but by the European Commission, and therefore the statements of the MEPs do not mean that any of their wishes will turn into concrete political measures of the EU and the EC, he stressed in a conversation with RT expert.

Concern about actions of other states

Meanwhile, the European Parliament committee expressed their concern that the United States has not shown enough leadership in the fight against COVID-19. In addition, the country's withdrawal from WHO and other international organizations also raises concerns in the EU. However, as indicated in the document, the European Parliament recognizes the need to look for new forms of cooperation between the EU and the United States, based on mutual respect.

According to the corresponding member of the Academy of Military Sciences, political scientist Sergei Sudakov, such conclusions of MEPs regarding the leadership of the United States are absolutely logical, since Washington has been opposing a number of world organizations for several years now.

“The United States stopped acting by the rules, and the international system and law became just a sound for America. As a result, we are witnessing that the United States has taught the whole world to play according to new principles: every man for himself. It was the United States that embarked on the path of war with world organizations. They did not like UNESCO at one time - they left it. Then they did not like participation in the International Criminal Court - they left it. Now the World Health Organization does not suit them either,”the expert noted.

China, according to MEPs, after the outbreak of COVID-19 sent diplomatic efforts to strengthen its position in the international arena. At the same time, the document accuses Beijing of politicizing its humanitarian aid, as well as hiding information regarding the spread of the virus.

Meanwhile, the EP proposes to conduct a dialogue with Beijing, at the same time defending European values.

As Alexei Maslov, head of the HSE School of Oriental Studies, noted in an interview with RT, in reality, accusations against China are needed by a number of Western countries to protect their economic interests.

“In fact, Beijing itself stated that China had a too late warning about the development of the epidemic, but, on the other hand, it should be borne in mind that no one in December could have predicted either the scale or the forms of the development of the situation, so here they blame them in vain. There is another point here: an active anti-Chinese coalition is now being formed and the United States is one of its authors. It is very important for the United States that Europe does not support Chinese plans to restore the world economy, since Washington itself wants to take on this function, so now China is being accused around the perimeter. In the near future, such a number of accusations against China will only increase,”he stressed.

Meanwhile, the document also contains accusations against Russia. Thus, the European Parliament expresses "concern about the organized efforts of the Russian Federation aimed at undermining the unity of the EU by intensifying campaigns to spread disinformation."

Similar statements were made earlier by Western officials. So, in May, the official representative of the European Commission, Peter Stano, said that, according to the EC, various "sources from Russia" allegedly spread conspiracy theories and misinformation in the EU countries about the situation with a new type of coronavirus.

At the same time, Moscow has repeatedly denied such accusations. According to the official spokesman for the Russian Foreign Ministry Maria Zakharova, such statements are "not only groundless, but also inadmissible."

A multipolar world is taking shape

In fact, now the world is becoming more and more multipolar, says Andrey Kulikov, head of the Europe Insight research company.

“The United States is having a very difficult time competing with China, with Russia, and even with the European Union, there are now more and more frictions. This is an important difference from the previous stages, when each of the players simply declared that he sees himself like this, while others simply ignored,”he concluded.

The importance of such a world order has been repeatedly stated by Russian officials. As Russian President Vladimir Putin previously emphasized, the stubborn reluctance of a number of countries to accept a multipolar world leads to increased tensions and undermined strategic stability.

“The modern world is in dire need of such a broad cooperation, an open and free exchange of views, confidence building and a search for mutual understanding. Its global agenda is complex and controversial. It is filled with big challenges and real, not fictional, threats, the answers to which can and will be effective only when the entire international community is aware of these threats, with the desire of states to discuss and find collective solutions to common difficult problems in a rapidly changing world,”he stressed.

The importance of being aware of the realities of a multipolar world was also stated by Russian Foreign Minister Sergei Lavrov. According to him, the States and their partners are not abandoning their attempts to introduce a Western-centric order, while Russia is pursuing a line on strengthening the legal foundations of interstate communication.

"The United States and a number of its allies, cherishing the hope of maintaining global dominance, continue to rely on the methods of military power and economic pressure, rejecting the realities of a multipolar world, continue to think in the spirit of the archaic logic of containment, dividing lines and zero-sum geopolitical games," - said Lavrov.
