The German government agreed during negotiations with the association to pay $ 266 million in 2015, $ 273 million in 2016 and $ 280 million in 2017. Earlier, the amount of compensation for 2014 was also agreed, which amount to $ 185 million.

In addition, the FRG authorities agreed to allocate additional funds for material assistance to Jews who lived in the so-called "open" ghettos. Such ghettos were common in Bulgaria, Romania (for example, in the city of Chernivtsi, which during the Second World War belonged to Romania and is now part of Ukraine) and other Hitler's allies. The Jews who lived there were not formally isolated from the rest of society, but their rights were as limited as those of the prisoners of the "closed" ghettos.

The Jewish Material Claims Association distributes payments from the German government to 56,000 Holocaust victims around the world. This money is being used to provide home care for elderly Jews who survived the Nazi dictatorship. In addition, the organization helps another 90,000 Jews by providing them with food, medicine, socialization programs and paying for their travel expenses.

The new agreements came amid a scandal surrounding fraud in the association, reported by the Jewish Telegraphic Agency. On May 8, a trial took place in which her former employee, Semen Domnitser, was found guilty of $ 57 million in fraud. As JTA recently found out, in 2001, the office of then-advisor to the organization, Julius Berman, conducted an internal due diligence on anonymous complaints against Domnitser. The report indicated recommendations to interrogate Semyon Domnitser and conduct a deeper investigation, but the leadership did not follow them.

As a result, the fraudulent scheme continued until its official exposure in 2009, when about 5,000 fake claims for compensation were finally revealed. This resulted in Germany paying the organization $ 57 million more than it should have.

The Association for Material Claims of Jews against Germany was founded in 1951 to seek compensation from the German authorities for the victims of the Holocaust. In total, during its existence, it received about 70 billion dollars from the FRG.
