First, a few impressive numbers.
Migration figures
More than 17.7 million migrants and stateless persons were officially registered in Russia in 2018. Of these, 3 million came for tourism, 5 million - for work, 0.5 million - for study, 2.6 million - a private reason, about 1 million - for another reason. The rest, apparently, entered for an unknown reason for the migration service.
6, 7 million migrants arrived in the Central Federal District. Of these, to Moscow - 3.5 million, to the Moscow region - 1.6 million. Almost 3.8 million ended up in the Northwestern Federal District (St. Petersburg and its region "replenished" 3.3 million migrants). Huge numbers, even though more than 13 million were deregistered in Russia last year.
Interestingly, of the arrivals, only 1.6 million patents were issued, and only 130 thousand people received work permits. That is, only 10% of migrants officially paid money for their stay and work in Russia.
Now about those who received citizenship in 2018. There were 269 thousand such people. Of these, 83 thousand immigrants from Ukraine (and more than 1.7 million were registered with the migration register), from Kazakhstan - more than 45 thousand (almost 0.7 million), from Tajikistan - almost 36 thousand (more than 2.3 million), from Armenia - more than 27 thousand (at 0.6 million), from Uzbekistan - 21 thousand (put on migration registration 4.5 million), from Moldova - more than 17 thousand (about 0.5 million), from Azerbaijan - more than 12 thousand (at 0.6 million), from Kyrgyzstan - almost 9 thousand (out of almost 0.9 million), from Belarus - about 5 thousand (at 0.5 million), from Georgia - 2.5 thousand (at almost 50 thousand), from Turkmenistan - almost 1 thousand (out of about 100 thousand). 6, 5 thousand stateless persons received the citizenship of the Russian Federation (more than 23 thousand were registered with the migration register).
Also, 1.8 million Chinese and hundreds of thousands of Koreans and Vietnamese entered Russia.
In addition, “privileged” migrants who have a residence permit also live in our country. There are more than 800 thousand of them. Of this number, 230 thousand people are from Ukraine, more than 68 thousand from Azerbaijan, more than 76 thousand from Armenia, 32 thousand from Belarus, etc.
Recall that a residence permit allows a migrant to work without registration of permits, enjoy social rights on an equal basis with Russian citizens, conduct business, and also provide an opportunity to obtain Russian citizenship.
In 2018, 2 million more migrants entered Russia than in 2017. In 2016, there were even fewer of them - 14.3 million. But before that, for several years in a row, about 17 million migrants arrived (in 2015 - 17.1 million, in 2014 - 17.2 million, in 2013 - 17.3 million).
In the first half of 2019, there is an increase in migration from Tajikistan - 1.3 million people in six months - and Uzbekistan - 2.4 million. And their total number will fluctuate between 17 and 18 million.
Are migrants helpful?
Migrants are mainly employed in unskilled jobs. This fact is proposed to be perceived as positive for the country's economy. And at the same time it is presented as uncontested. They say that the Russian population does not want to work in these professions. At the same time, the authorities and the migrant lobbyists have never tested such a message in practice. Do we systematically deal with internal labor migration? Do we have such government programs?
Now about efficiency.
The Federal Tax Service collected in the state treasury in 2017 taxes only on personal income (personal income tax) 3.3 trillion rubles. According to Rosstat data for 2017, there were 71.8 million officially employed citizens in Russia. It turns out that every working citizen of the Russian Federation deducts at least 46 thousand of personal income tax only to the treasury. According to the statements of the head of the Federal Migration Service, migrants brought Russia in 2015, having bought patents for labor activities, 29 billion rubles.
We will be told that this is not all the income that migrants have given the country. They also worked and brought benefit to Russia with their labor. Yes, but most of the money they earned was taken out of Russia. Unlike the citizens of our country.

Each of the 17 million migrants took from the Russian Federation at least several tens of thousands of rubles in earnings, that is, in total, no less than 1-2 trillion rubles. Strange profit for Russia ?! As a result of streamlined internal Russian labor migration, these trillions would remain inside our economy.
The situation is no better in the very important area of integrating migrants into our society.
So, in 2016, Mikhail Trubnikov, Deputy Head of the Criminal Investigation Department of the Main Directorate of the Ministry of Internal Affairs of Moscow, who spoke at the round table "Prevention and Counteraction to Violence against Women," announced several figures.
If we take the general statistics and divide by the number of rapes, then 75% is accounted for by newcomers. Of these, 90% are immigrants from Asian countries: Tajikistan, Uzbekistan, Kyrgyzstan.
In general, ethnic crime has quadrupled since the 1990s.
This year, Deputy Secretary of the Security Council of the Russian Federation, Alexander Grebenkin, in an interview with Rossiyskaya Gazeta, said the following:
At the beginning of this year, there were 2.4 million violators of migration legislation - that is, almost every fourth foreigner in Russia.
The problems are evident. And they are absolutely inevitable in this area with such an influx of labor and criminal migration. No law enforcement agencies are able to deal with them.

But the indigenous population of Russia will feel inconvenience not only from the migrants themselves. Home-grown "freedom fighters" have already taken under their patronage the labor "guests" arriving in our country en masse. Liberals and all kinds of opposition are preparing to create additional pressure on the Russian population.
For example, if you do not like aggressive multiculturalism and the multimillion-dollar expansion of migrants, then today you will be accused of all mortal democratic sins. The radical opposition Novaya Gazeta sees discrimination against migrants in the fact that you do not want to rent your property (an apartment, room, house or summer cottage) to them.

The newspaper published a whole accusatory investigation against persons of "Slavic nationality" who do not want to rent out their living space to foreign migrants. The article in the newspaper is so uncomplicated and called - "Slavic nest". To have a Slavic nest in places of historical residence of Russians - in Moscow, St. Petersburg and other large cities - is bad, it is discrimination, it is xenophobia. Indeed, in advertisements for renting an apartment, in these, according to Novaya Gazeta, "discriminatory advertisements are found such phrases:" only to citizens of the Russian Federation "," only to Russians "," only to Slavs "" (article "Slavic nest").
After all, from the point of view of the Western liberal-multiculturalist, all this is xenophobia. Russia should be open to any migrant from any part of the world. And renting an apartment “only to Russian citizens” is an undemocratic mauvais ton, discrimination, from the point of view of international fighters for the freedom of migrants.
Oh, these undemocratic "Slavic" landlords! You see, they do not want to rent their property to foreigners or to those who, as it seems to the opposition, need to rent apartments. Snow-white freedom-lovers directly demand an end to this "disgrace" and threaten everyone who does not obey articles on "discrimination" (Code of Administrative Offenses of the Russian Federation, article 5.62. "Discrimination") and fines. They call this freedom, but they have it too one-sided.
In any business, in any interpersonal relationship, a person has the right to choose a partner with whom he will be comfortable, including in the sense of cultural stereotypes of behavior.
The liberals are preparing a kind of multicultural dictatorship for us. Under her, tomorrow it will be xenophobic not to provide a migrant with his apartment. And the day after tomorrow it will be necessary to make excuses for marriages between Russians and for their traditional sexual orientation. Today, Western cultural traders want to interfere even in such a purely individual sphere - to whom to lease their property, and to whom not.
By the way, no law on discrimination requires anything of the kind. It is no secret that the rights of a citizen and a non-citizen of the Russian Federation are still different, and there is no discrimination or xenophobia here. But the aggressive imposition of the dictatorship of multiculturalism will certainly lead to interethnic conflicts, as the experience of Europe shows.
We do not need Western multiculturalism in Russia at all.

New migration policy
The state partly feels a certain problem and is trying to somehow introduce it into the national framework, but so far it does not properly understand the danger. And it is not ready to reduce the volume of migration under the pressure of large economic players who receive super-profits from migrants.
In the past, in 2018, the Concept of the State Migration Policy of the Russian Federation for 2019-2025 was adopted. The document is important, but rather declarative.
The reasons for the need to accept large numbers of migrants in it are due to "mainly economic and social factors", as well as the preservation of "historical and cultural ties of the peoples of the member states of the Commonwealth of Independent States."
At the same time, it is indicated that the intensity of migration flows over the past five years (2012–2017) has increased by 10% and that there is a disproportion in the placement of migrants in three regions: Moscow, St. Petersburg and the Krasnodar Territory.
The document interprets the benefits of the migration inflow in a very strange way. He allegedly “ compensated for the natural decline in population. " It is mainly Russians who are diminishing in our country, and representatives of other peoples come to their place. Is this a natural "compensation" for Russia, the Russian world and the Russian people? Of course not. Compensation and substitution are two different things. Migration replaces the decline of the Russian population with a new population, and does not compensate.
It is said in the concept as a merit that in five years "More than 1 million people have been accepted into the citizenship of the Russian Federation", and only half of them - within the framework of the program to assist the voluntary resettlement of compatriots. That is, we can assume that only half of them are actually Russians.
To what extent does this contribute to the declared goal of the migration policy "to maintain interethnic and interreligious peace and harmony in Russian society" and especially to protect and preserve "Russian culture, Russian language … constituting the basis of its cultural (civilizational) code"? It is doubtful that this way of making up for the loss of the Russian population strengthens Russia.
This is all the more strange since the document itself states that
the main source of replenishment of the population of the Russian Federation and provision of the national economy with labor resources should remain its natural reproduction.
Does migration policy in real migration practice remain an "auxiliary means" for the growth of "natural reproduction" of citizens of the Russian Federation? Probably not. Migration, this "auxiliary means", has long been replacing the "natural reproduction" of Russian citizens. And it becomes the main one.
Are all these multimillion-dollar masses of migrants, as written in the concept, "Are able to organically integrate into the system of positive social ties and become full members of Russian society" and "are able to successfully integrate into Russian society"?
In my opinion, this is an absolutely rhetorical question.
Are millions of Central Asians, hundreds of thousands of Chinese, Koreans, Vietnamese able to "successfully integrate", that is, mentally change and become Russian in culture, language and behavior? Every citizen of Russia who encounters migrants in his personal life on a daily basis will confirm their incapacity for cultural and civilizational integration. The vast majority of labor migrants.
That is why the replacement of waning Russians is not complete. Russia will cease to be Russia with such a migration policy.
What then is the declared in the concept "Priority of the interests of the Russian Federation and Russian citizens permanently residing on its territory"? Yes, actually, so far nothing. We Russians are not asked if we need these multimillion-dollar crowds of migrants. After all, the overwhelming majority of Russian citizens do not receive any preferences from their presence in our country, but social inconveniences and cultural discomfort are significant.
Do Russia need migrants
Modern Russia is a democratic republic. In theory, it's like a joint stock company. All citizens are shareholders of Russia. All of them together constitute the Supreme Power of the country.
The modern mass issuance of citizenship takes place without any clarification of the opinion of citizens, without any desire of the "shareholders". The shares of the indigenous population when granting citizenship to migrants are being eroded. The further this continues, the more the influence of indigenous citizens in such a system will fall. And newcomers, since they are of a foreign culture, will be more organized and will live in closed ethnic enclaves. Sooner or later, this will lead to the fact that they will demand additional rights for themselves. Go into politics to defend their cultural demands. Just as it happens in European countries, where the mayor of London was already an Indian, where the deputies can be Turks, Arabs, Africans and other yesterday's migrants.

In Europe, too, everything began with the import of labor migrants, which were needed by large corporations as a cheap power, and European politicians - as a mass that levels the European peoples for a better entry into a uniform European Union. But the aggressively imposed multiculturalism has failed even in Europe. And the ongoing migration creates more and more explosive precedents. The way out of this situation looks less and less optimistic and peaceful.
Do we need to follow the European path? Should we continue to increase the multi-million dollar migration?
We, thank God, have not yet reached the Herculean pillars of Europe, but we are clearly overdoing it with labor migration, which in many ways is becoming not so laborious in our country. The drug trade, ethnic crime, the shadow economy, corrupt ties, the purchase of Russian citizenship, ethnic clashes, the spread of unemployment among migrants are the reality of our life.
It's time to put things in order in this area. And above all - with the quantity and quality of labor migration.
We need a systematic and systematic replacement of migrants by the indigenous population. It is necessary to develop internal Russian labor migration. Prohibit the hiring of foreigners in certain sectors of the economy and gradually replace them with either local intraregional migration or Russian from the CIS countries. Where we still cannot do without labor migration, it is necessary to improve control, both law enforcement and financial.
Huge funds go into the shadow economy, into black cash, and taken out of the country. Russia loses large sums of money, but receives enormous corruption. The savings from migrants are mainly provided by large business structures, migration lobbyists and criminal migration leaders who supply their compatriots to this labor market. It is necessary to moderate the appetites of the former, to investigate the activities of the latter and to jail the third if they are guilty of crime.

It can be said that many law enforcement officers who are duty-bound to control labor migration are themselves corrupt. Yes, this is a huge problem. A problem that also cries out that such powerful masses of migrants cannot be effectively controlled. There is too much crime and corruption temptations there. It is necessary to reduce the number of visitors, especially in large metropolitan areas. Cultural behavior, the adoption of local rules should be required by law enforcement agencies. Situations when it becomes impossible for local residents to live in areas where there are many migrants is a social and humanitarian catastrophe.
A special issue is control over the purchase of Russian citizenship by migrants. I think there is especially a lot of corruption here. Closed diaspora societies massively buy citizenship and then will strive for power - to establish their own rules. As it was in the nineties with our criminal communities, which delegated their criminals to power.
The tactical pursuit of cheap labor in the pursuit of momentary successes in the economy, which, moreover, are not visible, can be very expensive for the strategic civilizational development of Russia for a long time. Critically expensive.
It's time to take action. They should be calm, thoughtful, but systemic and inevitable.
